{"id":55325,"date":"2022-06-21T04:44:04","date_gmt":"2022-06-21T12:44:04","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/06\/21\/new-texas-republican-party-platform-opposes-marijuana-legalization-but-backs-federal-cannabis-rescheduling\/"},"modified":"2022-06-21T08:45:45","modified_gmt":"2022-06-21T16:45:45","slug":"new-texas-republican-party-platform-opposes-marijuana-legalization-but-backs-federal-cannabis-rescheduling","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/06\/21\/new-texas-republican-party-platform-opposes-marijuana-legalization-but-backs-federal-cannabis-rescheduling\/","title":{"rendered":"New Texas Republican Party Platform Opposes Marijuana Legalization But Backs Federal Cannabis Rescheduling"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-6.png\" width=\"72\" height=\"72\"> <\/p>\n<p>The Texas Republican Party has adopted a platform plank opposing the legalization of marijuana, even as polling shows that voters in the state are supporting the policy change on an increasingly bipartisan basis.<\/p>\n<p>The legalization position was one of several cannabis and drug policy measures taken up by delegates at the party\u2019s biennial state convention over the weekend.<\/p>\n<p>Members also advanced planks opposing harm reduction policies like syringe exchange programs, encouraging \u201cfaith-based rehabilitation\u201d for substance misuse, mandating drug testing for welfare recipients and designating drug cartels as terrorist organizations.<\/p>\n<p>Two modest reforms being supported in the platform, however, are the federal rescheduling marijuana from Schedule I to II and reducing regulations on hemp.<\/p>\n<p>But the anti-legalization plank is probably the most notable of the newly adopted measures, and advocates are frustrated about the decision to support a position that runs counter to bipartisan public opinion on the issue.<\/p>\n<p>Beto O\u2019Rourke, a Democratic gubernatorial candidate with a l<a href=\"https:\/\/www.marijuanamoment.net\/where-presidential-candidate-beto-orourke-stands-on-marijuana\/\" target=\"_blank\" rel=\"noopener\">ongstanding record of supporting drug policy reform<\/a> in the Lone Star state and in Congress, criticized the GOP organization over its embrace of restrictive social policies, including cannabis criminalization.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The Texas GOP just voted to endorse Abbott&#8217;s extreme agenda to:<\/p>\n<p><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Abolish abortion<br \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-1.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Defund public schools<br \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-2.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Take away health care <br \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-3.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Repeal gun laws<br \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-4.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Deny voting rights <br \/><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/1f534-5.png\" alt=\"&#x1F534;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>Reject marijuana legalization<\/p>\n<p>We won\u2019t allow Greg Abbott\u2019s Texas to be our future.<\/p>\n<p>\u2014 Beto O&#8217;Rourke (@BetoORourke) <a href=\"https:\/\/twitter.com\/BetoORourke\/status\/1538945770879074305?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 20, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>The delegates\u2019 votes on the issues still need to be formally certified by the party, but the expectation is that ongoing cannabis prohibition will, for the time being at least, be the official stance of the Texas GOP. Separate party measures that were adopted at the convention on LGBTQ rights, abortion access and calling into question the legitimacy of the 2020 presidential election, meanwhile, have become a source of national <a href=\"https:\/\/www.texastribune.org\/2022\/06\/18\/republican-party-texas-convention-cornyn\/\" target=\"_blank\" rel=\"noopener\">controversy<\/a>.<\/p>\n<p>\u201cJust because you don\u2019t like cannabis, or you wouldn\u2019t want your kids or your husband or whoever to use cannabis, that doesn\u2019t mean that prohibition is the right answer,\u201d John Baucum, political director of Republicans Against Marijuana Prohibition (RAMP), told Marijuana Moment on Monday.<\/p>\n<p>He added that he feels Republicans voters in Texas wouldn\u2019t necessarily support the idea of the government \u201clocking people away for possession\u201d for cannabis while other, arguably more harmful substances, are legal.<\/p>\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\">\n<p dir=\"ltr\" lang=\"en\">Keeping marijuana illegal. That\u2019s Abbott\u2019s vision for Texas. <a href=\"https:\/\/t.co\/tdXciLAUAU\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/tdXciLAUAU<\/a><\/p>\n<p>\u2014 Beto O\u2019Rourke (@BetoORourke) <a href=\"https:\/\/twitter.com\/BetoORourke\/status\/1539057190123757569?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 21, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>But the state Republican party went along with the plank nonetheless, he said, because \u201cthere\u2019s such an emotional argument tied to [reform]. There\u2019s such a misperception.\u201d<\/p>\n<p>The party organization did make waves earlier, in 2018, by adopting a plank <a href=\"https:\/\/www.marijuanamoment.net\/texas-republican-party-endorses-marijuana-decriminalization\/\" target=\"_blank\" rel=\"noopener\">in favor of marijuana decriminalization<\/a>, but that didn\u2019t last long. In 2020, the organization chose not to reaffirm a pro-decriminalization stance, even as more bipartisan legislators in the state moved to stop putting people in jail over low-level cannabis offenses.<\/p>\n<p><strong>Here are the cannabis and drug policy <a href=\"https:\/\/texasgop.org\/2022-state-convention\/\" target=\"_blank\" rel=\"noopener\">platform<\/a> planks adopted by the Texas Republican Party this year:<\/strong><\/p>\n<p style=\"padding-left: 40px\">Marijuana Remains Illegal: Oppose the legalization of recreational marijuana and offer opportunities for drug treatment before penalties for its illegal possession, use, or distribution<\/p>\n<p style=\"padding-left: 40px\">Cannabis Classification: Congress should remove cannabis from the list of Schedule 1 and move to Schedule 2.<\/p>\n<p style=\"padding-left: 40px\">Reduce Business Regulations: We believe that the following businesses should be minimally regulated at all levels\u2026\u00a0Use of hemp as an agricultural commodity.<\/p>\n<p style=\"padding-left: 40px\">Addiction: We oppose legalization and decriminalization of illicit natural and\/or illegal synthetic drugs, and we support the exercise of a zero-tolerance policy with maximum penalty for illegal drug manufacturers and distributors. We also oppose any needle exchange programs. Faith-based rehabilitation programs should be considered as a part of an overall rehabilitation program.<\/p>\n<p style=\"padding-left: 40px\">We encourage welfare reform in the following areas:.. Requiring all welfare recipients to submit to random drug testing in order to receive benefits.<\/p>\n<p style=\"padding-left: 40px\">Designate Drug Cartels as Terrorist Organizations: We strongly support H.R.1700\u2014Drug CartelTerrorist Designation Act\u2014116th Congress (2019-2020), introduced by Rep Chip Roy, which would designate Trans-criminal Crime Organizations (TCO) identified as Drug Cartels as Foreign Terrorist Organizations (FTO) with the intention of enhancing the policing policy related to Drug Cartels. Furthermore, we request that the State of Texas establish a Counter Terrorism Division that could enforce Anti-Terrorist laws to deter the trafficking of drugs, people, and any other illegal activity across our southern border.<\/p>\n<p>Meanwhile, even Gov. Greg Abbott (R) appeared to <a href=\"https:\/\/www.marijuanamoment.net\/gop-texas-governor-says-people-shouldnt-be-jailed-over-marijuana-possession-but-misstates-current-law\/\" target=\"_blank\" rel=\"noopener\">embrace simple decriminalization in January<\/a>, saying \u201cprison and jail is a place for dangerous criminals who may harm others, and small possession of marijuana is not the type of violation that we want to stockpile jails with.\u201d<\/p>\n<p>But he misstated existing policy, suggesting that the legislature already made simple marijuana possession a class C misdemeanor without the threat of jail time. In fact, the law still considered possession of up to two ounces a class B misdemeanor that carries a punishment of up to 180 days in jail and a maximum $2,000 fine.<\/p>\n<p>A recent poll found that a strong majority of Texans\u2014including most Republicans\u2014<a href=\"https:\/\/www.marijuanamoment.net\/majority-of-texas-republicans-back-marijuana-legalization-poll-finds\/\" target=\"_blank\" rel=\"noopener\">support even broader reform to legalize marijuana<\/a>\u00a0for adult use. A separate survey released this month\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-legalization-more-popular-in-texas-than-governor-biden-and-other-officials-new-poll-finds\/\" target=\"_blank\" rel=\"noopener\">found that cannabis legalization is more popular in Texas<\/a>\u00a0than the state\u2019s top elected officials and President Joe Biden.<\/p>\n<p>The Texas <a href=\"https:\/\/www.marijuanamoment.net\/texas-lawmakers-approve-marijuana-decriminalization-bill\/\" target=\"_blank\" rel=\"noopener\">House approved a cannabis decriminalization bill<\/a>\u00a0in 2019,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-decriminalization-bill-isnt-dead-in-texas-key-senate-chairman-clarifies\/\" target=\"_blank\" rel=\"noopener\">but it did not advance<\/a> in the Senate that session despite the state party\u2019s adoption of the earlier reform plank.<\/p>\n<p>At the local level, marijuana reform has moved rapidly as Texas activists have worked to enact reform in cities across the state. Organizers say they expect <a href=\"https:\/\/www.marijuanamoment.net\/voters-in-five-texas-cities-will-decide-on-marijuana-decriminalization-in-november-activists-say\/\" target=\"_blank\" rel=\"noopener\">cannabis decriminalization to be on local ballots this November<\/a> in five cities: Denton, Elgin, Harker Heights, Killeen and San Marcos.<\/p>\n<p>Last month, <a href=\"https:\/\/www.marijuanamoment.net\/austin-texas-voters-approve-local-marijuana-decriminalization-ballot-initiative\/\" target=\"_blank\" rel=\"noopener\">Austin voters approved the marijuana policy change<\/a> overwhelmingly.<\/p>\n<p>Statewide, drug policy reform did advance somewhat in the legislature during last year\u2019s session, but not necessarily at the pace that advocates had hoped to see.<\/p>\n<p>A bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-governor-signs-medical-marijuana-expansion-bill\/\" target=\"_blank\" rel=\"noopener\">expand the state\u2019s medical cannabis program<\/a>\u00a0and another to require a study into\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" target=\"_blank\" rel=\"noopener\">the therapeutic potential of certain psychedelics<\/a>\u00a0for military veterans were enacted.<\/p>\n<p>Advocates remain disappointed, however, that lawmakers were\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-senate-approves-psychedelics-and-marijuana-concentrates-bills\/\" target=\"_blank\" rel=\"noopener\">unable to pass more expansive cannabis bills<\/a>\u2014including a decriminalization proposal that cleared the House but saw no action in the Senate.<\/p>\n<p>Separately, the state Supreme Court\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-supreme-court-hears-case-challenging-states-smokable-hemp-manufacturing-ban\/\" target=\"_blank\" rel=\"noopener\">heard testimony in March<\/a>\u00a0in a case concerning the state\u2019s ban on manufacturing smokable hemp products\u2014the latest development in a drawn-out legal battle on the policy first proposed and challenged in 2020.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"mhGO0U1Vij\">\n<p><a href=\"https:\/\/www.marijuanamoment.net\/medical-marijuana-legalization-linked-to-reduced-drunk-driving-and-safer-roads-study-on-auto-insurance-data-suggests\/\" target=\"_blank\" rel=\"nofollow noopener\">Medical Marijuana Legalization Linked To Reduced Drunk Driving And Safer Roads, Study On Auto Insurance Data Suggests<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p><em>Photo courtesy of <a href=\"https:\/\/www.flickr.com\/photos\/schattenraum\/16041577621\/\" target=\"_blank\" rel=\"noopener\">Philip Steffan<\/a>.<\/em><\/p>\n<p>The post <a rel=\"nofollow noopener\" href=\"https:\/\/www.marijuanamoment.net\/new-texas-republican-party-platform-opposes-marijuana-legalization-but-backs-federal-cannabis-rescheduling\/\" target=\"_blank\">New Texas Republican Party Platform Opposes Marijuana Legalization But Backs Federal Cannabis Rescheduling<\/a> appeared first on <a rel=\"nofollow noopener\" href=\"https:\/\/www.marijuanamoment.net\" target=\"_blank\">Marijuana Moment<\/a>.<\/p>\n<p>&#013;<br \/>\n&#013;<br \/>\nRead More: <a href=\"https:\/\/www.marijuanamoment.net\/new-texas-republican-party-platform-opposes-marijuana-legalization-but-backs-federal-cannabis-rescheduling\/\" target=\"_blank\" rel=\"nofollow noopener\">New Texas Republican Party Platform Opposes Marijuana Legalization But Backs Federal Cannabis Rescheduling<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Texas Republican Party has adopted a platform plank opposing the legalization of marijuana, even as polling shows that voters in the state are supporting the policy change on an increasingly bipartisan basis.
