Sue Errington (D) is sponsoring that infrastructure legislation\u2014a proposal that the state\u2019s anti-legalization governor recently signaled he could support.<\/p>\n<p>The <a href=\"http:\/\/iga.in.gov\/legislative\/2022\/bills\/house\/1049\/\" target=\"_blank\" rel=\"noopener\">bill<\/a> would not immediately legalize marijuana for adult use, but it would create a new Cannabis Compliance Commission and a separate advisory committee to \u201cregulate the growth, processing, distribution, and sale of legal cannabis in Indiana,\u201d including the state\u2019s existing hemp and CBD markets.<\/p>\n<p>The idea is to get the pieces in place to regulate commercial marijuana production and sales if legalization is eventually enacted.<\/p>\n<p>Members would be responsible for setting rules and issuing licenses for any legal cannabis businesses, and would also be authorized to issue cannabis research licenses to eligible academic institutions, pharmaceutical companies and agricultural businesses.<\/p>\n<p>Errington has previously sponsored cannabis legislation, including broader legalization bills. She recently <a href=\"https:\/\/www.wthr.com\/article\/news\/local\/indiana\/marijuana-pot-weed-advocates-cautiously-optimistic-about-cannabis-infrastructure-bill\/531-a80a2004-c16d-4d86-b80c-7b8439e084c4\" target=\"_blank\" rel=\"noopener\">told<\/a> WTHR-TV that she felt those efforts were \u201ctrying to bite off too big a chunk at once,\u201d so she hopes this infrastructure-centered reform will be a passable first step.<\/p>\n<p>Gov. Heath VanNatter (R), which would remove criminal penalties for possession of up to two ounces of cannabis. While it wouldn\u2019t permit marijuana retailers, the legislation is effectively non-commercial legalization of small amounts. It would also make it so that possession of between two and four ounces of cannabis would be downgraded to a class B misdemeanor.<\/p>\n<p>Also on the legislature\u2019s docket is a <a href=\"http:\/\/iga.in.gov\/legislative\/2022\/bills\/house\/1043\/\" target=\"_blank\" rel=\"noopener\">bill<\/a> from Rep. Sean Eberhart (R) that would create a new definition for smokable hemp called \u201ccraft hemp flower\u201d and makes other changes to the state\u2019s hemp laws, including repealing a law requiring that hemp flower only be sold to licensed Indiana processors.<\/p>\n<p>It would also clarify that a food is not considered \u201cadulterated\u201d because it contains low-THC hemp extract.<\/p>\n<p>Meanwhile, another\u00a0Republican Indiana lawmaker who serves in House leadership has announced she\u2019ll be <a href=\"https:\/\/www.marijuanamoment.net\/indiana-gop-lawmaker-to-file-marijuana-legalization-bill-as-democrats-step-up-reform-push\/\" target=\"_blank\" rel=\"noopener\">introducing a bill to legalize marijuana<\/a> for both recreational and medical use in the upcoming legislative session.<\/p>\n<p>Rep. Cindy Ziemke (R), who has worked to raise awareness about substance misuse since her sons struggled with addiction, says she recognizes the obstacles of enacting cannabis reform in the conservative legislature. But she\u2019s hoping that leadership will at least allow a committee hearing on her forthcoming proposal.<\/p>\n<p>The measure, which has not yet been pre-filed, would legalize cannabis for adults 21 and older and set up a regulated system of sales, mirroring neighboring Michigan\u2019s marijuana law.
