J.B. Pritzker (D) <a href=\"https:\/\/icjia.illinois.gov\/news\/icjia-awards-45-million-in-restore-reinvest-and-renew-r3-program-grants\/\" target=\"_blank\" rel=\"noopener\">said<\/a> in a press release. \u201cThat means investing in our underserved communities who\u2019ve gone far too long without the funding and resources they need and deserve to heal and prosper.\u201d<\/p>\n<p>\u201cWe\u2019re proud to use cannabis revenue to directly support community-based organizations invested in creating opportunity,\u201d he said.<\/p>\n<p>Under Illinois\u2019s recreational marijuana law, 25 percent of tax revenue generated from cannabis sales must support communities that are economically distressed, experience high rates of violence and have been disproportionately impacted by drug criminalization.<\/p>\n<p>The Illinois Criminal Justice Information Authority (ICJIA) said it received 512 completed submissions for the R3 grants that were then vetted by community residents and stakeholders.<\/p>\n<p>Among the grant recipients are the Illinois Prison Project, Illinois Equity Staffing LLC, Lifehouse Recovery Organization, Resilience Partners NFP and Women in Need Recover, each of which received about $1.5 million. Grant amounts varied, with most in the mid-to-low six figures. Cook County, where Chicago is located, received $305,137.<\/p>\n<p>Organizations that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-awards-31-5-million-in-marijuana-funded-grants-to-repair-communities-harmed-by-drug-war\/\" target=\"_blank\" rel=\"noopener\">received grants through the initial R3 round<\/a> last year will have their funding renewed for another year to ensure that they can continue providing services in their communities.<\/p>\n<p>\u201cIllinois is showing what it looks like to work toward repairing the harm impacting our communities, by continuing to build the infrastructure that addresses decades of disinvestment, over-incarceration, and trauma,\u201d Lt. Gov. Governor Juliana Stratton (@LtGovStratton) <a href=\"https:\/\/twitter.com\/LtGovStratton\/status\/1540077240070705152?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 23, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>\u00a0<\/p>\n<p>Last year, in July, state officials put $3.5 million in\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-uses-3-5-million-in-marijuana-revenue-to-prevent-violence\/\" target=\"_blank\" rel=\"noopener\">cannabis-generated funds toward efforts to reduce violence<\/a>\u00a0through street intervention programs.<\/p>\n<p>Illinois officials have touted the strength of the state\u2019s marijuana market, but they\u2019ve stressed the importance of putting tax dollars from the program to good use in repairing the systemic harms of prohibition.<\/p>\n<p>The state saw <a href=\"https:\/\/www.marijuanamoment.net\/illinois-marijuana-sales-on-the-rise-again-with-132-million-of-cannabis-sold-in-april\/\" target=\"_blank\" rel=\"noopener\">nearly $132 million in adult-use cannabis sales<\/a> in April, the second highest monthly total since the market launched in 2020. The first couple of months of 2022 saw lagging sales, but state data on cannabis purchases in March and April indicates that the market is on the rebound.<\/p>\n<p>From last year\u2019s sales, Illinois\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-collects-nearly-100-million-more-from-marijuana-tax-revenue-than-alcohol-in-2021-state-data-shows\/\" target=\"_blank\" rel=\"noopener\">generated almost $100 million more in tax revenue<\/a>\u00a0from adult-use marijuana sales than from alcohol in 2021, state data found.<\/p>\n<p>While state officials have consistently voiced their commitment to equity, legalization\u2019s rollout hasn\u2019t been without hiccups and frustration among would-be licensees. Illinois regulators have faced legal challenges over the way social equity licensing applications have been managed, with complaints about the lottery system that the state later said it would work to resolve. As the market has matured, there have still lingering problems, including a court order that prohibited the state from approving 185 additional recreational cannabis shops for nearly a year before that decision was <a href=\"https:\/\/www.chicagotribune.com\/marijuana\/illinois\/ct-illinois-marijuana-judge-lifts-license-stay-20220527-lvoeg34r3jafhcc5yckkgmrque-story.html\" target=\"_blank\" rel=\"noopener\">lifted<\/a> last month.<\/p>\n<p>In addition to providing community reinvestment funding, the governor announced in 2020 that his office had <a href=\"https:\/\/www.marijuanamoment.net\/illinois-governor-announces-half-a-million-marijuana-expungements-and-pardons\/\" target=\"_blank\" rel=\"noopener\">processed more than 500,000 expungements and pardons<\/a>\u00a0for people with low-level cannabis convictions on their records.<\/p>\n<p>Pritzker also recently signed a bill that will make it so courts <a href=\"https:\/\/www.marijuanamoment.net\/illinois-governor-signs-bill-to-close-marijuana-expungement-loophole\/\" target=\"_blank\" rel=\"noopener\">cannot deny petitions to expunge or seal records<\/a> based on a positive drug test for marijuana.<\/p>\n<p>A\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-new-leaf-program-helps-expunge-marijuana-records\/\" target=\"_blank\" rel=\"noopener\">state-funded initiative was also recently established<\/a>\u00a0to help residents with marijuana convictions get legal aid and other services to have their records expunged.<\/p>\n<p>It\u2019s these types of initiatives that Toi Hutchinson recently told Marijuana Moment that she\u2019s most proud of as she transitioned from being Pritzker\u2019s cannabis advisor to the\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/leading-marijuana-reform-group-hires-illinois-government-cannabis-czar-as-president-and-ceo\/\" target=\"_blank\" rel=\"noopener\">president of
