The Utah House of Representatives on Thursday overwhelmingly approved a bill to create a task force to study and make recommendations on the therapeutic potential of psychedelic drugs<\/a> and possible regulations for their lawful use.<\/p>\n The chamber approved the legislation from Rep. Brady Brammer (R), which cleared the House Health and Human Services Committee last week<\/a>, in a 68-1 vote.<\/p>\n \u201cWe need effective tools to treat mental illness,\u201d Brammer said<\/a> on the floor ahead of the vote, \u201cand if psychedelics can be helpful and safely administered, we need them in our toolbox.\u201d<\/p>\n The psychedelics bill would create a Mental Illness Psychotherapy Drug Task Force, which would be required to \u201cstudy and make recommendations on drugs that may assist in treating mental illness.\u201d The psychotherapy drugs that the panel would consider are defined as controlled substances that are \u201cnot currently available for legal use\u201d and \u201cmay be able to treat, manage, or alleviate symptoms from mental illness.\u201d<\/p>\n Brammer has previously recognized<\/a>\u00a0that as a conservative Mormon, he might not be the most likely candidate to carry a psychedelics bill, but he\u2019s closely studied the existing research and determined that there are \u201cindications of treatment benefits for treatment resistant depression, PTSD, addiction and existential distress\u201d through the use of certain entheogenic substances.<\/p>\n \u2014 The bill<\/a> says the panel\u2019s recommendations should touch on the types of symptoms that a given drug may treat, dosage and administration, training and licensing, how to obtain the substance, safety requirements, data tracking and \u201cproposed regulations the Legislature should consider if the psychotherapy drug is made legal for treating mental illness.\u201d<\/p>\n Brammer said that he\u2019s received significant feedback since introducing the legislation, and he acknowledged that these types of treatment \u201care already happening underground.\u201d<\/p>\n \u201cI was surprised how many people are reaching out and saying, \u2018hey, you know, I\u2019ve already done this and it helped me,\u2019 and we don\u2019t want to have people self-prescribing illicit drugs.\u201d<\/p>\n \u201cWe have a very significant medical tourism in this where people\u2014a lot of counselors are already sending people down to Mexico or down to other other jurisdictions,\u201d he said. \u201cIf that is happening, and they\u2019re finding good results, I much prefer that they do it safely and they do it here, if we can do it that way.\u201d<\/p>\n This is one of the latest example of psychedelics reform reaching state legislatures, including those that are traditionally conservative, as the local decriminalization movement continues to spread and more people are made aware of research into the therapeutic potential of these substances.<\/p>\n For example, a group of Maryland senators recently filed a bill that would create a state fund that could be used to provide free access to psychedelics<\/a> like psilocybin, MDMA and ketamine for military veterans suffering from post-traumatic stress disorder (PTSD), while also supporting research into their therapeutic potential.<\/p>\n Two Republican Oklahoma lawmakers recently filed bills meant to promote research into the therapeutic potential of psilocybin, and one of the measures would further\u00a0decriminalize low-level possession of the psychedelic<\/a>.<\/p>\n A Republican Missouri lawmaker introduced a bill last month to give residents with serious illnesses legal\u00a0access to a range of psychedelic drugs<\/a>\u00a0like psilocybin, ibogaine and LSD \u00a0through an expanded version of the state\u2019s existing right-to-try law.<\/p>\n A bill to decriminalize a wide array of psychedelics in Virginia was taken up by a House of Delegates panel last month,\u00a0only to be pushed off until 2023<\/a>. A separate Senate proposal to decriminalize psilocybin alone\u00a0was later defeated in a key committee<\/a>.<\/p>\n California Sen. Scott Wiener (D) told Marijuana Moment in a recent interview that his bill to\u00a0legalize psychedelics possession<\/a>\u00a0stands a 50\/50 chance of reaching the governor\u2019s desk this year. It already cleared the full Senate and two Assembly committees during the first half of the two-year session.<\/p>\n Washington State lawmakers\u00a0also introduced legislation last month<\/a>\u00a0that would legalize what the bill calls \u201csupported psilocybin experiences\u201d by adults 21 and older.<\/p>\n New Hampshire lawmakers filed measures to\u00a0decriminalize psilocybin and all drugs<\/a>.<\/p>\n Last year, the governor of Connecticut signed legislation that includes language requiring the state to\u00a0carry out a study into the therapeutic potential<\/a>\u00a0of psilocybin mushrooms.<\/p>\n Similar legislation was\u00a0also enacted by the Texas legislature<\/a>, requiring the state to study the medical risks and benefits of psilocybin, MDMA and ketamine for military veterans in partnership with Baylor College of Medicine and a military-focused medical center.<\/p>\n Activists in Colorado recently\u00a0filed revised versions of 2022 ballot initiatives<\/a>\u00a0to similarly legalize psilocybin and establish \u201chealing centers\u201d in the state.
