{"id":54851,"date":"2022-05-23T10:08:08","date_gmt":"2022-05-23T18:08:08","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/05\/23\/top-federal-drug-agency-seeks-new-suppliers-of-marijuana-for-research\/"},"modified":"2022-05-25T00:46:38","modified_gmt":"2022-05-25T08:46:38","slug":"top-federal-drug-agency-seeks-new-suppliers-of-marijuana-for-research","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/05\/23\/top-federal-drug-agency-seeks-new-suppliers-of-marijuana-for-research\/","title":{"rendered":"Top Federal Drug Agency Seeks New Suppliers Of Marijuana For Research"},"content":{"rendered":"<\/p>\n<p>A top federal drug agency wants to find new partners who can supply marijuana for research purposes.<\/p>\n<p>The National Institute on Drug Abuse (NIDA) posted a \u201csources sought\u201d notice on Friday, explaining that it\u2019s looking for capability statements from eligible facilities that are authorized to cultivate the plant by the Drug Enforcement Administration (DEA) and can aid with the \u201cacquisition and\/or production of cannabis and related materials.\u201d<\/p>\n<p>For decades, NIDA has had just one direct marijuana supplier at the University of Mississippi because DEA had declined to expand the number of authorized producers. But the agency has finally ended that monopoly <a href=\"https:\/\/www.marijuanamoment.net\/dea-finally-breaks-federal-marijuana-grower-monopoly-with-two-new-companies-harvesting-cannabis-approved-by-agency\/\" target=\"_blank\" rel=\"noopener\">by approving new licensees<\/a>.<\/p>\n<p>It\u2019s not clear how many direct suppliers NIDA intends to form a new arrangement with going forward, but the agency listed the basic criteria for a prospective business contract and their responsibilities.<\/p>\n<p>NIDA said that interested parties would need to be able to \u201cproduce or procure cannabis, cannabis extract and other cannabis-derived materials for basic and clinical research, and conduct quantitative and qualitative analysis, stability determination, and recommended storage conditions for these products for approved research.\u201d<\/p>\n<p>A contractor would need to have the capability of extracting cannabis to \u201cisolate pure THC and other cannabinoids,\u201d the notice says, adding that it would also be their responsibility to \u201cobtain cannabis extract of known potencies, manufacture marijuana cigarettes of varying potencies, and provide purified materials and marijuana cigarettes for research.\u201d<\/p>\n<p>NIDA specified that the research it hopes to support would not exclusively focus on the most commonly known cannabinoids like THC and CBD. Contractors would\u00a0also be expected to supply extracted CBN, CBC, CBG and other lesser studied marijuana constituents.<\/p>\n<p>\u201cInterested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks,\u201d NIDA <a href=\"https:\/\/sam.gov\/opp\/243c46cf279c4a4da5c5db52ac5ad67c\/view\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cOrganizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner.\u201d<\/p>\n<p>Experts and lawmakers have consistently complained about the current, exclusive supply of marijuana that NIDA has been dependent upon, citing studies showing that the chemical makeup of that cannabis<a href=\"https:\/\/www.marijuanamoment.net\/government-grown-marijuana-is-genetically-closer-to-hemp-than-cannabis-sold-in-dispensaries-another-study-finds\/\" target=\"_blank\" rel=\"noopener\"> more closely resembles hemp than marijuana<\/a> available in commercial state markets, potentially skewing research findings.<\/p>\n<p>But it\u2019s not just the supply of government-grown cannabis that\u2019s impeded research; scientists also say that the Schedule I status of marijuana under the Controlled Substances Act is prohibitive on its own, discouraging researchers from taking on cannabis studies.<\/p>\n<p>Even the head of NIDA, Nora Volkow, said that <a href=\"https:\/\/www.marijuanamoment.net\/top-federal-drug-official-personally-hesitates-to-study-marijuana-because-of-schedule-i-research-barriers\/\" target=\"_blank\" rel=\"noopener\">she\u2019s personally reluctant to go through the onerous process<\/a> of getting approval to study Schedule I drugs like marijuana. Volkow <a href=\"https:\/\/www.marijuanamoment.net\/top-federal-drug-official-pressed-on-marijuana-kratom-and-drug-decriminalization-at-congressional-hearing\/\" target=\"_blank\" rel=\"noopener\">has been repeatedly pressed on cannabis research issues<\/a>, as well as the agency\u2019s work with respect to other substances like kratom and various psychedelics.<\/p>\n<p>With DEA\u2019s approval of additional marijuana manufacturers, advocates are hopeful that the diversity and quality of cannabis products will increase, even if it remains challenging for scientists to study Schedule I substances in general.<\/p>\n<p>DEA has also <a href=\"https:\/\/www.marijuanamoment.net\/dea-again-boosts-2022-production-goals-for-psychedelics-like-psilocybin-mdma-and-dmt\/\" target=\"_blank\" rel=\"noopener\">been increasing annual production quotas<\/a> for marijuana and other substances like psilocybin as demand from the research community has surged.<\/p>\n<p>President Joe Biden <a href=\"https:\/\/www.marijuanamoment.net\/biden-signs-infrastructure-bill-promoting-marijuana-research-by-encouraging-access-to-dispensary-products\/\" target=\"_blank\" rel=\"noopener\">signed a massive infrastructure bill last year<\/a> that includes provisions aimed at allowing researchers to <a href=\"https:\/\/www.marijuanamoment.net\/senates-bipartisan-infrastructure-deal-aims-to-let-researchers-study-marijuana-from-dispensaries\/\" target=\"_blank\" rel=\"noopener\">study the actual marijuana that consumers are purchasing from state-legal dispensaries<\/a>\u00a0instead of having to use only government-grown cannabis.<\/p>\n<p>Meanwhile, NIDA also recently published a notice <a href=\"https:\/\/www.marijuanamoment.net\/top-federal-drug-agency-funds-research-on-differing-legal-marijuana-regulatory-models\/\" target=\"_blank\" rel=\"noopener\">reaffirming its interest in supporting marijuana research<\/a>, outlining the types of study proposals it hopes to fund and giving instructions to researchers on how to apply.
