Cory Booker (D-NJ) formally introduced the Cannabis Administration and Opportunity Act (CAOA), a draft version of which was unveiled last year.<\/p>\n<p>The briefing with the leader on Tuesday also overlapped with a <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-senators-discuss-marijuana-reform-at-historic-hearing-following-legalization-bill-introduction\/\" target=\"_blank\" rel=\"noopener\">Senate Judiciary subcommittee hearing on cannabis reform<\/a> that was happening at the same time\u2014a first-of-its-kind meeting in the chamber. The panel, chaired by Booker, involved significant discussion of the new legalization legislation.<\/p>\n<p>CAOA <a href=\"https:\/\/www.marijuanamoment.net\/another-top-democratic-senator-joins-new-marijuana-legalization-bill-but-says-banking-reform-must-still-pass-asap\/\" target=\"_blank\" rel=\"noopener\">quickly gained two new cosponsors<\/a>\u00a0last week, including the third-highest-ranking Senate Democratic, Assistant Majority Leader Patty Murray (D-WA).<\/p>\n<p>But there\u2019s a general expectation among advocates and lawmakers that the legislation is unlikely to be enacted this Congress given the steep 60-vote threshold it would need to pass through the Senate. But while the state\u2019s reform move is a positive step, he stressed the need for a federal policy change in order to most effectively achieve social justice.<\/p>\n<p>He said on the Senate floor last week that he\u2019s committed to working with bipartisan offices to <a href=\"https:\/\/www.marijuanamoment.net\/schumer-commits-to-bipartisan-work-to-pass-marijuana-reform-this-year-after-legalization-bill-unveiled\/\" target=\"_blank\" rel=\"noopener\">get \u201csomething\u201d done on cannabis reform \u201cthis year,\u201d<\/a> seemingly leaving the door open to using provisions of CAOA as the basis for what would effectively be a marijuana omnibus of modest reforms.<\/p>\n<p>The House sponsor of the bipartisan Secure and Fair Enforcement (SAFE) Banking Act said this week that the introduction of CAOA was <a href=\"https:\/\/www.marijuanamoment.net\/congressman-says-hes-finally-overcome-marijuana-banking-hurdle-with-introduction-of-senate-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">a necessary \u201churdle\u201d to advance his cannabis reform legislation<\/a> before he retires at the end of the current Congress.<\/p>\n<p>Another complication in enacting broad legalization is President Joe Biden, who maintains a stiff opposition to the policy change. Instead, he\u2019s campaigned on modest changes such as decriminalization, rescheduling and continuing to allow states to set their own policies.<\/p>\n<p>After more than a year in office, however, he\u2019s\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/after-one-year-as-president-bidens-marijuana-promises-remain-unfulfilled\/\" target=\"_blank\" rel=\"noopener\">yet to take any meaningful steps<\/a>\u00a0to make good on those campaign pledges. And days before the House passed the MORE Act in April, then-Press Secretary Jen Psaki reaffirmed that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/bidens-opposition-to-marijuana-legalization-has-not-changed-press-secretary-says\/\" target=\"_blank\" rel=\"noopener\">Biden\u2019s position on legalization has not changed<\/a>.<\/p>\n<p>That said, the White House drug czar recently said that the Biden administration is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/white-house-drug-czar-says-biden-admin-is-reviewing-marijuana-policies-and-safe-consumption-sites\/\" target=\"_blank\" rel=\"noopener\">\u201cmonitoring\u201d states that have legalized marijuana<\/a>\u00a0to inform federal policy, recognizing the failures of the current prohibitionist approach.<\/p>\n<p>The president also made his first substantive comments on cannabis policy this month, reaffirming to reporters that he doesn\u2019t believe that people should be in prison over marijuana and stating that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/biden-says-hes-working-on-fulfilling-marijuana-campaign-pledge-to-free-prisoners\/\" target=\"_blank\" rel=\"noopener\">his administration is \u201cworking on\u201d cannabis clemency<\/a>\u00a0issues.<\/p>\n<p>Meanwhile, the U.S. House of Representatives <a href=\"https:\/\/www.marijuanamoment.net\/house-debates-bipartisan-marijuana-research-bill-with-vote-expected-imminently-before-heading-to-the-senate\/\" target=\"_blank\" rel=\"noopener\">approved a recently revised bipartisan marijuana research bill<\/a> on Tuesday, and the Senate is expected to quickly follow suit before sending it to the president\u2019s desk.
