Hakeem Jeffries (D-NY) discussed his vision for the 118th Congress during an appearance on ABC News\u2019s \u201cThis Week with George Stephanopoulos\u201d on Sunday. He was asked where he saw opportunities for \u201cbipartisan compromise\u201d and proactively brought up marijuana reform.<\/p>\n<p>The congressman, whose colleagues <a href=\"https:\/\/www.marijuanamoment.net\/where-the-new-republican-and-democratic-congressional-leaders-stand-on-marijuana\/\" target=\"_blank\" rel=\"noopener\">recently voted to make him House minority leader<\/a>, cited his work with Rep. Dave Joyce (R-OH) in introducing the <a href=\"https:\/\/www.marijuanamoment.net\/u-s-attorney-general-would-be-required-to-create-marijuana-commission-to-advise-on-legalization-under-new-bipartisan-bill\/\" target=\"_blank\" rel=\"noopener\">Preparing Regulators Effectively for a Post-Prohibition Adult-Use Regulated Environment Act (PREPARE) Act<\/a> this year, which he said is meant to \u201cprepare the federal government to move toward the legalization of cannabis, which state after state\u2014blue states and red states and purple states all across America\u2014are doing.\u201d<\/p>\n<p \/>\n<p>\u201cThere is an opportunity for common ground,\u201d he <a href=\"https:\/\/abcnews.go.com\/Politics\/week-transcript-12-4-22-rep-hakeem-jeffries\/story?id=94403039\" target=\"_blank\" rel=\"noopener\">said<\/a>, adding that he also \u201cworked with the Trump administration in the past on criminal justice reform\u201d like the First Step Act.<\/p>\n<p>Modest marijuana reform, as well as issues like infrastructure and trade policy, are \u201cfoundational things that hopefully we can build upon as we look to the future,\u201d Jeffries said.<\/p>\n<p>Of course, the path forward for any legislation in the next Congress under Republican control will also need sign-off from GOP leadership, and the congressman nominated by his party to become speaker, Rep. Kevin McCarthy (R-CA), has been hostile to most cannabis proposals\u2014except that he\u2019s supported a bipartisan marijuana banking bill.<\/p>\n<p>Theoretically, if Congress passes a package of modest reforms like banking and expungements as they\u2019re working to do during the lame duck session, that could set Jeffries up to engage in negotiations and reach compromises on additional legislation next year.<\/p>\n<p>Last year, Jeffries and Reps. Ayanna Pressley (D-MA) and Cori Bush (D-MO) also introduced the Fair and Independent Experts in Clemency (FIX Clemency) Act that\u2019s\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/congressional-lawmakers-file-bill-to-streamline-presidential-clemency-as-drug-war-drives-mass-incarceration\/\" target=\"_blank\" rel=\"noopener\">aimed at streamlining the presidential clemency process<\/a>, with supporters arguing that it could help address mass incarceration that\u2019s been driven by punitive policies like the war on drugs.<\/p>\n<p>In general, advocates feel that a divided Congress with Republicans in control of the House still leaves opportunities to advance some more modest marijuana legislation, but it\u2019s unclear what that might look like, adding urgency for action during the final weeks of the lame duck session.<\/p>\n<p>Last month, <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-congressional-committee-holds-marijuana-legalization-hearing\/\" target=\"_blank\" rel=\"noopener\">congressional lawmakers\u00a0held a hearing<\/a>\u00a0to discuss federal marijuana legalization and state cannabis developments, hearing testimony from\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-marijuana-reform-advocates-and-alabama-mayor-to-testify-at-congressional-legalization-hearing-next-week\/\" target=\"_blank\" rel=\"noopener\">a panel of broadly pro-reform advocates<\/a>.<\/p>\n<p>The chairman of the subcommittee that held that hearing also said that <a href=\"https:\/\/www.marijuanamoment.net\/congressman-previews-bill-to-protect-federal-workers-from-losing-security-clearances-due-to-marijuana\/\" target=\"_blank\" rel=\"noopener\">he will soon be introducing a bill<\/a>\u00a0aimed at protecting federal workers from being denied security clearances over marijuana.<\/p>\n<p>Sen.
