Tony Evers (D) has said that enacting a more limited medical marijuana program could represent an area of bipartisan compromise in the next session, he\u2019s also intent on advancing broader reform. Assembly Speaker Robin Vos (R) says that could be a problem.<\/p>\n<p>\u201cIf he really wants to generate consensus, he needs to get off his liberal bandwagon and start by saying where can we generate consensus, and that\u2019s not by pitching the farthest extreme position,\u201d Vos <a href=\"https:\/\/www.wispolitics.com\/2022\/vos-action-on-abortion-bill-unlikely-before-spring-election-wont-die-on-that-hill-for-flat-tax\" target=\"_blank\" rel=\"noopener\">told<\/a> WisPolitics.com last week.<\/p>\n<p>The speaker, who has previously expressed openness to medical cannabis legalization, particularly for patients who are seeking an opioid alternative, said that if Evers follows through on <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-pledges-to-put-marijuana-legalization-in-upcoming-budget-after-voters-approve-reform-on-the-ballot\/\" target=\"_blank\" rel=\"noopener\">putting adult-use legalization in the biennial budget request<\/a> for 2023-2025, that could scare off \u201cpeople like me and a whole lot of others out of saying this is not just a gateway to recreational marijuana.\u201d<\/p>\n<p>The governor, who\u2019s recently expressed optimism about the prospects <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-signals-willingness-to-compromise-with-republicans-on-medical-marijuana\/\" target=\"_blank\" rel=\"noopener\">working with the GOP-controlled legislature to legalize medical cannabis<\/a>, said in a separate new interview published on Monday that \u201cwe have to do something, in my opinion.\u201d However, he recognized that reform may have to be rolled out in increments.<\/p>\n<p><strong>\u2014<br \/>\nMarijuana Moment is <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,500 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/12\/MM_Bill_Tracker_V5_blank-104.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\nLearn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/p>\n<p>\u201cThere seems to be an interest in\u2014and there has been in the past, some Republicans I know voiced around the issue of medical marijuana,\u201d the governor <a href=\"https:\/\/spectrumnews1.com\/wi\/madison\/politics\/2022\/12\/26\/a-conversation-about-compromise-in-2023\" target=\"_blank\" rel=\"noopener\">told<\/a> Spectrum News 1.<\/p>\n<p>\u201cWe will likely, in our budget, talk about the legalization of recreational and also medicinal marijuana, so we hopefully will get someplace, but I just sense in the tea leaves that there is an interest in a two-step process here, as other states have done medicinal first recreational second, but we will see,\u201d he said. \u201cWe will be pushing for all. There is no question about that.\u201d<\/p>\n<p>In its budget request that was unveiled earlier this month, the state Department of Revenue (DOR) called on the governor <a href=\"https:\/\/www.marijuanamoment.net\/key-wisconsin-agency-proposes-marijuana-legalization-be-included-in-budget-saying-it-will-create-165m-in-yearly-revenue\/\" target=\"_blank\" rel=\"noopener\">to put legalization in his executive proposal<\/a>. The State Public Defender (SDP) is separately seeking decriminalization of cannabis possession.<\/p>\n<p>The governor\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-unveils-marijuana-legalization-details-in-budget-proposal\/\" target=\"_blank\" rel=\"noopener\">included recreational and medical marijuana legalization in his 2021 budget<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/watch-live-wisconsin-governor-announces-marijuana-reform-plan\/\" target=\"_blank\" rel=\"noopener\">decriminalization and medical cannabis in his 2019 proposal<\/a>, but the conservative legislature has blocked the reforms.<\/p>\n<p>Some state lawmakers have also filed bills to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-lawmakers-unveil-new-marijuana-legalization-bill-at-a-cannabis-shop-in-illinois\/\" target=\"_blank\" rel=\"noopener\">legalize cannabis for adult use<\/a>\u2014and Assembly Majority Leader Jim Steineke (R) has said legalization is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-gop-wisconsin-lawmaker-says-marijuana-legalization-will-come-at-some-point-despite-republican-resistance\/\" target=\"_blank\" rel=\"noopener\">\u201clikely\u201d to happen at some point<\/a>\u2014but the legislature has so far failed to pass even more\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-wisconsin-lawmakers-unveil-marijuana-decriminalization-bill\/\" target=\"_blank\" rel=\"noopener\">modest proposals like decriminalization<\/a>\u00a0or the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/limited-wisconsin-medical-marijuana-bills-gets-4-20-senate-hearing\/\" target=\"_blank\" rel=\"noopener\">legalization of medical cannabis<\/a>.<\/p>\n<p>Ahead of the November election, Evers met with college students and <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-tells-students-that-marijuana-legalization-depends-on-their-vote-says-state-is-losing-revenue-to-illinois\/\" target=\"_blank\" rel=\"noopener\">urged supporters to get engaged and vote<\/a>, in part to ensure that the state advances marijuana legalization.<\/p>\n<p>If Democrats had won enough seats, it could have also set them up to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governors-push-to-allow-ballot-initiatives-could-put-marijuana-legalization-before-voters\/\" target=\"_blank\" rel=\"noopener\">pass a resolution that the governor recently introduced<\/a>\u00a0to allow citizens to put initiatives on the ballot. Advocates expressed hope that the move could open the door to finally letting voters decide on marijuana legalization, but it\u2019s unlikely that GOP lawmakers will go along with it.<\/p>\n<p>But voters across the state have been\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-approve-multiple-marijuana-ballot-questions\/\" target=\"_blank\" rel=\"noopener\">making their voices heard on cannabis reform<\/a>\u00a0over the past several election cycles. Most recently, voters in three counties and five municipalities across the state <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-approve-marijuana-ballot-questions-in-cities-and-counties-across-the-state\/\" target=\"_blank\" rel=\"noopener\">approved non-binding advisory questions<\/a> on their local ballots in support of legalization.<\/p>\n<p>The local votes are largely meant to serve a messaging purpose, providing lawmakers with a clear policy temperature-check among their constituents. But those that were approved will not change any laws by themselves.<\/p>\n<p>A statewide poll released in August found that a solid 69 percent of registered voters in Wisconsin\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/most-wisconsin-voters-including-republicans-support-legalizing-marijuana-poll-shows\/\" target=\"_blank\" rel=\"noopener\">believe that cannabis should be legal<\/a>. That includes 81 percent of Democrats, 75 percent of independents and 51 percent of Republicans.<\/p>\n<p>Republicans filed a limited medical cannabis bill this year\u2014and it\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/limited-wisconsin-medical-marijuana-bills-gets-4-20-senate-hearing\/\" target=\"_blank\" rel=\"noopener\">got a hearing on the unofficial marijuana holiday 4\/20<\/a>, but that came too late in the legislative session for lawmakers to actually vote on the measure.<\/p>\n<p>Other GOP members have\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-gop-lawmakers-file-bill-to-decriminalize-marijuana-while-governor-pushes-full-legalization\/\" target=\"_blank\" rel=\"noopener\">filed bills to more modestly decriminalize marijuana possession<\/a>\u00a0in the state, but none of those proposals advanced.<\/p>\n<p>As it stands, marijuana possession is punishable by a maximum $1,000 fine and up to six months in jail for a first offense.
