Ned Lamont (D) previously noted last month that <a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-marijuana-legalization-into-law\/\" target=\"_blank\" rel=\"noopener\">legalization legislation he signed in 2021<\/a> empowered the state government <a href=\"https:\/\/www.marijuanamoment.net\/thousands-of-connecticut-marijuana-possession-records-will-be-wiped-away-at-beginning-of-2023-connecticut-governor-announces\/\" target=\"_blank\" rel=\"noopener\">to facilitate mass cannabis clemency<\/a>, which it has now processed for 42,964 cases. Some advocates expressed disappointment <a href=\"https:\/\/www.marijuanamoment.net\/as-biden-issues-a-handful-of-new-marijuana-and-drug-pardons-advocates-demand-he-release-current-prisoners\/\" target=\"_blank\" rel=\"noopener\">about the limited scope of the latest pardons<\/a>, arguing that the president should take steps to release the thousands of people still behind bars for marijuana.<\/p>\n<p>In any case, when Biden granted the mass marijuana pardon, he encouraged governors across the U.S. to follow suit with state-level relief\u2014and several have moved to facilitate clemency accordingly.<\/p>\n<p>In Oregon, Gov. Kate Brown (D) recently <a href=\"https:\/\/www.marijuanamoment.net\/oregon-governor-issues-marijuana-pardons-for-45000-people\/\" target=\"_blank\" rel=\"noopener\">moved to grant tens of thousands of marijuana pardons<\/a>, a development that the president applauded.<\/p>\n<p>North Carolina Gov. Roy Cooper (D)\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-carolina-governor-backs-marijuana-decriminalization-and-directs-lawyers-to-review-pardon-options\/\" target=\"_blank\" rel=\"noopener\">came out in support of marijuana decriminalization<\/a>\u00a0in October, saying it\u2019s time to \u201cend the stigma\u201d and announcing steps he\u2019s taken to explore his options for independently granting relief to people with existing convictions.<\/p>\n<p>Kentucky Gov. Andy Beshear (D), meanwhile,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/kentucky-governor-signs-executive-orders-allowing-medical-marijuana-possession-from-other-states-and-regulating-delta-8-thc\/\" target=\"_blank\" rel=\"noopener\">signed two cannabis-related executive orders<\/a> in November: one to protect patients who meet certain criteria and possess medical cannabis legally obtained from dispensaries in other states, and another to regulate the sale of delta-8 THC products. The medical cannabis move is <a href=\"https:\/\/www.marijuanamoment.net\/kentucky-governor-educates-police-about-medical-marijuana-executive-order-as-activists-press-lawmakers-to-pass-a-comprehensive-bill\/\" target=\"_blank\" rel=\"noopener\">based on the governor\u2019s clemency powers<\/a>.<\/p>\n<p>Lamont, for his part, has long supported legalization and celebrated the policy change that\u2019s being actively implemented.<\/p>\n<p>Connecticut\u2019s first adult-use cannabis shops are set to open on January 10. Regulators announced in December that six existing medical marijuana dispensaries, with a total of nine locations, met the requirements to obtain hybrid licenses that will allow them to serve adult consumers.<\/p>\n<p>People will be able to buy up to a quarter of an ounce of marijuana per transaction.
