In the years since, he\u2019s come around to generally supporting reform and has frequently talked about how despite opponents\u2019 concerns about the possibility of increased youth usage, the state did not see that trend; rather, <a href=\"https:\/\/www.marijuanamoment.net\/study-reveals-how-older-people-use-and-obtain-marijuana-in-colorado\/\" target=\"_blank\" rel=\"noopener\">more elderly residents began patronizing cannabis shops<\/a>.<\/p>\n<p>CPEAR\u2019s new 29-page report details how researchers have consistently found that youth marijuana use \u201ceither decreases or remains flat in regulated cannabis markets\u201d\u2014a point that\u2019s been <a href=\"https:\/\/www.marijuanamoment.net\/teen-marijuana-use-is-not-increasing-as-more-states-legalize-another-federal-study-shows\/\" target=\"_blank\" rel=\"noopener\">supported by recent federally funded surveys<\/a>.<\/p>\n<p>One of the most recent surveys stressed that <a href=\"https:\/\/www.marijuanamoment.net\/youth-marijuana-use-decreased-significantly-in-2021-despite-state-reforms-federally-funded-survey-finds\/\" target=\"_blank\" rel=\"noopener\">youth marijuana use \u201cdecreased significantly\u201d<\/a> in 2021, as did teen consumption of illicit substances overall.<\/p>\n<div id=\"attachment_56801\" style=\"width: 649px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" aria-describedby=\"caption-attachment-56801\" class=\" wp-image-56801\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/03\/Screen-Shot-2022-03-16-at-12.35.34-PM-1024x765-1.png\" alt=\"\" width=\"639\" height=\"477\" \/><\/p>\n<p id=\"caption-attachment-56801\" class=\"wp-caption-text\">Via CPEAR\/MTF.<\/p>\n<\/div>\n<p>In its analysis, CPEAR says said the evidence indicates that \u201cgovernment guidance, access to research, and increased exposure to community-driven, science-based after-school programming\u201d deters underage marijuana use. Creating regulated cannabis markets could drive down youth use by undermining the illicit market, where IDs and age limits aren\u2019t imposed, the group argues.<\/p>\n<p>\u201cCPEAR believes local communities should be at the core of any effort to reduce youth use and misuse of cannabis. These efforts include afterschool programs comprised of measurable targets on a timely basis,\u201d the report says. \u201cAdditionally, a federal regulatory system should consist of policies to fund community systems and ensure that appropriate resources are available. Finally, a community approach must be driven by data and science to adapt continuously.\u201d<\/p>\n<p>Andrew Freedman, executive director of CPEAR and a former Colorado cannabis official, <a href=\"https:\/\/www.cpear.org\/press-releases\/2022\/03\/16\/cpear-releases-research-paper-on-cannabis-and-youth-use-prevention\/\" target=\"_blank\" rel=\"noopener\">said<\/a> in a press release that more than \u201c100 million Americans live in a state with legalized, adult-use cannabis\u2014but we should consider what that means for our nation\u2019s youth.\u201d<\/p>\n<p>\u201cThis research highlights how preventing youth from using cannabis requires local communities and stakeholders to be at the forefront of this effort,\u201d he said. \u201cIt further outlines the need for congressional action to build a federal cannabis framework rooted in data, correct the current patchwork of cannabis laws, and build preventative measures into place to protect America\u2019s youth from cannabis misuse.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/03\/1f6a8-2.png\" alt=\"&#x1F6A8;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>NEW STUDY<img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/03\/1f6a8-3.png\" alt=\"&#x1F6A8;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/>: CPEAR released its latest paper on <a href=\"https:\/\/twitter.com\/hashtag\/cannabis?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#cannabis<\/a> and youth prevention today. But that said, some activists have had misgivings about CPEAR\u2019s financial backing from operators in the alcohol and tobacco industries, which haven\u2019t always been seen as taking necessary steps to prevent youth use of those substances.<\/p>\n<p>Shaleen Title, founder of the Parabola Center, told Marijuana Moment that CPEAR\u2019s report \u201cis just the latest piece of evidence demonstrating what people in the marijuana movement have long known is true\u2014an effectively regulated cannabis market is a deterrent to youth consumption and access.\u201d<\/p>\n<p>\u201cHowever, part of effective regulation is ensuring that we don\u2019t repeat other industries\u2019 mistakes. You only need to look at Juul\u2019s recent multi-million dollar settlements across the country to understand that Big Tobacco isn\u2019t to be trusted as an authority on public health,\u201d she said. \u201cAs we continue to develop the framework for federal legalization, we have to preserve our progress, not hand over the national market to companies with a long and disturbing history of fighting the exact type of regulations that reduce youth access.\u201d<\/p>\n<p><em>(Disclosure: Title supports Marijuana Moment\u2019s work via a\u00a0<a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">monthly pledge on Patreon<\/a>.)<\/em><\/p>\n<p>CPEAR is co-chaired by former Senate Majority Leader Tom Daschle (D-DC) and former Rep. Greg Walden (R-OR), neither of whom sponsored or cosponsored marijuana legalization legislation while serving in Congress. Other corporate members of the organization include\u00a0Brink\u2019s Company, National Association of Convenience Stores and Council of Insurance Agents &amp; Brokers.<\/p>\n<p>Related to the report\u2019s findings, National Institute on Drug Abuse (NIDA) Director Nora Volkow has also conceded that her earlier concerns about increases in youth marijuana consumption resulting from legalization have so far prove unfounded, <a href=\"https:\/\/www.marijuanamoment.net\/top-federal-drug-official-discusses-rise-in-psychedelics-use-and-the-need-to-study-marijuana-from-dispensaries\/\" target=\"_blank\" rel=\"noopener\">describing it as a \u201ca surprising finding\u201d<\/a> in an interview with Marijuana Moment late last year.<\/p>\n<p>In another recent interview, Volkow\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/top-federal-drug-official-admits-legalizers-were-right-about-teen-marijuana-use-and-touts-psychedelics-therapeutic-potential\/\" target=\"_blank\" rel=\"noopener\">conceded that advocates were \u201cright\u201d<\/a>\u00a0that teen cannabis use wouldn\u2019t spike after legalization was enacted.<\/p>\n<p>Even at an event hosted by the anti-legalization group Smart Approaches to Marijuana (SAM), Volkow affirmed that adolescent marijuana use remains \u201cstable\u201d even as more states legalize cannabis.<\/p>\n<p>The 2020 federally funded Monitoring the Future survey further found that cannabis consumption among adolescents \u201c<a href=\"https:\/\/www.marijuanamoment.net\/youth-marijuana-use-remains-stable-amid-surge-of-state-level-legalization-feds-report\/\" target=\"_blank\" rel=\"noopener\">did not significantly change<\/a>\u00a0in any of the three grades for lifetime use, past 12-month use, past 30-day use, and daily use from 2019-2020.\u201d<\/p>\n<p>Another federally funded study, the National Survey on Drug Use and Health (NSDUH), was released in October\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/teen-marijuana-use-is-not-increasing-as-more-states-legalize-another-federal-study-shows\/?fbclid=IwAR3wUqMy3TrGpVlW9n-L84tlW33KqIfdE6vkBnkmGeH8bHIaWXRTu4Ao_dQ\" target=\"_blank\" rel=\"noopener\">showing that youth marijuana use dropped in 2020<\/a>\u00a0amid the coronavirus pandemic and as more states moved to enact legalization.<\/p>\n<p>Further, an analysis published by the Journal of the American Medical Association in September found that enacting legalization has an overall impact on adolescent cannabis consumption that is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-legalization-doesnt-lead-to-increased-youth-use-american-medical-association-study-finds\/\" target=\"_blank\" rel=\"noopener\">\u201cstatistically indistinguishable from zero.\u201d<\/a><\/p>\n<p>The U.S. Department of Education\u2019s National Center for Education Statistics also analyzed youth surveys of high school students from 2009 to 2019 and concluded that there\u2019s been \u201cno measurable difference\u201d in the percentage of those in grades 9-12 who reported consuming cannabis at least once in the past 30 days.<\/p>\n<p>In a separate, earlier analysis, the Centers for Disease Control and Prevention found that marijuana consumption among high school students declined during the peak years of state-legal recreational cannabis legalization.<\/p>\n<p>There was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/youth-marijuana-use-stable-amid-legalizations-expansion-feds-report\/\" target=\"_blank\" rel=\"noopener\">\u201cno change\u201d in the rate of current cannabis use<\/a>\u00a0among high school students from 2009-2019, the survey found.
