{"id":53770,"date":"2022-03-23T07:45:51","date_gmt":"2022-03-23T15:45:51","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/03\/23\/another-michigan-city-approves-psychedelics-decriminalization-as-activists-pursue-statewide-ballot-measure\/"},"modified":"2022-03-23T13:46:16","modified_gmt":"2022-03-23T21:46:16","slug":"another-michigan-city-approves-psychedelics-decriminalization-as-activists-pursue-statewide-ballot-measure","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/03\/23\/another-michigan-city-approves-psychedelics-decriminalization-as-activists-pursue-statewide-ballot-measure\/","title":{"rendered":"Another Michigan City Approves Psychedelics Decriminalization As Activists Pursue Statewide Ballot Measure"},"content":{"rendered":"<\/p>\n<p>Yet another Michigan city has moved to decriminalize psychedelics like psilocybin and ibogaine as activists continue to pursue a broader statewide policy change to legalize the entheogenic substances through the ballot.<\/p>\n<p>The sponsor of the newly enacted local measure gave compelling testimony ahead of Tuesday\u2019s vote, noting that he\u2019s personally used psilocybin to treat depression and anxiety.<\/p>\n<p>The Hazel Park City Council unanimously approved the resolution, which was supported by Decriminalize Nature Hazel Park and sponsored by Councilmember Luke Londo.<\/p>\n<p>With the body\u2019s vote, Hazel Park becomes the third city in Michigan to enact the reform after <a href=\"https:\/\/www.marijuanamoment.net\/city-council-unanimously-votes-to-decriminalize-psychedelics-in-ann-arbor-michigan\/\" target=\"_blank\" rel=\"noopener\">Ann Arbor<\/a> and <a href=\"https:\/\/www.marijuanamoment.net\/detroit-voters-approve-psychedelics-decriminalization-ballot-measure\/\" target=\"_blank\" rel=\"noopener\">Detroit<\/a>. The Grand Rapids City Council also approved a resolution last year <a href=\"https:\/\/www.marijuanamoment.net\/another-michigan-city-advances-psychedelics-decriminalization-support\/\" target=\"_blank\" rel=\"noopener\">supporting the decriminalization of a wide range of psychedelics<\/a>. However, the measure fell short of what activists had hoped, in that it doesn\u2019t actually change any city enforcement practices and merely expresses support for future reforms.<\/p>\n<p>In Hazel Park, Londo put the issue\u2019s rapid development into context ahead of the vote on his resolution.<\/p>\n<p>\u201cIt seems like just yesterday across the state we were discussing whether or not marijuana and THC had legitimate medicinal and therapeutic effects, and now any discussion to the contrary is laughable and flies in the face of mountains of academic research,\u201d he told colleagues. \u201cSo here we are, years later with entheogenic plants. While the substances may be different, the underlying conclusion is the same.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Entheogenic plants are legitimate therapeutic and sacred substances that are proven to improve a person\u2019s well-being, help overcome addiction, and bring you closer to whatever it is you choose to worship. <\/p>\n<p>We need to do more than destigmatize \u2013 we need to normalize entheogenics.<\/p>\n<p>\u2014 Luke Londo (@llondo) <a href=\"https:\/\/twitter.com\/llondo\/status\/1506422673257254915?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">March 23, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>The Hazel Park resolution first discusses the therapeutic potential of psychedelics for conditions like post-traumatic stress disorder, depression, end-of-life anxiety and cluster headaches.<\/p>\n<p>It concludes by saying that \u201cthe Mayor and City Council hereby declare that it shall be the policy of the City of Hazel Park that the investigation and arrest of persons for planting, cultivating, purchasing, transporting, distributing, engaging in practices with, or possessing Entheogenic Plants or plant compounds which are on the Federal Schedule 1 list shall be the lowest law enforcement priority.\u201d<\/p>\n<p><strong>Watch the Hazel Park City Council discuss and vote on psychedelic decriminalization, around 35:20 into the video below:\u00a0<\/strong><\/p>\n<div class=\"fb-video\" data-allowfullscreen=\"true\" data-href=\"https:\/\/www.facebook.com\/CityofHP\/videos\/1144971422944010\/\" \/>\n<p>The <a href=\"https:\/\/www.dropbox.com\/s\/g5ybzc045izeg4k\/Hazel%20Park%20Entheogenic%20Plant%20Resolution.pdf?dl=0\" target=\"_blank\" rel=\"noopener\">measure<\/a> further states that \u201ccity funds or resources shall not be used in any investigation, detention, arrest, or prosecution arising out of alleged violations of state and federal law regarding the use of Entheogenic Plants.\u201d<\/p>\n<p>The resolution clarifies that it does not authorize commercial sales, consumption or possession in schools or by minors and driving while under the influence of substances like psilocybin, ayahuasca and ibogaine.<\/p>\n<p>\u201cAs the resolution states, entheogenic plants improve mental health and wellbeing, and connect people with nature and whatever deity they worship,\u201d Londo said. \u201cThis isn\u2019t speculative. It makes me a better son, friend, husband and legislator.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"und\" dir=\"ltr\"><a href=\"https:\/\/t.co\/d6U71k4Hsh\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/d6U71k4Hsh<\/a> <a href=\"https:\/\/t.co\/aOE76pQLX3\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/aOE76pQLX3<\/a><\/p>\n<p>\u2014 Luke Londo (@llondo) <a href=\"https:\/\/twitter.com\/llondo\/status\/1506463309100425219?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">March 23, 2022<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>After Ann Arbor decriminalized entheogenic plants and fungi, local lawmakers then declared September <a href=\"https:\/\/www.marijuanamoment.net\/ann-arbor-city-council-declares-psychedelics-awareness-month-for-september\/\" target=\"_blank\" rel=\"noopener\">Entheogenic Plants and Fungi Awareness Month<\/a>.<\/p>\n<p>The Washtenaw County prosecutor also announced that his office will not be pursuing charges <a href=\"https:\/\/www.marijuanamoment.net\/michigan-prosecutor-wont-pursue-most-marijuana-or-psychedelics-cases-regardless-of-the-amount\/\" target=\"_blank\" rel=\"noopener\">over possessing entheogenic plants and fungi<\/a>, \u201cregardless of the amount at issue.\u201d<\/p>\n<p>Under the Hazel Park resolution, it says that the mayor and Council are calling upon the Oakland County Prosecuting Attorney to do the same.<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/100068123361848\/posts\/290808799866563\/\" data-width=\"552\" \/>\n<p>All of this comes as activists with Decriminalize Nature Michigan seek to place an initiative on the statewide November ballot to <a href=\"https:\/\/www.marijuanamoment.net\/michigan-activists-file-psychedelics-legalization-ballot-initiative-for-2022\/\" target=\"_blank\" rel=\"noopener\">legalize possessing, cultivating and sharing psychedelics<\/a> and set up a system for their therapeutic and spiritual use.<\/p>\n<p>The Michigan Board of State Canvassers on Wednesday approved a slightly revised <a href=\"https:\/\/www.michigan.gov\/documents\/sos\/60326_BlueLotusR1_747971_7.pdf\" target=\"_blank\" rel=\"noopener\">version<\/a> of the initiative\u2019s text that fixes drafting errors in the initial petition.<\/p>\n<p>The national psychedelics advocacy group Decriminalize Nature, its Michigan chapter and the youth-led organization Students for Sensible Drug Policy (SSDP) are partnering on the effort.<\/p>\n<p>The Michigan ballot measure would legalize a range of entheogenic substances for adults 18 and older. Laws currently prohibiting psilocybin, psilocyn, ibogaine, mescaline, peyote and DMT would be affected by the policy change.<\/p>\n<p>There\u2019s also a sales component, with the measure authorizing entities \u201cdesignated by a hospital or psychiatric hospital\u201d that has received a \u201ccertificate of need\u201d from the state Department of Health and Human Services to cultivate and sell the psychedelics to people whose doctors have issued a written recommendation for it.<\/p>\n<p>Beside legalizing psychedelics, the measure proposes to amend state drug statutes, significantly reducing criminal penalties for possessing any other controlled substances classified under Schedule I or Schedule II of state law.<\/p>\n<p>Also last year, Michigan senators filed a bill to similarly <a href=\"https:\/\/www.marijuanamoment.net\/possessing-and-cultivating-psychedelics-would-be-legalized-in-michigan-under-new-senate-bill\/\" target=\"_blank\" rel=\"noopener\">legalize the possession, cultivation and delivery of an array of plant- and fungus-derived psychedelics<\/a> like psilocybin and mescaline.<\/p>\n<p>Outside of Michigan, psychedelics reform is being pursued in state legislature and at the ballot in states across the country.<\/p>\n<p>For example, the governor of Utah on Tuesday signed a bill to create a task force to study and make recommendations <a href=\"https:\/\/www.marijuanamoment.net\/utah-governor-signs-bill-to-study-use-of-psychedelics-for-mental-health-therapy\/\" target=\"_blank\" rel=\"noopener\">on the therapeutic potential of psychedelic drugs<\/a> and possible regulations for their lawful use.<\/p>\n<p>a Missouri House committee on Monday held a hearing on a GOP-led bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-lawmakers-discuss-gop-led-psychedelics-therapy-and-decriminalization-bill-in-committee\/\" target=\"_blank\" rel=\"noopener\">legalize a wide range of psychedelics for therapeutic use<\/a>\u00a0at designated care facilities while further decriminalizing low-level possession in general.<\/p>\n<p>A Connecticut legislative committee approved a bill last week that would set the state up to provide certain patients with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-lawmakers-approve-bill-to-fund-psilocybin-and-mdma-therapy\/\" target=\"_blank\" rel=\"noopener\">access to psychedelic-assisted treatment<\/a>\u00a0with substances like MDMA and psilocybin. Connecticut Gov. Ned Lamont (D) signed a separate bill last year that includes language requiring the state to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-psychedelics-study-measure-as-he-awaits-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">carry out a study into the therapeutic potential<\/a>\u00a0of psilocybin mushrooms. A\u00a0<a href=\"https:\/\/portal.ct.gov\/DMHAS\/Newsworthy\/News-Items\/Psilocybin-Study-Workgroup\" target=\"_blank\" rel=\"noopener\">workgroup<\/a>\u00a0has since been meeting\u00a0to investigate the issue.<\/p>\n<p>A Maryland House of Delegates committee held a hearing last week on a bill to create a state fund that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/maryland-lawmakers-discuss-bill-to-fund-psychedelics-research-and-access-for-veterans-in-committee\/\" target=\"_blank\" rel=\"noopener\">could be used to provide access to psychedelics<\/a>\u00a0like psilocybin, MDMA and ketamine for military veterans suffering from post-traumatic stress disorder (PTSD).<\/p>\n<p>The Washington State legislature recently sent a budget bill to the governor\u2019s desk that includes a proposal to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/washington-state-legislature-approves-200000-in-psilocybin-research-funding-in-budget\/\" target=\"_blank\" rel=\"noopener\">direct $200,000 in funding to support a new workgroup<\/a>\u00a0to study the possibility of legalizing psilocybin services in the state, including the idea of using current marijuana regulatory systems to track psychedelic mushrooms.<\/p>\n<p>This month, the Hawaii Senate approved a bill to set up a state working group to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/hawaii-senate-unanimously-approves-psilocybin-task-force-bill-with-decriminalization-measures-still-pending\/\" target=\"_blank\" rel=\"noopener\">study the therapeutic benefits of psilocybin mushrooms<\/a>\u00a0and develop a \u201clong-term\u201d plan to ensure that the psychedelic is accessible for medical use for adults 21 and older.<\/p>\n<p>Also this month, the Oklahoma House of Representatives passed a bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-house-passes-psilocybin-decriminalization-and-research-bill-sending-it-to-senate\/\" target=\"_blank\" rel=\"noopener\">decriminalize low-level possession of psilocybin<\/a>\u00a0and promote research into the therapeutic potential of the psychedelic.<\/p>\n<p>A bipartisan coalition of Georgia lawmakers recently filed a resolution that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/georgia-bill-would-create-psychedelic-study-committee-to-recommend-reform-policies\/\" target=\"_blank\" rel=\"noopener\">calls for the formation of a House study committee<\/a>\u00a0to investigate the therapeutic potential of psychedelics like psilocybin and make recommendations for reforms.<\/p>\n<p>Rhode Island lawmakers introduced\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-while-legal-marijuana-momentum-increases\/\" target=\"_blank\" rel=\"noopener\">a pair of drug decriminalization bills this month<\/a>\u2014including one focused on psilocybin and buprenorphine that would authorize doctors to prescribe the psychedelic mushroom.<\/p>\n<p>An Oregon Senate committee also recently advanced a bill to ensure that equity is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program\/\" target=\"_blank\" rel=\"noopener\">built into the state\u2019s historic therapeutic psilocybin program<\/a>\u00a0that\u2019s actively being implemented following voter approval in 2020.<\/p>\n<p>A bill to decriminalize a wide array of psychedelics in Virginia was taken up by a House of Delegates panel in January,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/virginia-house-committee-pushes-back-psychedelics-decriminalization-bill-until-2023-but-senate-proposal-still-pending\/\" target=\"_blank\" rel=\"noopener\">only to be pushed off until 2023<\/a>. A separate Senate proposal to decriminalize psilocybin alone\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/virginia-psilocybin-decriminalization-bill-defeated-in-senate-committee-after-top-gop-lawmaker-flips-support\/\" target=\"_blank\" rel=\"noopener\">was later defeated in a key committee<\/a>.<\/p>\n<p>California Sen. Scott Wiener (D) told Marijuana Moment in a recent interview that his bill to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-senator-says-bill-to-legalize-psychedelics-possession-has-50-50-chance-to-pass-this-year\/\" target=\"_blank\" rel=\"noopener\">legalize psychedelics possession<\/a>\u00a0stands a 50\/50 chance of reaching the governor\u2019s desk this year. It already cleared the full Senate and two Assembly committees during the first half of the two-year session.<\/p>\n<p>Washington State lawmakers\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/psilocybin-services-would-be-legalized-in-washington-state-under-new-bill\/\" target=\"_blank\" rel=\"noopener\">also introduced legislation in January<\/a>\u00a0that would legalize what the bill calls \u201csupported psilocybin experiences\u201d by adults 21 and older.<\/p>\n<p>Meanwhile, a Pennsylvania bill meant to promote research into the therapeutic potential of psilocybin mushrooms for certain mental health conditions may be in jeopardy, with the sponsor saying that the chair of a key House committee is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/pennsylvania-psilocybin-research-bill-in-limbo-after-key-committee-chair-raises-concern-over-mushroom-overdose-sponsor-says\/\" target=\"_blank\" rel=\"noopener\">expressing reservations even after the legislation<\/a>\u00a0was amended in an effort to build support.<\/p>\n<p>New Hampshire lawmakers filed measures to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-for-2022\/\" target=\"_blank\" rel=\"noopener\">decriminalize psilocybin and all drugs<\/a>.<\/p>\n<p>Legislation was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" target=\"_blank\" rel=\"noopener\">also enacted by the Texas legislature<\/a>\u00a0last year requiring the state to study the medical risks and benefits of psilocybin, MDMA and ketamine for military veterans in partnership with Baylor College of Medicine and a military-focused medical center.<\/p>\n<p>A pair of Michigan senators also introduced a bill in September to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/possessing-and-cultivating-psychedelics-would-be-legalized-in-michigan-under-new-senate-bill\/\" target=\"_blank\" rel=\"noopener\">legalize the possession, cultivation and delivery<\/a>\u00a0of an array of plant- and fungi-derived psychedelics like psilocybin and mescaline.<\/p>\n<p>In a setback for the movement, California activists on Wednesday announced that they have come up short on collecting enough signatures to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/california-activists-drop-2022-psilocybin-legalization-ballot-initiative-after-falling-short-of-signature-requirement\/\" target=\"_blank\" rel=\"noopener\">qualify a measure to legalize psilocybin mushrooms<\/a>\u00a0for the state\u2019s November ballot, though they aren\u2019t giving up on a future election cycle bid.<\/p>\n<p>Colorado activists, meanwhile, recently selected one of the four psychedelics reform ballot initiatives that they drafted and filed for the November ballot, choosing to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/colorado-activists-pick-one-of-several-psychedelics-reform-initiatives-to-pursue-for-november-ballot\/\" target=\"_blank\" rel=\"noopener\">proceed with a measure to legalize psilocybin<\/a>, create licensed \u201chealing centers\u201d where people can use the psychedelic for therapeutic purposes and provide a pathway for record sealing for prior convictions.
