Over the course of two months, trained staff at the sites intervened in 125 instances to mitigate overdose risk, administering naloxone and oxygen and providing other services to prevent deaths.<\/p>\n<p>There wasn\u2019t a single overdose death reported at the safe consumption sites, according to the study, which was conducted by NYC Department of Health and Mental Hygiene researchers, including\u00a0 a former commissioner of the department.<\/p>\n<p>A total of 613 people utilized the harm reduction centers 5,975 times collectively from November 30, 2021 to January 31, 2022. At a top level, the study demonstrates that there\u2019s demand for access to places where people can use illicit substances in a medically supervised environment without fear of criminal prosecution\u2014and that the sites can save lives.<\/p>\n<p>There have been studies on the impact of safe consumption sites in other countries, as well as underground facilities in the U.S., but this represents the first analysis of U.S. sites that are \u201cpublicly recognized\u201d and sanctioned by a local government.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Today in <a href=\"https:\/\/twitter.com\/JAMANetworkOpen?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@JAMANetworkOpen<\/a>, we report the first peer-reviewed data from the first publicly-recognized overdose prevention centers in the U.S., operated by OnPoint NYC. <img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/07\/1f9f5.png\" alt=\"&#x1F9F5;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/><a href=\"https:\/\/t.co\/8GT5tHkYRZ\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/8GT5tHkYRZ<\/a> <a href=\"https:\/\/t.co\/mYCR6mIFNm\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/mYCR6mIFNm<\/a><\/p>\n<p>\u2014 Dave A. Chokshi, MD (@davechokshi) <a href=\"https:\/\/twitter.com\/davechokshi\/status\/1547968278496022529?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">July 15, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>An analysis of self-reports showed that most people who visited the facilities used heroin or fentanyl (74 percent), and most injected the drugs intravenously (65 percent). Among those who utilized the harm reduction centers, 76 percent said they would have otherwise used the substances in a public or semi-public place.<\/p>\n<p>That\u2019s a telling statistic that could resonate with people who aren\u2019t necessarily supportive of the idea of sanctioning illicit drug use. Not only are the services preventing overdose deaths and giving people access to treatment resources, but they appear to effectively deter public consumption activities and associated waste (e.g. used syringes).<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">During the first 2 months of overdose prevention center (OPC) operation, trained staff responded 125 times to mitigate overdose risk. Chokshi, MD (@davechokshi) <a href=\"https:\/\/twitter.com\/davechokshi\/status\/1547968283667603467?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">July 15, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>\u201cIn response to opioid-involved symptoms of overdose, naloxone was administered 19 times and oxygen 35 times, while respiration or blood oxygen levels were monitored 26 times,\u201d the paper says. \u201cIn response to stimulant-involved symptoms of overdose (also known as overamping), staff intervened 45 times to provide hydration, cooling, and de-escalation as needed.\u201d<\/p>\n<p>\u201cEmergency medical services responded 5 times, and participants were transported to emergency departments 3 times,\u201d the authors said. \u201cNo fatal overdoses occurred in OPCs or among individuals transported to hospitals.\u201d<\/p>\n<p>Additionally, more than half of those who used the sites (53 percent) received other health care services, including counseling, naloxone distribution, hepatitis C testing and holistic services like auricular acupuncture.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Among all participants, 75.9% reported that they would have used their drugs in a public or semipublic location if OPC services had not been available. <a href=\"https:\/\/t.co\/RzLGEG1Una\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/RzLGEG1Una<\/a><\/p>\n<p>\u2014 Dave A. Chokshi, MD (@davechokshi) <a href=\"https:\/\/twitter.com\/davechokshi\/status\/1547968293444603906?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">July 15, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>\u201cThis quality improvement study found that during the first 2 months of operations, services at 2 OPCs in NYC were heavily used, with early data suggesting that supervised consumption in these settings was associated with decreased overdose risk,\u201d the <a href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2794323\" target=\"_blank\" rel=\"noopener\">study<\/a> concludes. \u201cData also suggested that OPCs were associated with decreased prevalence of public drug use.\u201d<\/p>\n<p>\u201cFindings are limited by the short study period and lack of a comparison group with individuals not participating in OPC services,\u201d the paper says. \u201cAdditional evaluation may explore whether OPC services are associated with improved overall health outcomes for participants, as well as neighborhood-level outcomes, including public drug use, improperly discarded syringes, and drug-related crime.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">These early data suggest that overdose prevention center services are associated with decreased overdose risk as well as decreased prevalence of public drug use.<\/p>\n<p>\u2014 Dave A. Safehouse plaintiffs say that <a href=\"https:\/\/www.marijuanamoment.net\/advocates-say-talks-with-justice-department-on-overdose-prevention-sites-case-have-been-productive-as-court-extends-deadline\/\" target=\"_blank\" rel=\"noopener\">they\u2019ve had \u201cproductive\u201d conversations with DOJ<\/a> in recent months, which is part of the reason why they\u2019ve mutually agreed to extend the deadline for a federal response in the case several times.<\/p>\n<p>The National Institutes of Health (NIH)\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/feds-announce-funds-for-drug-harm-reduction-studies-including-on-decriminalization-and-safe-consumption-sites\/\" target=\"_blank\" rel=\"noopener\">put out a pair of requests for applications<\/a>\u00a0(RFAs) in December for an effort that will provide funding for efforts to investigate how that and other harm reduction policies could help address the drug crisis.<\/p>\n<p>Gupta previously said that it\u2019s critical to explore \u201cany and every option\u201d to reduce overdose deaths, and that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/white-house-drug-czar-open-to-safe-consumption-sites-for-illegal-substances-amid-overdose-crisis\/\" target=\"_blank\" rel=\"noopener\">could include allowing safe consumption sites<\/a>\u00a0for illegal substances if the evidence supports their efficacy.<\/p>\n<p>The secretary of the U.S. Department of Health and Human Services (HHS), Xavier Becerra, has also signaled that the Biden administration would not move to block the establishment safe injection sites, stressing that \u201cwe are literally trying to give users a lifeline.\u201d<\/p>\n<p>But a department spokesperson\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/biden-administration-wont-block-safe-consumption-facilities-for-drugs-top-federal-health-official-says\/\" target=\"_blank\" rel=\"noopener\">later walked those remarks back<\/a>, stating that \u201cHHS does not have a position on supervised consumption sites\u201d and the \u201cissue is a matter of ongoing litigation.\u201d In any case, it would be up to DOJ to decide whether to pursue operators of the facilities under the Controlled Substances Act.<\/p>\n<p>Meanwhile, a New York Assembly committee advanced a bill in May to establish a <a href=\"https:\/\/www.marijuanamoment.net\/new-york-lawmakers-approve-bill-to-authorize-safe-drug-consumption-sites-in-committee\/\" target=\"_blank\" rel=\"noopener\">statewide safe consumption site program<\/a>, allowing regulators to authorize facilities where people could use currently illicit drugs in a medically supervised environment.<\/p>\n<p>The California Assembly <a href=\"https:\/\/www.marijuanamoment.net\/california-assembly-approves-senate-passed-bill-to-allow-safe-drug-consumption-site-pilot-program\/\" target=\"_blank\" rel=\"noopener\">approved a Senate-passed bill last month<\/a> that would establish a pilot program to allow certain jurisdictions throughout the state to authorize safe consumption sites.
