{"id":52597,"date":"2022-01-28T06:34:12","date_gmt":"2022-01-28T14:34:12","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/01\/28\/oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program\/"},"modified":"2022-01-28T13:45:42","modified_gmt":"2022-01-28T21:45:42","slug":"oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2022\/01\/28\/oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program\/","title":{"rendered":"Oregon Lawmakers File Psilocybin Equity Bill As State Implements Legal Use Program"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/01\/MM_Bill_Tracker_V5_blank-119.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>As Oregon prepares to implement a <a href=\"https:\/\/www.marijuanamoment.net\/oregon-psilocybin-panel-teams-up-with-harvard-to-research-psychedelic-history-and-impacts-of-reform\/\" target=\"_blank\" rel=\"noopener\">first-of-its-kind legal psilocybin services program<\/a>, lawmakers have taken a proactive step to ensure that equity is built into the policy change with a new bill.<\/p>\n<p>The bicameral measure from Sen. Lawrence Spence (D) and Rep. Wlnsvey Campos (D) would create a 15-member \u201cTask Force on Psilocybin Health Equity\u201d comprised of lawmakers, regulators involved in psilocybin reform implementation, people with experience with psychedelics treatment, representatives of the indigenous community and more.<\/p>\n<p>The group would be responsible for ensuring \u201cequity and accessibility in Oregon\u2019s developing psilocybin services,\u201d the bill text says.<\/p>\n<p>At a minimum, the task force would be required to explore barriers that people of color face in starting psilocybin-related businesses, training and retaining \u201cculturally specific psilocybin service facilitators\u201d and access to psychedelic sessions for low-income people and minority communities.<\/p>\n<p>Members would also need to generally study the development of \u201cpsilocybin research-specific licenses and the regulation of research partnerships that explore the efficacy of psilocybin therapy and expansion of access to psilocybin services.\u201d<\/p>\n<p>They would be tasked with further looking into a psilocybin equity program to \u201cprovide resources to communities with barriers to accessing health care, to increase the number of culturally specific practices and people who are low-income who hold licenses.\u201d<\/p>\n<p><strong>\u2014<br \/>\nMarijuana Moment is already <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,000 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2022\/01\/MM_Bill_Tracker_V5_blank-118.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\nLearn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/p>\n<p>The wide-ranging equity study would be used to inform regulatory or legislative decisions around reducing fees for disadvantaged communities, grants for those individuals to receive financial and technical assistance to enter the market and a proposal that \u201cpsilocybin service centers dedicate a minimum percentage of psilocybin treatment sessions to clients who are low-income.\u201d<\/p>\n<p>Mason Marks, a member of Oregon\u2019s Psilocybin Advisory Board that was established under the voter-approved 2020 initiative told Marijuana Moment that the new bill is \u201cvery important because Measure 109 did not focus on equity as much as it should have,\u201d whereas <a href=\"https:\/\/www.marijuanamoment.net\/psilocybin-services-would-be-legalized-in-washington-state-under-new-bill\/\" target=\"_blank\" rel=\"noopener\">emerging psychedelic legislation in other states<\/a>\u2014including neighboring Washington\u2014makes equity a \u201ccentral concern.\u201d<\/p>\n<p>\u201cOregon has been a trend setter with respect to psychedelics policy,\u201d he said. \u201cBut when it comes to equity it may fall behind.<\/p>\n<p>Looking ahead, Marks said, future legislation should allow at-home psilocybin services for people unable to travel to a service center and more affordable and accessible training opportunities for would-be facilitators of psychedelic sessions.<\/p>\n<p>For now, under the current bill, the task force would also need to investigate the possibility of creating a psilocybin equity office in the state. Members would be required to submit a report on its findings by November 1, 2022.<\/p>\n<p>This would not be a permanent task force, as the aforementioned requirements would be repealed as of January 2, 2023 under the <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2022R1\/Measures\/Overview\/SB1580\" target=\"_blank\" rel=\"noopener\">measure<\/a>.<\/p>\n<p>The existing Psilocybin Advisory Board is set to issue recommendations on implementing the program to state regulators in March.<\/p>\n<p>Late last year, the board <a href=\"https:\/\/www.marijuanamoment.net\/oregon-psilocybin-panel-teams-up-with-harvard-to-research-psychedelic-history-and-impacts-of-reform\/\" target=\"_blank\" rel=\"noopener\">cleared a team of researchers to produce<\/a> a comprehensive report on the science, history and culture of the psychedelic as regulators prepare to license facilities to administer it.<\/p>\n<p>Members of the board <a href=\"https:\/\/www.marijuanamoment.net\/oregon-state-board-says-psilocybin-is-effective-at-treating-certain-mental-health-condition\/\" target=\"_blank\" rel=\"noopener\">released an initial report in July<\/a> that reviewed hundreds of studies into psilocybin, as required under the state initiative. But they were pressed for time and said they would working with a <a href=\"https:\/\/www.marijuanamoment.net\/harvard-university-launches-first-of-its-kind-psychedelics-policy-center\/\" target=\"_blank\" rel=\"noopener\">recently established psychedelic research center<\/a> at Harvard Law School to more thoroughly cover the subject.<\/p>\n<p>Part of the intent of the expanded research project is to help inform legislative efforts outside of Oregon where psychedelics reform is being considered.<\/p>\n<p>Rep.
