J.B. Pritzker (D) signed the legislation, sponsored by Rep. Carol Ammons (D) and Sen. Jacqueline Collins (D) in their respective chambers, late last month. It advanced through the legislature in April.<\/p>\n<p>The <a href=\"https:\/\/ilga.gov\/legislation\/billstatus.asp?DocNum=4392&amp;GAID=16&amp;GA=102&amp;DocTypeID=HB&amp;LegID=137705&amp;SessionID=110\" target=\"_blank\" rel=\"noopener\">measure<\/a> will revise the state\u2019s Criminal Identification Act to stipulate that courts \u201cshall not deny a petition for expungement or sealing because the petitioner has submitted a drug test taken within 30 days before the filing of the petition for expungement or sealing that indicates a positive test for the presence of cannabis within the petitioner\u2019s body,\u201d a synopsis says.<\/p>\n<p>\u201cPeople looking to correct their criminal record should not be stopped from meaningfully participating in society because of a positive drug test for cannabis,\u201d Collins <a href=\"https:\/\/www.illinoissenatedemocrats.com\/caucus-news\/54-senator-jacqueline-y-collins-news\/4126-collins-measure-removing-prohibitions-against-cannabis-users-becomes-law\" target=\"_blank\" rel=\"noopener\">said<\/a> in a press release. \u201cWe have to stop treating its use as grounds for dismissal with respect to jobs and petition-filing.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">.<a href=\"https:\/\/twitter.com\/senatorjacqui?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@senatorjacqui<\/a> Collins\u2019 measure removing prohibitions against cannabis users becomes law <a href=\"https:\/\/t.co\/MF5Bh5P2ka\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/MF5Bh5P2ka<\/a> <a href=\"https:\/\/t.co\/wK297NdZOX\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/wK297NdZOX<\/a><\/p>\n<p>\u2014 IL Senate Democrats (@ILSenDems) <a href=\"https:\/\/twitter.com\/ILSenDems\/status\/1532809368097505288?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 3, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>\u201cPeople deserve second chances, and it is important that we afford this opportunity to those whose circumstances may have led them to crime,\u201d the Senate sponsor said. \u201cThis legislation is especially meaningful for our communities of color, who face disproportionate disparities in the criminal justice system.\u201d<\/p>\n<p>Ammons previously said the measure is \u201cexciting step forward in closing the existing loopholes that still criminalize Illinoisans for using cannabis years after its legalization.\u201d<\/p>\n<p>The new law takes effect on January 1, 2023.<\/p>\n<p>The governor previously took pride in announcing that <a href=\"https:\/\/www.marijuanamoment.net\/illinois-governor-announces-half-a-million-marijuana-expungements-and-pardons\/\" target=\"_blank\" rel=\"noopener\">more than 500,000 expungements and pardons<\/a> had been processed for people with low-level marijuana offenses on their records in late 2020.<\/p>\n<p>Still, advocates were disappointed with the failed outcome of the separate employment-related legislation from Rep. Bob Morgan (D) and Sen. Robert Peters (D) that would have provided protections to workers who lawfully use marijuana off the job and prevented discrimination against most job applicants who test positive for cannabis.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is already <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,000 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/MM_Bill_Tracker_V5_blank-41.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>Meanwhile in Illinois, adult-use marijuana sales <a href=\"https:\/\/www.marijuanamoment.net\/illinois-marijuana-sales-on-the-rise-again-with-132-million-of-cannabis-sold-in-april\/\" target=\"_blank\" rel=\"noopener\">reached nearly $132 million in April<\/a>, the second highest monthly total since the market launched in 2020 and another sign that the state\u2019s industry is stabilizing following a slump at the beginning of this year.<\/p>\n<p>The\u00a0totals\u00a0don\u2019t include medical cannabis products, which are reported separately by a different state agency.<\/p>\n<p>While Illinois broke its yearly record for cannabis sales in 2021\u2014<a href=\"https:\/\/www.marijuanamoment.net\/illinois-sets-marijuana-sales-record-in-december-with-nearly-1-4-billion-sold-in-2021\/\" target=\"_blank\" rel=\"noopener\">with more than $1.4 billion in cannabis sold<\/a>\u00a0last year\u2014marijuana purchases dipped in January and February, following the December 2021 record-high of $137,896,859.<\/p>\n<p>From last year\u2019s sales, Illinois\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-collects-nearly-100-million-more-from-marijuana-tax-revenue-than-alcohol-in-2021-state-data-shows\/\" target=\"_blank\" rel=\"noopener\">generated almost $100 million more in tax revenue<\/a>\u00a0from adult-use marijuana sales than from alcohol in 2021, state data found. It\u2019s unclear what factors may have contributed to the dip at the beginning of this year, or the recent rebound. However, the unofficial cannabis holiday 4\/20 takes place in April, which may have driven up sales.<\/p>\n<p>Marijuana purchases also ticked up in April 2021 compared to the prior month, though the May data and subsequent months of last year were mostly higher.<\/p>\n<p>With respect to marijuana tax revenue, Illinois is using part of those dollars to fund equity initiatives in the state. For example, officials announced in December that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-announces-45-million-in-marijuana-funded-grants-to-support-community-reinvestment\/\" target=\"_blank\" rel=\"noopener\">applications were opening for $45 million in new grants<\/a>\u2014funded by cannabis tax money\u2014that will support programs meant to reinvest in communities most harmed by the drug war.<\/p>\n<p>That marked the second round of funding to be issued through the state\u2019s Restore, Reinvest, and Renew (R3) program, which was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-announces-31-million-in-marijuana-revenue-funded-grants-to-repair-drug-wars-harms\/\" target=\"_blank\" rel=\"noopener\">established under Illinois\u2019s adult-use cannabis legalization policy<\/a>.
