He also said that the state\u2019s current law that allows THC-infused edibles in a loosely regulated manner should be evaluated after six months.<\/p>\n<p>But perhaps most notable was Jensen\u2019s remarks on adult-use legalization. The Democratic incumbent, Gov. Tim Walz (D), has <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-governor-puts-marijuana-legalization-funding-in-budget-request\/\" target=\"_blank\" rel=\"noopener\">pushed for legalizing marijuana in a regulated market<\/a>, including funding for implementation in his budget proposal this year, for example.<\/p>\n<p>But the despite a comprehensive reform bill from House Majority Leader Ryan Winkler (D) advancing through 12 committees before passing on the House floor last year, legalization stalled in the GOP-controlled Senate and was not ultimately enacted. The earlier\u00a0 bipartisan legalization proposal led by Jensen and Sen. But I recapped his comments on marijuana and edibles in our morning newsletter. <a href=\"https:\/\/t.co\/euozvPGM3V\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/euozvPGM3V<\/a><\/p>\n<p>\u2014 Ryan Faircloth (@RyanFaircloth) <a href=\"https:\/\/twitter.com\/RyanFaircloth\/status\/1565807228518424576?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">September 2, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>Back in June, Walz <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-governor-signs-bill-to-clarify-legality-of-cbd-infused-hemp-foods-and-drinks\/\" target=\"_blank\" rel=\"noopener\">signed a large-scale bill into law<\/a> that included provisions to provide permanent protections allowing state <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-bill-to-clarify-legality-of-cbd-infused-hemp-foods-and-drinks-heads-to-governors-desk\/\" target=\"_blank\" rel=\"noopener\">hemp businesses to legally market certain cannabis products<\/a>\u2014including foods and beverages infused with CBD and other cannabinoids.<\/p>\n<p>The law makes it so that all hemp-derived cannabinoids including CBD can be legally sold in food items, beverages, topicals and more\u2014as long as the products contain less than the federal limit of 0.3 percent THC. Edible and beverage products must be limited to a total of 5 mg THC per serving and 50 mg per package.<\/p>\n<p>The THC limit applies to all forms of the psychoactive compounds, including the most widely known compound delta-9 THC, as well as other increasingly popular derivatives like delta-8 that exist in an especially grey regulatory area in many state markets.<\/p>\n<p>In the new interview, Jensen declined to say whether he would work to revise the unique cannabis policy, stating that officials should assess the efficacy of the program after six months to see if changes should be made.<\/p>\n<p>\u201cI think we have a little bit of mud on the wall and we\u2019re going to have to sort it out and see what sticks,\u201d he said.<\/p>\n<p>On his campaign site, Jensen voices support for improving the state\u2019s medical cannabis program and expunging prior marijuana possession records.<\/p>\n<p>\u201cIndividuals with past criminal convictions can face difficulty acquiring and maintaining employment, attending college, and engaging in other activities. In some cases, this hardship can lead to other crime and recidivism,\u201d the site <a href=\"https:\/\/drscottjensen.com\/issues\/\" target=\"_blank\" rel=\"noopener\">says<\/a>. \u201cDr. Jensen believes it is time to end the cycle and expunge these minor infractions that cause greater harm than good.\u201d<\/p>\n<p>In 2019, he also called for federally rescheduling cannabis to make it easier to research the plant.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The current status in Minnesota regarding the medical marijuana program and keeping marijuana on schedule one is a contradiction. it makes no sense-marijuana should be moved to schedule 2 similar to OxyContin, etc so we can study it and learn more <a href=\"https:\/\/t.co\/R899juK6QY\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/R899juK6QY<\/a><\/p>\n<p>\u2014 Scott Jensen (@drscottjensen) <a href=\"https:\/\/twitter.com\/drscottjensen\/status\/1184697779815358464?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">October 17, 2019<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>But while Jensen said in the recent interview that legalization should be decided by voters at the ballot, he did sponsor a bill in 2019 that would have <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-lawmakers-introduce-bipartisan-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">created an adult-use cannabis market<\/a> in Minnesota through an act of lawmakers.<\/p>\n<p \/>\n<p>The proposed legislation would have allowed adults 21 and older to possess, grow and purchase cannabis from licensed retailers, with regulators also being charged with approving testing and cultivation businesses.<\/p>\n<p>The\u00a0bill would have also created a pathway for expungements for past marijuana-related convictions and invest tax revenue from cannabis sales into communities that have been disproportionately impacted by the war on drugs.<\/p>\n<p>Back in January, Winkler and L\u00f3pez Franzen <a href=\"https:\/\/www.marijuanamoment.net\/minnesota-democratic-leaders-preview-marijuana-legalization-plan-for-2022\/\" target=\"_blank\" rel=\"noopener\">discussed their plans to advance the cannabis reform<\/a>\u00a0this session.<\/p>\n<p>Winkler said at the time that his bill was\u00a0the \u201cproduct of hundreds of hours of work involving thousands of people\u2019s input, countless hearings and public listening sessions.\u201d<\/p>\n<p>Separately, certain Democrats including staff for Winkler have f<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-democratic-operatives-accused-of-plotting-to-change-marijuana-party-name-to-maga-party-to-siphon-gop-votes\/\" target=\"_blank\" rel=\"noopener\">ound themselves caught up in a controversy<\/a>\u00a0over an alleged (and ultimately unsuccessful) attempt to change the name of a third party focused on marijuana that some have seen as undercutting Democratic support on the ballot in past cycles to one instead meant to appeal to far-right conservatives in an apparent attempt to siphon votes away from Republicans in the upcoming election.<\/p>\n<p>Previously, in 2019, the governor\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-governor-directs-state-agencies-to-prepare-for-marijuana-legalization\/\" target=\"_blank\" rel=\"noopener\">directed state agencies to prepare to implement reform<\/a>\u00a0in anticipation of legalization eventually passing.<\/p>\n<p>While legalization wasn\u2019t ultimately enacted following the House\u2019s passage of the bill last year, the governor did sign a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-governor-signs-bill-legalizing-smokable-medical-marijuana\/\" target=\"_blank\" rel=\"noopener\">expand the state\u2019s medical marijuana program<\/a>, in part by allowing patients to access smokable cannabis products.<\/p>\n<p>A poll conducted by Minnesota lawmakers that was released last year found that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/minnesota-lawmakers-poll-shows-growing-support-for-marijuana-legalization\/\" target=\"_blank\" rel=\"noopener\">58 percent of residents are in favor of legalization<\/a>.
