Ron Hicks (R), sponsor of the \u201cCannabis Freedom Act,\u201d said in a memo to colleagues that the measure was drafted in a way that thoughtfully incorporates elements from \u201cevery marijuana bill filed this session\u201d to create a \u201cfree but tightly regulated market for legal marijuana.\u201d That <a href=\"https:\/\/www.marijuanamoment.net\/black-missourians-worry-about-being-shut-out-of-legal-marijuana-industry-by-licensing-caps\/\" target=\"_blank\" rel=\"noopener\">measure was heard in a House committee<\/a> on Tuesday.<\/p>\n<p>Meanwhile, another Missouri Republican lawmaker is again making\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-gop-lawmaker-files-joint-resolution-to-put-marijuana-legalization-on-ballot-as-activists-launch-separate-campaign\/\" target=\"_blank\" rel=\"noopener\">a push to place cannabis legalization on the ballot<\/a> with a resolution he filed late last year.<\/p>\n<p>Under that plan, adults 21 and older could purchase, possess and cultivate cannabis for personal use. It also does not specify allowable amounts.<\/p>\n<p>Still, some activists aren\u2019t waiting on the legislature to take action to refer the issue to voters, with one campaign officially launching signature gathering in January for a separate reform initiative.<\/p>\n<p>Separately, the group New Approach Missouri, which successfully got a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-voters-approve-medical-marijuana-measure\/\" target=\"_blank\" rel=\"noopener\">medical cannabis initiative passed by voters in 2018<\/a>, announced last summer its plans to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-activists-plan-marijuana-legalization-initiative-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">put the reform proposal on the ballot<\/a>\u00a0through its new campaign committee Legal Missouri 2022.<\/p>\n<p>Some stakeholders\u2014particularly black entrepreneurs\u2014have expressed concerns about proposed licensing caps included in that campaign\u2019s proposal.<\/p>\n<p>The organization tried to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-activists-officially-end-2020-marijuana-legalization-campaign-due-to-coronavirus\/\" target=\"_blank\" rel=\"noopener\">place the issue of legalization before voters<\/a>\u00a0in 2020, but the COVID-19 pandemic derailed that effort.<\/p>\n<p>Despite the health crisis, activists managed to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-activists-launch-signature-drive-to-put-marijuana-legalization-on-2020-ballot\/\" target=\"_blank\" rel=\"noopener\">collect 80,000 raw signatures within months<\/a>, though they needed 160,199 valid signatures to qualify.<\/p>\n<p>A different campaign, Fair Access Missouri, is\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-marijuana-activists-file-legalization-initiatives-for-2022-as-other-groups-prepare-separate-measures\/\" target=\"_blank\" rel=\"noopener\">separately exploring multiple citizen initiatives<\/a>\u00a0with the hopes of getting at least one on the ballot next year. Three of the four would create a system of legalized cannabis sales for adults 21 and older, while another would simply amend the state\u2019s existing medical marijuana program.<\/p>\n<p>Another state lawmaker filed a bill in January <a href=\"https:\/\/www.marijuanamoment.net\/missouri-lawmaker-files-bill-to-decriminalize-low-level-drug-possession\/\" target=\"_blank\" rel=\"noopener\">to decriminalize a range of drugs<\/a>\u00a0including marijuana, psilocybin, LSD, MDMA and cocaine.<\/p>\n<p>The measure\u2019s introduction came after a Republican Missouri legislator filed a separate bill to give residents with serious illnesses\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-patients-could-use-psychedelic-treatments-under-new-gop-right-to-try-bill\/\" target=\"_blank\" rel=\"noopener\">legal access to a range of psychedelic drugs<\/a>\u00a0like psilocybin, ibogaine and LSD through an expanded version of the state\u2019s existing right-to-try law.<\/p>\n<p>Nearly one out of every 10 jobs that were created in Missouri last year\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nearly-one-in-ten-new-missouri-jobs-came-from-medical-marijuana-industry-in-2021-trade-group-report-finds\/\" target=\"_blank\" rel=\"noopener\">came from the state\u2019s medical marijuana industry<\/a>, according to an analysis of state labor data that was released by a trade group earlier this month.<\/p>\n<p>Separately, there\u2019s some\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-lawmakers-delay-proposed-ballot-initiative-changes-at-marijuana-campaigns-request-representative-says\/\" target=\"_blank\" rel=\"noopener\">legislative drama playing out in the state<\/a>\u00a0over a proposal that advocates say would restrict their ability to place Constitutional amendments on the ballot.<\/p>\n<h3>Now back to drug testing policy reform in the era of legalization.<\/h3>\n<p>Just last week, the Illinois House of Representatives passed legislation to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/illinois-house-approves-workplace-protections-for-cannabis-consumers\/\" target=\"_blank\" rel=\"noopener\">protect workers from being fired for using cannabis<\/a>\u00a0in their free time, with some exceptions.<\/p>\n<p>Also last week, a Washington, D.C. Council committee unanimously approved a bill to ban most workplaces from\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/d-c-lawmakers-approve-ban-on-pre-employment-marijuana-testing-for-most-workers\/\" target=\"_blank\" rel=\"noopener\">subjecting job applicants to pre-employment marijuana testing<\/a>. It would expand on previous legislation the D.C. Council approved to protect local government employees against\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/workplace-protections-for-dc-medical-marijuana-patients-extended-under-emergency-bill\/\" target=\"_blank\" rel=\"noopener\">workplace discrimination due to their use of medical cannabis<\/a>.<\/p>\n<p>Following the enactment of adult-use legalization in New York, the state Department of Labor announced a policy change barring most employers from\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-york-employers-cant-drug-test-most-workers-for-marijuana-state-announces\/\" target=\"_blank\" rel=\"noopener\">drug testing certain workers for marijuana<\/a>.<\/p>\n<p>At the federal level, House appropriations legislation and attached reports\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/house-approves-marijuana-banking-employment-and-d-c-sales-provisions-in-large-scale-spending-bill\/\" target=\"_blank\" rel=\"noopener\">passed by the House last year<\/a>\u00a0directed federal government agencies to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/federal-agencies-should-reconsider-firing-workers-for-marijuana-congressional-committee-urges\/\" target=\"_blank\" rel=\"noopener\">reconsider policies that fire employees for using cannabis<\/a> in compliance with state law.
