{"id":53904,"date":"2022-03-29T11:41:03","date_gmt":"2022-03-29T19:41:03","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/03\/29\/georgia-lawmakers-approve-bill-to-create-psychedelic-study-committee\/"},"modified":"2022-03-29T17:46:21","modified_gmt":"2022-03-30T01:46:21","slug":"georgia-lawmakers-approve-bill-to-create-psychedelic-study-committee","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/03\/29\/georgia-lawmakers-approve-bill-to-create-psychedelic-study-committee\/","title":{"rendered":"Georgia Lawmakers Approve Bill To Create Psychedelic Study Committee"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/03\/MM_Bill_Tracker_V5_blank-162.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>Georgia lawmakers on Tuesday advanced a bipartisan resolution that calls for the formation of a House study committee to <a href=\"https:\/\/www.marijuanamoment.net\/georgia-bill-would-create-psychedelic-study-committee-to-recommend-reform-policies\/\" target=\"_blank\" rel=\"noopener\">investigate the therapeutic potential of psychedelics<\/a> like psilocybin and make recommendations for reforms.<\/p>\n<p>The legislation, sponsored by House Appropriations Public Safety Subcommittee Chairman Bill Hitchens (R), was taken up by the House Defense And Veterans Affairs Committee and approved unanimously via a voice vote. That panel\u2019s chair, Rep. Heath Clark (R), is a cosponsor of the measure.<\/p>\n<p>Before the vote, lawmakers discussed the potential therapeutic value of psychedelics for military veterans.<\/p>\n<p>\u201cI certainly have a place in my heart for people who have post-traumatic stress syndrome and who\u2019ve been able to overcome it through this treatment,\u201d Hitchens, a Vietnam War veteran, told fellow lawmakers. \u201cIt\u2019s probably a real opportunity for some people to essentially save their lives.\u201d<\/p>\n<p>Clark, the panel\u2019s chairman, said that \u201ceverybody here would be in agreement that we are looking for opportunities to help serve veterans, and further their ability to be productive members after their service to this country.\u201d<\/p>\n<p>The resolution starts with a section that discusses the need for effective treatments for major depressive disorder and post-traumatic stress disorder for military veterans.<\/p>\n<p>The Emory Healthcare Veterans Program located within the state has \u201cexperience in both veteran treatment and psychedelic treatments, and studies show substantial evidence that supports psilocybin-assisted psychotherapy for the treatment of depressive disorders,\u201d the text of the measure states.<\/p>\n<p>Rep. Josh Bonner (R), who serves as a floor leader for Gov. Brian Kemp (R), said he thinks the idea is \u201can admirable project.\u201d<\/p>\n<p>\u201cVeterans that are seeking treatment\u2026are willing to go wherever they believe there\u2019s any possibility of success,\u201d he said. \u201cI would certainly be in support of hosting that kind of success here in Georgia.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is already <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,000 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/03\/MM_Bill_Tracker_V5_blank-161.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>The resolution also <a href=\"https:\/\/www.legis.ga.gov\/legislation\/62532\" target=\"_blank\" rel=\"noopener\">notes<\/a>\u00a0that \u201ccurrent research on psilocybin trials excludes patients with a history of substance abuse, and research further indicates that psilocybin therapy can enhance sobriety-focused psychotherapy for addiction.\u201d<\/p>\n<p>There are no explicit references to any particular studies that the proposed House Study Committee on Alternative Post-Traumatic Stress Disorder Treatment Resources for Veterans would be tasked with exploring; rather, the measure says members \u201cshall undertake a study of the conditions, needs, issues, and problems mentioned above or related thereto and recommend any action or legislation which the committee deems necessary or appropriate.\u201d<\/p>\n<p>The new committee would include the chair of the House Defense and Veterans Affairs Committee, two members appointed by the House speaker, one of which would be named chair of the study panel, and two members of the state Department of Veterans Affair.<\/p>\n<p>Prior to voting to approve the legislation, the committee adopted an amendment to also add a representative of the Georgia Department of Public Health to the study committee.<\/p>\n<p>\u201cIn the event the committee adopts any specific findings or recommendations that include suggestions for proposed legislation, the chairperson shall file a report of the same prior to the date of abolishment specified in this resolution,\u201d the resolution says. \u201cIn the event the committee adopts a report that does not include suggestions for proposed legislation, the chairperson shall file the report.\u201d<\/p>\n<p>There would be a tight turnaround deadline for any reports or recommendations, with the measure calling for the dissolution of the committee on December 1, 2022.<\/p>\n<p>The legislation now heads to the House Rules Committee ahead of potential floor consideration.<\/p>\n<p>Activists and lawmakers across the U.S. have kicked into high gear when it comes to psychedelics policy reform this session.<\/p>\n<p>For instance, the governor of Utah last week signed a bill to create a task force to study and make recommendations <a href=\"https:\/\/www.marijuanamoment.net\/utah-governor-signs-bill-to-study-use-of-psychedelics-for-mental-health-therapy\/\" target=\"_blank\" rel=\"noopener\">on the therapeutic potential of psychedelic drugs<\/a>\u00a0and possible regulations for their lawful use.<\/p>\n<p>A Missouri House committee also held a hearing last week on a GOP-led bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-lawmakers-discuss-gop-led-psychedelics-therapy-and-decriminalization-bill-in-committee\/\" target=\"_blank\" rel=\"noopener\">legalize a wide range of psychedelics for therapeutic use<\/a>\u00a0at designated care facilities while further decriminalizing low-level possession in general.<\/p>\n<p>A Connecticut legislative committee approved a bill this month that would set the state up to provide certain patients with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-lawmakers-approve-bill-to-fund-psilocybin-and-mdma-therapy\/\" target=\"_blank\" rel=\"noopener\">access to psychedelic-assisted treatment<\/a>\u00a0with substances like MDMA and psilocybin. Connecticut Gov. Ned Lamont (D) signed a separate bill last year that includes language requiring the state to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-psychedelics-study-measure-as-he-awaits-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">carry out a study into the therapeutic potential<\/a>\u00a0of psilocybin mushrooms. A\u00a0<a href=\"https:\/\/portal.ct.gov\/DMHAS\/Newsworthy\/News-Items\/Psilocybin-Study-Workgroup\" target=\"_blank\" rel=\"noopener\">workgroup<\/a>\u00a0has since been meeting\u00a0to investigate the issue.<\/p>\n<p>A Maryland House of Delegates committee held a hearing this month on a bill to create a state fund that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/maryland-lawmakers-discuss-bill-to-fund-psychedelics-research-and-access-for-veterans-in-committee\/\" target=\"_blank\" rel=\"noopener\">could be used to provide access to psychedelics<\/a>\u00a0like psilocybin, MDMA and ketamine for military veterans suffering from post-traumatic stress disorder (PTSD).<\/p>\n<p>The Washington State legislature recently sent a budget bill to the governor\u2019s desk that includes a proposal to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/washington-state-legislature-approves-200000-in-psilocybin-research-funding-in-budget\/\" target=\"_blank\" rel=\"noopener\">direct $200,000 in funding to support a new workgroup<\/a>\u00a0to study the possibility of legalizing psilocybin services in the state, including the idea of using current marijuana regulatory systems to track psychedelic mushrooms.<\/p>\n<p>This month, the Hawaii Senate approved a bill to set up a state working group to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/hawaii-senate-unanimously-approves-psilocybin-task-force-bill-with-decriminalization-measures-still-pending\/\" target=\"_blank\" rel=\"noopener\">study the therapeutic benefits of psilocybin mushrooms<\/a>\u00a0and develop a \u201clong-term\u201d plan to ensure that the psychedelic is accessible for medical use for adults 21 and older.<\/p>\n<p>Also this month, the Oklahoma House of Representatives passed a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-house-passes-psilocybin-decriminalization-and-research-bill-sending-it-to-senate\/\" target=\"_blank\" rel=\"noopener\">decriminalize low-level possession of psilocybin<\/a>\u00a0and promote research into the therapeutic potential of the psychedelic.<\/p>\n<p>Rhode Island lawmakers introduced\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-while-legal-marijuana-momentum-increases\/\" target=\"_blank\" rel=\"noopener\">a pair of drug decriminalization bills this month<\/a>\u2014including one focused on psilocybin and buprenorphine that would authorize doctors to prescribe the psychedelic mushroom.<\/p>\n<p>An Oregon Senate committee also recently advanced a bill to ensure that equity is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program\/\" target=\"_blank\" rel=\"noopener\">built into the state\u2019s historic therapeutic psilocybin program<\/a>\u00a0that\u2019s actively being implemented following voter approval in 2020.<\/p>\n<p>A bill to decriminalize a wide array of psychedelics in Virginia was taken up by a House of Delegates panel in January,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/virginia-house-committee-pushes-back-psychedelics-decriminalization-bill-until-2023-but-senate-proposal-still-pending\/\" target=\"_blank\" rel=\"noopener\">only to be pushed off until 2023<\/a>. A separate Senate proposal to decriminalize psilocybin alone\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/virginia-psilocybin-decriminalization-bill-defeated-in-senate-committee-after-top-gop-lawmaker-flips-support\/\" target=\"_blank\" rel=\"noopener\">was later defeated in a key committee<\/a>.<\/p>\n<p>California Sen. Scott Wiener (D) told Marijuana Moment in a recent interview that his bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-senator-says-bill-to-legalize-psychedelics-possession-has-50-50-chance-to-pass-this-year\/\" target=\"_blank\" rel=\"noopener\">legalize psychedelics possession<\/a>\u00a0stands a 50\/50 chance of reaching the governor\u2019s desk this year. It already cleared the full Senate and two Assembly committees during the first half of the two-year session.<\/p>\n<p>Washington State lawmakers\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/psilocybin-services-would-be-legalized-in-washington-state-under-new-bill\/\" target=\"_blank\" rel=\"noopener\">also introduced legislation in January<\/a>\u00a0that would legalize what the bill calls \u201csupported psilocybin experiences\u201d by adults 21 and older.<\/p>\n<p>Meanwhile, a Pennsylvania bill meant to promote research into the therapeutic potential of psilocybin mushrooms for certain mental health conditions may be in jeopardy, with the sponsor saying that the chair of a key House committee is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-psilocybin-research-bill-in-limbo-after-key-committee-chair-raises-concern-over-mushroom-overdose-sponsor-says\/\" target=\"_blank\" rel=\"noopener\">expressing reservations even after the legislation<\/a>\u00a0was amended in an effort to build support.<\/p>\n<p>New Hampshire lawmakers filed measures to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-for-2022\/\" target=\"_blank\" rel=\"noopener\">decriminalize psilocybin and all drugs<\/a>.<\/p>\n<p>Legislation was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" target=\"_blank\" rel=\"noopener\">also enacted by the Texas legislature<\/a>\u00a0last year requiring the state to study the medical risks and benefits of psilocybin, MDMA and ketamine for military veterans in partnership with Baylor College of Medicine and a military-focused medical center.<\/p>\n<p>In a setback for the movement, California activists on Wednesday announced that they have come up short on collecting enough signatures to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-activists-drop-2022-psilocybin-legalization-ballot-initiative-after-falling-short-of-signature-requirement\/\" target=\"_blank\" rel=\"noopener\">qualify a measure to legalize psilocybin mushrooms<\/a>\u00a0for the state\u2019s November ballot, though they aren\u2019t giving up on a future election cycle bid.<\/p>\n<p>Colorado activists, meanwhile, recently selected one of the four psychedelics reform ballot initiatives that they drafted and filed for the November ballot, choosing to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-activists-pick-one-of-several-psychedelics-reform-initiatives-to-pursue-for-november-ballot\/\" target=\"_blank\" rel=\"noopener\">proceed with a measure to legalize psilocybin<\/a>, create licensed \u201chealing centers\u201d where people can use the psychedelic for therapeutic purposes and provide a pathway for record sealing for prior convictions. A competing campaign\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-activists-file-competing-psychedelics-legalization-ballot-initiative-for-2022\/\" target=\"_blank\" rel=\"noopener\">filed a different psychedelics legalization last month<\/a>.<\/p>\n<p>Michigan activists have launched a mass signature drive to place a measure on this November\u2019s statewide ballot to <a href=\"https:\/\/www.marijuanamoment.net\/michigan-activists-begin-signature-gathering-for-psychedelics-legalization-ballot-initiative-following-state-certification\/\" target=\"_blank\" rel=\"noopener\">legalize possessing, cultivating and sharing psychedelics<\/a> while setting up a system for their therapeutic and spiritual use.
