While there was no roll call, the legislator said that opposition was minimal, and he estimated that only about five to seven of the 44 states and territories present seemed to raise their voice against adoption.<\/p>\n<p>NCSL did previously pass a directive calling for cannabis descheduling in 2017, but the most recent measure that was revised this year previously said simply that states should be allowed to set their own cannabis policies without federal intervention. Members of NCSL voted to expand that position to include an explicit call for federal legalization.<\/p>\n<p>The directive was also revised to say that, \u201cuntil cannabis is federally descheduled,\u201d the executive branch should prioritize enforcement actions against criminal enterprises involved in \u201cillicit\u201d cannabis production and sale, rather than people acting in compliance with state marijuana laws.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">SESSION <img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/08\/1f6a8.png\" alt=\"&#x1F6A8;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>: Over two-thirds of states and territories regulate cannabis. The new language is more explicit in its support for congressional action to resolve the problem.<\/p>\n<p>This year\u2019s summit, held in Denver, also involved a NCSL-organized <a href=\"https:\/\/www.ncsl.org\/meetings-training\/ncsl-legislative-summit-2022-agenda.aspx\" target=\"_blank\" rel=\"noopener\">tour<\/a> of a Colorado cannabis cultivation facility, hosted by the major marijuana company Columbia Care. It\u2019s similar to legalization legislation that\u2019s passed the House twice now.<\/p>\n<p>Most observers agree that there\u2019s not enough support in the Senate to pass a comprehensive legalization bill with the chamber\u2019s 60-vote threshold this year, but Schumer has been holding high level bicameral and bipartisan talks about potentially moving a <a href=\"https:\/\/www.marijuanamoment.net\/new-details-on-congressional-marijuana-omnibus-bill-emerge-as-lawmakers-work-for-60-senate-votes\/\" target=\"_blank\" rel=\"noopener\">package of incremental marijuana reform proposals<\/a>, including cannabis banking protections.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Up and at \u2018em early on this Sunday morning at the <a href=\"https:\/\/twitter.com\/NCSLorg?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@NCSLorg<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/NCSLSummit?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#NCSLSummit<\/a> to talk about cannabis &amp; Nevada at the Safer Streets, Safer States Preconference. The House sponsor of that measure, Rep. The Senate is expected to take up the proposal in short order before sending it to President Joe Biden, who most expect would sign the incremental proposal.<\/p>\n<p>Relatedly, a bipartisan duo of congressional lawmakers filed a bill last week to <a href=\"https:\/\/www.marijuanamoment.net\/bipartisan-dank-cannabis-research-bill-filed-in-congress-really\/\" target=\"_blank\" rel=\"noopener\">set a federal marijuana research agenda<\/a> and create a designation for universities to carry out cannabis studies with federal grant money.<\/p>\n<p>Like NCSL, an organization representing mayors from across the U.S. adopted a resolution in June, <a href=\"https:\/\/www.marijuanamoment.net\/u-s-mayors-approve-resolution-demanding-congress-fix-marijuana-banking-issues-and-end-prohibition\/\" target=\"_blank\" rel=\"noopener\">imploring Congress to pass a bill to safeguard banks<\/a> that work with state-legal marijuana businesses from federal penalties.<\/p>\n<p>The U.S. Conference of Mayors approved the measure during the body\u2019s 90th annual meeting. Last year, the organization <a href=\"https:\/\/www.marijuanamoment.net\/mayors-across-the-u-s-push-biden-and-congress-to-legalize-marijuana-with-a-focus-on-racial-equity\/\" target=\"_blank\" rel=\"noopener\">adopted a separate measure calling for an end federal cannabis prohibition<\/a> and promoting social equity in the industry.
