Albert Bryan Jr. (D) included expected legal cannabis revenue in his Fiscal Year 2022-2023 budget request that he sent to lawmakers on Tuesday and said he will be convening a special legislative session to get the job done.<\/p>\n<p>At a press briefing, the governor singled out one key lawmaker, Sen. Janelle Sarauw (I), who he blames for blocking marijuana legislation to date.<\/p>\n<p>\u201cIt\u2019s just totally ridiculous now how long Senator Sarauw has been holding our bill in the legislature,\u201d the governor, who has <a href=\"https:\/\/www.marijuanamoment.net\/u-s-virgin-islands-governor-pushes-for-marijuana-legalization-in-annual-speech\/\" target=\"_blank\" rel=\"noopener\">repeatedly pushed for legalization<\/a> over recent years and <a href=\"https:\/\/www.marijuanamoment.net\/u-s-virgin-islands-governor-directs-lawmakers-to-consider-marijuana-legalization-in-special-session\/\" target=\"_blank\" rel=\"noopener\">released his own reform proposal in 2019<\/a>, said on Tuesday. \u201cCall her and tell her, \u2018Why are you holding up this adult cannabis use legislation?\u2019 We need to get it done. So we put it in [the budget].\u201d<\/p>\n<p>\u201cWe\u2019re going to be calling the legislature into special session. We\u2019re gonna give them plenty time to think about it,\u201d he said. \u201cBut we have a $40 million funding gap this year that we need to fill with different types of funding resources. We want to get that going.\u201d<\/p>\n<p><strong>Watch the governor talk about his marijuana legalization budget proposal, starting around 27:24 into the video below:\u00a0<\/strong><\/p>\n<div class=\"fb-video\" data-allowfullscreen=\"true\" data-href=\"https:\/\/www.facebook.com\/GovernmentHouseUSVI\/videos\/314184790909236\/\" \/>\n<p>Bryan\u00a0contested arguments that the state doesn\u2019t need a recreational market because the territory already has a <a href=\"https:\/\/www.marijuanamoment.net\/governor-signs-bill-legalizing-medical-marijuana-in-the-u-s-virgin-islands\/\" target=\"_blank\" rel=\"noopener\">medical cannabis program that he enacted in 2019<\/a>. (That said, the delayed implementation of that program has faced sharp criticism.)<\/p>\n<p>\u201cDon\u2019t listen to them when they tell you about medicinal cannabis [revenue],\u201d he said. \u201cMedicinal cannabis use costs us money. It doesn\u2019t make us a dime. We don\u2019t tax it because it\u2019s a medicine. So we need to get this [legalization] bill moving.\u201d<\/p>\n<p>According to the executive budget book, the territory will see \u201ca modest $10 million in revenues from the anticipated adoption of Adult-Use Cannabis legislation.\u201d<\/p>\n<p><img loading=\"lazy\" class=\"alignnone size-large wp-image-60572\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/06\/Screen-Shot-2022-06-02-at-8.19.20-AM-1024x194-1.png\" alt=\"\" width=\"740\" height=\"140\" \/><\/p>\n<p>\u201cWe will be submitting proposed legislation as part of this budget that, if adopted, would create a substantive source of new revenues while fixing the flaws and omissions of the current medicinal marijuana law,\u201d it <a href=\"https:\/\/netorgft9216777-my.sharepoint.com\/personal\/info_usvigov_us\/_layouts\/15\/onedrive.aspx?id=%2Fpersonal%2Finfo%5Fusvigov%5Fus%2FDocuments%2FOMB%2FFiscal%20Year%20Executive%20Budgets%2FProposed%20Executive%20Budget%20Book%202023%2D24%2Epdf&amp;parent=%2Fpersonal%2Finfo%5Fusvigov%5Fus%2FDocuments%2FOMB%2FFiscal%20Year%20Executive%20Budgets&amp;ga=1\" target=\"_blank\" rel=\"noopener\">says<\/a>, adding that the projection was partly based on \u201cknowledge gained from the <a href=\"https:\/\/www.ncsl.org\/research\/health\/cannabis-can-do-virgin-islands-legislators-learn-colorado-lessons-magazine2021.aspx\" target=\"_blank\" rel=\"noopener\">forums<\/a> organized by the 34th Legislature in Colorado this past November with [National Conference of State Legislatures] policy experts, Colorado state officials, and industry practitioners.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Governor Albert Bryan Jr. along with members of his executive staff supports the 34th Legislature at the V.I. Legislative Cannabis Summit in Denver, Colorado. <a href=\"https:\/\/t.co\/ccLlPJw1nM\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/ccLlPJw1nM<\/a><\/p>\n<p>\u2014 Government House USVI (@govhouseusvi) <a href=\"https:\/\/twitter.com\/govhouseusvi\/status\/1452710620483162114?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">October 25, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>Bryan, who has also talked about <a href=\"https:\/\/www.marijuanamoment.net\/u-s-virgin-islands-governor-says-marijuana-is-safer-than-opioids-for-pain-treatment\/\" target=\"_blank\" rel=\"noopener\">marijuana as a safer alternative to opioids<\/a> for pain treatment, <a href=\"https:\/\/www.vi.gov\/governor-bryan-submits-balanced-fy-2023-2024-executive-budget\/\" target=\"_blank\" rel=\"noopener\">stressed<\/a> that it\u2019s \u201cbeen three years now moving\u201d the issue, and so lawmakers need to \u201cget it through the legislature so we can get some money going.\u201d<\/p>\n<p>There was a hearing on the governor\u2019s legalization proposal in 2020, with <a href=\"https:\/\/www.marijuanamoment.net\/government-agencies-testify-in-favor-of-u-s-virgin-islands-marijuana-legalization-bill-at-hearing\/\" target=\"_blank\" rel=\"noopener\">several government agencies testifying in favor of the reform<\/a> and outlining how a regulated cannabis market could help the territory, especially given its economic needs.<\/p>\n<p>It\u2019s not clear when the governor intends to convene a special session for legislators to take up the bill, but it wouldn\u2019t be the first time he\u2019s done so. Bryan has also emphasized the need to legalize, tax and regulate cannabis to generate revenue amid the <a href=\"https:\/\/www.marijuanamoment.net\/u-s-virgin-islands-governor-revises-marijuana-legalization-bill-to-boost-tax-revenue-amid-coronavirus\/\" target=\"_blank\" rel=\"noopener\">economic downturn caused by the coronavirus pandemic<\/a>.<\/p>\n<p>USVI would not be the first U.S. territory to legalize cannabis.
