{"id":60395,"date":"2023-01-06T08:31:07","date_gmt":"2023-01-06T16:31:07","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/01\/06\/top-wisconsin-gop-senator-says-his-party-is-pretty-close-to-supporting-medical-marijuana-legalization\/"},"modified":"2023-01-06T17:45:45","modified_gmt":"2023-01-07T01:45:45","slug":"top-wisconsin-gop-senator-says-his-party-is-pretty-close-to-supporting-medical-marijuana-legalization","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2023\/01\/06\/top-wisconsin-gop-senator-says-his-party-is-pretty-close-to-supporting-medical-marijuana-legalization\/","title":{"rendered":"Top Wisconsin GOP Senator Says His Party Is \u2018Pretty Close\u2019 To Supporting Medical Marijuana Legalization"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/01\/MM_Bill_Tracker_V5_blank-25.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>A top Republican Wisconsin senator says his caucus is \u201cgetting pretty close\u201d to supporting medical marijuana legalization, and he could foresee the GOP-controlled chamber advancing the reform as long as certain regulations were put in place.<\/p>\n<p>Senate Majority Leader Devin LeMahieu (R) has long been skeptical of legalizing any form of cannabis use, but his latest comments to The Milwaukee Journal Sentinel signal that the conservative legislature may finally be positioned to move on the issue this session.<\/p>\n<p>\u201cOur caucus is getting pretty close on medical marijuana,\u201d he said. \u201cA lot of our members, who are maybe at a point where they can vote for it now, they just want to make sure it\u2019s regulated well.\u201d<\/p>\n<p>He <a href=\"https:\/\/www.jsonline.com\/story\/news\/politics\/2023\/01\/05\/senate-gop-close-to-supporting-medical-marijuana-lemahieu-says\/69782665007\/\" target=\"_blank\" rel=\"noopener\">added<\/a> that GOP lawmakers \u201cdon\u2019t want people going in because their back hurts and getting medical marijuana. It needs to be cancer pain\u2014you know, prescribed.\u201d<\/p>\n<p>Advocates and many Democratic lawmakers, as well as Gov. Tony Evers (D), have been calling on the legislature go further than a limited medical cannabis program\u2014but LeMahieu\u2019s remarks represent a starting point.<\/p>\n<p>Senate Minority Leader Melissa Agard (D), who has sponsored legalization legislation in past sessions, told the Journal Sentinel that she doesn\u2019t want Wisconsin\u2019s medical marijuana system to pick \u201cwinners and losers\u201d in terms of what conditions qualify patients for cannabis. But she\u2019s looking forward to reviewing any marijuana bills that her GOP colleagues end up filing.<\/p>\n<p>\u201cI will always be a champion for full legalization of cannabis in Wisconsin,\u201d she said. \u201cI know that\u2019s what a majority of people in our state want and we know the most dangerous thing about cannabis is that it remains legal.\u201d<\/p>\n<p>In the Assembly, Speaker Robin Vos (R) has been open to advancing medical marijuana legalization. And he\u2019s talked about the issue recently as the governor <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-pledges-to-put-marijuana-legalization-in-upcoming-budget-after-voters-approve-reform-on-the-ballot\/\" target=\"_blank\" rel=\"noopener\">prepares to release his executive budget proposal<\/a>, which is expected to contain provisions that deal with both medical and recreational cannabis legalization.<\/p>\n<p>Vos said last month that if the governor followed through on including recreational legalization in his budget, that could jeopardize lawmakers\u2019 efforts to find cross-party consensus on medical cannabis.<\/p>\n<p>Evers <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-calls-for-meaningful-conversation-on-legalizing-marijuana-in-inaugural-address\/\" target=\"_blank\" rel=\"noopener\">said during his inaugural address on Tuesday<\/a> that the state needs to have a \u201cmeaningful conversation about treating marijuana much like we do alcohol.\u201d<\/p>\n<p>In its budget request that was unveiled last month, the state Department of Revenue (DOR) called on the governor\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/key-wisconsin-agency-proposes-marijuana-legalization-be-included-in-budget-saying-it-will-create-165m-in-yearly-revenue\/\" target=\"_blank\" rel=\"noopener\">to put legalization in his executive proposal<\/a>. The State Public Defender (SDP) is separately seeking decriminalization of cannabis possession.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking hundreds of cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2023\/01\/MM_Bill_Tracker_V5_blank-24.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>The governor\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-unveils-marijuana-legalization-details-in-budget-proposal\/\" target=\"_blank\" rel=\"noopener\">included recreational and medical marijuana legalization in his 2021 budget<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/watch-live-wisconsin-governor-announces-marijuana-reform-plan\/\" target=\"_blank\" rel=\"noopener\">decriminalization and medical cannabis in his 2019 proposal<\/a>, but the GOP-controlled legislature has blocked the reforms.<\/p>\n<p>Some state lawmakers have also filed bills to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-lawmakers-unveil-new-marijuana-legalization-bill-at-a-cannabis-shop-in-illinois\/\" target=\"_blank\" rel=\"noopener\">legalize cannabis for adult use<\/a>\u2014and Assembly Majority Leader Jim Steineke (R) has said legalization is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-gop-wisconsin-lawmaker-says-marijuana-legalization-will-come-at-some-point-despite-republican-resistance\/\" target=\"_blank\" rel=\"noopener\">\u201clikely\u201d to happen at some point<\/a>\u2014but the legislature has so far failed to pass even more\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-wisconsin-lawmakers-unveil-marijuana-decriminalization-bill\/\" target=\"_blank\" rel=\"noopener\">modest proposals like decriminalization<\/a>\u00a0or the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/limited-wisconsin-medical-marijuana-bills-gets-4-20-senate-hearing\/\" target=\"_blank\" rel=\"noopener\">legalization of medical cannabis<\/a>.<\/p>\n<p>Ahead of the November election, Evers met with college students and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-tells-students-that-marijuana-legalization-depends-on-their-vote-says-state-is-losing-revenue-to-illinois\/\" target=\"_blank\" rel=\"noopener\">urged supporters to get engaged and vote<\/a>, in part to ensure that the state advances marijuana legalization.<\/p>\n<p>If Democrats had won enough seats, it could have also set them up to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governors-push-to-allow-ballot-initiatives-could-put-marijuana-legalization-before-voters\/\" target=\"_blank\" rel=\"noopener\">pass a resolution that the governor recently introduced<\/a>\u00a0to allow citizens to put initiatives on the ballot. Advocates expressed hope that the move could open the door to finally letting voters decide on marijuana legalization, but it\u2019s unlikely that GOP lawmakers will go along with it.<\/p>\n<p>Meanwhile, voters across the state have been <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-approve-multiple-marijuana-ballot-questions\/\" target=\"_blank\" rel=\"noopener\">making their voices heard on cannabis reform<\/a>\u00a0over the past several election cycles. Most recently, voters in three counties and five municipalities across the state\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-approve-marijuana-ballot-questions-in-cities-and-counties-across-the-state\/\" target=\"_blank\" rel=\"noopener\">approved non-binding advisory questions<\/a>\u00a0on their local ballots in support of legalization.<\/p>\n<p>The local votes are largely meant to serve a messaging purpose, providing lawmakers with a clear policy temperature-check among their constituents. But those that were approved will not change any laws by themselves.<\/p>\n<p>A statewide poll released in August found that a solid 69 percent of registered voters in Wisconsin\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/most-wisconsin-voters-including-republicans-support-legalizing-marijuana-poll-shows\/\" target=\"_blank\" rel=\"noopener\">believe that cannabis should be legal<\/a>. That includes 81 percent of Democrats, 75 percent of independents and 51 percent of Republicans.<\/p>\n<p>Republicans filed a limited medical cannabis bill last year\u2014and it\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/limited-wisconsin-medical-marijuana-bills-gets-4-20-senate-hearing\/\" target=\"_blank\" rel=\"noopener\">got a hearing on the unofficial marijuana holiday 4\/20<\/a>, but that came too late in the legislative session for lawmakers to actually vote on the measure.<\/p>\n<p>Other GOP members have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-gop-lawmakers-file-bill-to-decriminalize-marijuana-while-governor-pushes-full-legalization\/\" target=\"_blank\" rel=\"noopener\">filed bills to more modestly decriminalize marijuana possession<\/a>\u00a0in the state, but none of those proposals advanced.<\/p>\n<p>As it stands, marijuana possession is punishable by a maximum $1,000 fine and up to six months in jail for a first offense.
