Nearly three in four New Hampshire voters support legalizing marijuana, according to a new poll. And bipartisan majorities also say they\u2019re in favor of conducting cannabis sales through a state-run model as would be the case under a bill that recently passed the House of Representatives.<\/p>\n
The Granite State Poll, published by the University of New Hampshire (UNH) on Friday, found that 74 percent of residents in the state feel that prohibition should end. In a separate question, sixty-eight percent said they support a bill that passed the House this month<\/a> to have the state Liquor Commission exclusively conduct sales\u2014a proposal that has raised some concerns among advocates and stakeholders.<\/p>\n Seventy-nine percent of Democrats, 68 percent of independents and 56 percent of Republicans said they back the unique reform approach.<\/p>\n Via UNH.<\/p>\n<\/div>\n Meanwhile, support for legalization overall has grown demonstrably in the state over the past decade, increasing by 25 percentage points since UNH started polling residents on the issue in 2013.<\/p>\n Via UNH.<\/p>\n<\/div>\n Just 15 percent of Granite Staters now oppose legalizing cannabis.<\/p>\n But while bipartisan majorities said they favor the state-run legalization proposal, it should be noted that respondents were not given an alternative regulatory model in the new poll. The latest poll<\/a> found majority support for basic reform across all demographics, including age, gender and education level.<\/p>\n \u201cThis poll confirms, once again, that cannabis legalization is very popular with New Hampshire residents,\u201d Matt Simon, director of public and government relations for Prime Alternative Treatment Centers of NH, told Marijuana Moment. \u201cIt also tells us something new: the liquor monopoly model is substantially (10 percent) less popular than the idea of allowing sales by licensed retail outlets. It will be interesting to see how policymakers choose to interpret these numbers.\u201d<\/p>\n NEW UNH POLL: \u2014 Matt Simon (@MattSimonSez) February 25, 2022<\/a><\/p>\n<\/blockquote>\n\n The new poll involved interviews with 1,081 New Hampshire residents from February 18-22. The margin of error was +\/-3.0 percentage points.<\/p>\n The state-centered legislation from Rep. Daryl Abbas (R) cleared the chamber in a 235-119 vote this month, despite facing resistance from people on both sides of the broader cannabis debate. The action comes about a month after the House passed a separate, non-commercial legalization bill<\/a> that\u2019s also generated criticism.<\/p>\n Under the proposal, which must still go before the House Finance Committee because of its fiscal components and then receive another floor vote before advancing to the Senate, adults 21 and older would be able to purchase cannabis from state-run dispensaries operated by the New Hampshire Liquor Commission. The could possess up to four ounces, but home cultivation would continue to be criminalized\u2014one of the chief complaints from activists.<\/p>\n State regulators would have until October 1 to adopt rules for \u201cthe registration and regulation of cannabis establishments and cannabis cultivation facilities.\u201d They would then have another two months to create regulations on issues like advertising, labeling, civil fines, security and THC limits.<\/p>\n Some advocates had hoped that the\u00a0legislation<\/a>\u00a0would be defeated so that lawmakers could consider alternative reform proposals to create a legal marijuana market that more closely aligns with those established in other states.<\/p>\n \u2014 In general, many advocates have usually welcomed whatever reforms they can achieve in the fight to end prohibition. But in New Hampshire, they\u2019ve grown particularly impatient with the GOP-controlled legislature, especially as it advances contentious legalization options\u00a0while snubbing their preferred vehicles<\/a>.<\/p>\n The non-commercial legalization bill that passed the House last month is another example of legislation that\u2019s fallen short of expectations. It would allow adults 21 and older to possess and give away up to three-fourths of an ounce of marijuana and grow up to six plants, but it wouldn\u2019t permit cannabis commerce.<\/p>\n The\u00a0bill<\/a>\u00a0is virtually identical to an earlier version that also\u00a0passed the House under Democratic control<\/a>\u00a0in 2020. The previous bill died in Senate committee.<\/p>\n What made last month\u2019s House vote to pass the home grow bill from Rep. Carol McGuire (R) all the more frustrating for activists was the fact that it advanced one day after the chamber narrowly rejected a separate, broader legalization proposal that would have regulated commercial production and sales.<\/p>\n Meanwhile, three lawmakers\u2014Reps. Joshua Adjutant (D),\u00a0Renny Cushing (D)\u00a0and\u00a0Andrew Prout (R)\u2014each filed separate bills to\u00a0put marijuana legalization on the state\u2019s 2022 ballot<\/a>.<\/p>\n It would take a supermajority 60 percent vote in both chambers to advance any of the proposed constitutional amendments. But while that may be a tall task in the GOP-controlled legislature, if they\u2019re successful, it would enable lawmakers to avoid a likely veto on statutory reform legislation from anti-legalization Gov. Chris Sununu (R).<\/p>\n Should legislators approve placing a constitutional amendment to legalize cannabis on the ballot, 67 percent of voters would then have to vote in favor for it to be enacted. Recent polling\u00a0indicates that residents are ready for the reform<\/a>, with three in four New Hampshirites favoring legalization.<\/p>\n While the governor remains opposed to adult-use legalization, advocates are encouraged that he signed a bill in August\u00a0adding opioid use disorder as a qualifying condition<\/a>\u00a0for the state\u2019s medical cannabis program and also allows out-of-state patients to access dispensaries.<\/p>\n In 2017, Sununu signed\u00a0a bill decriminalizing marijuana possession<\/a>\u00a0in the Granite State, though he continues to oppose adding a legal commercial cannabis sales component.<\/p>\n In 2019, lawmakers sent a medical cannabis homegrow bill to Sununu\u2019s desk, but he vetoed it.<\/p>\n Meanwhile, other nearby northeast states such as\u00a0Maine and Vermont have already legalized recreational cannabis<\/a>.<\/p>\n Utah Psychedelics And Mental Health Bill Heads To Governor\u2019s Desk After Senate Approval<\/a><\/p>\n<\/blockquote>\n\n The post Three In Four New Hampshire Residents Support Legalizing Marijuana, With Bipartisan Majorities Backing State-Run Model<\/a> appeared first on Marijuana Moment<\/a>.<\/p>\n
