While advocates have generally characterized the action as a symbolic first step, the analysis illustrates the real-life impact for thousands of Americans.<\/p>\n<p>Consistent with the estimates highlighted by the White House last week, USSC found that 6,577 U.S. citizens have committed the covered offense. That\u2019s based on a review of federal marijuana possession violations from 1992 to 2021.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The Commission has released additional analyses relating to President Biden&#8217;s executive action on pardoning simple marijuana possession federal offenders: <a href=\"https:\/\/t.co\/g9mOJjow7q\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/g9mOJjow7q<\/a><\/p>\n<p>\u2014 SentencingCommission (@TheUSSCgov) <a href=\"https:\/\/twitter.com\/TheUSSCgov\/status\/1580592410844798976?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">October 13, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>The independent federal organization further identified 1,122 cases involving what it described as \u201cresident\/legal alien offenders.\u201d<\/p>\n<p>For both of those groups, USSC said that \u201cno offenders remain in [Federal Bureau of Prisons] custody.\u201d<\/p>\n<p>The analysis also <a href=\"https:\/\/content.govdelivery.com\/accounts\/USSC\/bulletins\/331dffd\" target=\"_blank\" rel=\"noopener\">details<\/a> where the cannabis offenses were concentrated regionally. Many took place along the Southern border, in states like Arizona and Texas. About 17 percent of the relevant offenses were committed in Arizona alone, it found.<\/p>\n<div id=\"attachment_66054\" style=\"width: 629px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-66054\" loading=\"lazy\" class=\" wp-image-66054\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/10\/Screen-Shot-2022-10-13-at-10.40.39-AM-1024x747-1.png\" alt=\"\" width=\"619\" height=\"451\" \/><\/p>\n<p id=\"caption-attachment-66054\" class=\"wp-caption-text\">Via USSC.<\/p>\n<\/div>\n<p>A demographic breakdown further shows that, among those convicted of at least one marijuana offense under the relevant federal code, 41.3 percent are white, 31.8 percent are Hispanic and 23.6 percent are Black.<\/p>\n<div id=\"attachment_66055\" style=\"width: 577px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-66055\" loading=\"lazy\" class=\" wp-image-66055\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/10\/Screen-Shot-2022-10-13-at-12.07.08-PM-1024x634-1.png\" alt=\"\" width=\"567\" height=\"351\" \/><\/p>\n<p id=\"caption-attachment-66055\" class=\"wp-caption-text\">Via USSC.<\/p>\n<\/div>\n<p>Non-citizens are excluded from Biden\u2019s executive action\u2014a point that advocates have been quick to criticize. The presidential pardon also doesn\u2019t affect state-level convictions, though Biden has <a href=\"https:\/\/www.marijuanamoment.net\/will-governors-issue-marijuana-pardons-following-bidens-call-to-action-dozens-are-already-weighing-in\/\" target=\"_blank\" rel=\"noopener\">urged governors to follow the administration\u2019s lead<\/a>, with mixed responses.<\/p>\n<p>For example, Kentucky Gov. Andy Beshear (D) said on Thursday that <a href=\"https:\/\/www.marijuanamoment.net\/kentucky-governor-actively-considering-marijuana-pardons-after-bidens-federal-action-urging-people-to-apply-for-relief\/\" target=\"_blank\" rel=\"noopener\">he\u2019s \u201cactively considering\u201d possible marijuana clemency actions<\/a> the state can take, and he\u2019s encouraging people to apply for relief through the state\u2019s existing pardon system in the interim.<\/p>\n<p>It\u2019s also unclear how many D.C.-specific offenses may qualify for pardons, though it\u2019s expected to be in the thousands. U.S. Rep. Eleanor Holmes Norton (D-DC) said she appreciates the president\u2019s action, <a href=\"https:\/\/www.marijuanamoment.net\/congresswoman-calls-on-biden-to-let-d-c-legalize-marijuana-sales-and-grant-clemency-locally\/\" target=\"_blank\" rel=\"noopener\">but she\u2019s urging him to expand on the reform<\/a> by letting the District grant clemency on its own.<\/p>\n<p>The USSC analysis also shows that there are 415 U.S. citizens whose offense \u201cinvolved multiple controlled substances, at least one of which is marijuana.\u201d Another 555 citizens had cases involving other non-simple possession counts but where \u201cthe only controlled substance involved in the offense was marijuana.\u201d<\/p>\n<p>Separate surveys released on Tuesday by USA Today\/Ipsos and Politico\/Morning Consult show <a href=\"https:\/\/www.marijuanamoment.net\/white-house-touts-new-polling-that-shows-strong-support-for-bidens-marijuana-pardons\/\" target=\"_blank\" rel=\"noopener\">majority support for Biden\u2019s pardon action<\/a>, as well as the president\u2019s directive to conduct a review of the federal scheduling of cannabis. Most Americans also want to see their governors follow suit with clemency at the state level, as the president has encouraged.<\/p>\n<p>For her part, Vice President Kamala Harris said on Monday that voters should elect lawmakers who support marijuana reform so that Congress can enact a \u201cuniform approach\u201d to the issue <a href=\"https:\/\/www.marijuanamoment.net\/biden-announces-mass-marijuana-pardons-and-calls-for-cannabis-scheduling-review\/\" target=\"_blank\" rel=\"noopener\">in light of the president\u2019s cannabis pardons<\/a>.<\/p>\n<p>Sen.
