{"id":51435,"date":"2021-11-29T12:44:09","date_gmt":"2021-11-29T20:44:09","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/11\/29\/marijuana-had-unprecedented-success-in-state-legislatures-in-2021-norml-report-shows\/"},"modified":"2021-11-29T13:45:29","modified_gmt":"2021-11-29T21:45:29","slug":"marijuana-had-unprecedented-success-in-state-legislatures-in-2021-norml-report-shows","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/11\/29\/marijuana-had-unprecedented-success-in-state-legislatures-in-2021-norml-report-shows\/","title":{"rendered":"Marijuana Had \u2018Unprecedented\u2019 Success In State Legislatures In 2021, NORML Report Shows"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/11\/MM_Bill_Tracker_V5_blank-81.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>Lawmakers across the U.S. proved again in 2021 that marijuana reform will continue to advance on the state level despite the recalcitrance of Congress to end federal prohibition.<\/p>\n<p>As more eyes turn to 2022 legislative sessions, a report from NORML that was released on Monday details advocates\u2019 progress on the cannabis front this year in more than 25 states, where over 50 pieces of marijuana reform legislation were enacted.<\/p>\n<p>Most notably, legislatures and governors in five states enacted recreational legalization\u2014a notable trend given that the reform has historically been decided by voters as ballot initiatives. But 2021 has also seen more modest policy changes related to medical cannabis, decriminalization and social equity.<\/p>\n<p>\u201cState lawmakers took unprecedented steps this year to repeal marijuana prohibition laws and to provide relief to those millions of Americans who have suffered as a result of them,\u201d NORML Deputy Director Paul Armentano said in a press release.<\/p>\n<p>Of course, one of the primary objectives of reform advocates is to comprehensively end prohibition. To that end, the legislatures of <a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-marijuana-legalization-into-law\/\" target=\"_blank\" rel=\"noopener\">Connecticut<\/a>, <a href=\"https:\/\/www.marijuanamoment.net\/new-jersey-lawmakers-send-marijuana-compromise-bill-to-governors-desk-setting-stage-for-legal-sales\/\" target=\"_blank\" rel=\"noopener\">New Jersey<\/a>, <a href=\"https:\/\/www.marijuanamoment.net\/new-mexico-governor-signs-marijuana-legalization-bill-making-state-third-to-enact-reform-within-days\/\" target=\"_blank\" rel=\"noopener\">New Mexico<\/a>, <a href=\"https:\/\/www.marijuanamoment.net\/new-york-governor-signs-marijuana-legalization-bill-hours-after-lawmakers-put-it-on-his-desk\/\" target=\"_blank\" rel=\"noopener\">New York<\/a> and <a href=\"https:\/\/www.marijuanamoment.net\/virginia-governor-signs-marijuana-legalization-bill-in-ceremonial-event-even-though-its-already-enacted\/\" target=\"_blank\" rel=\"noopener\">Virginia<\/a> each legalized marijuana for adult use this year. (New Jersey\u2019s action came months after voters approved a referendum on the issue during last November\u2019s election.)<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/norml\/posts\/10161426749688032\" data-width=\"552\" \/>\n<p>In Rhode Island, the <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-senate-approves-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">Senate approved a marijuana legalization bill<\/a> in June. While legislative leaders discussed holding a special session to send a final measure to the governor\u2019s desk, it now appears more likely that the issue will be taken up again in 2022.<\/p>\n<p>North Dakota\u2019s House also <a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-house-approves-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">passed a recreational legalization bill<\/a>, but <a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-senate-rejects-house-passed-marijuana-legalization-bill-ceding-issue-to-activists-for-ballot-measure\/\" target=\"_blank\" rel=\"noopener\">it was later rejected in the Senate<\/a>.<\/p>\n<p>Louisiana lawmakers, meanwhile, passed legislation this year that <a href=\"https:\/\/www.marijuanamoment.net\/louisiana-governor-signs-marijuana-decriminalization-bill-into-law\/\" target=\"_blank\" rel=\"noopener\">decriminalizes possession of up to 14 grams of cannabis<\/a>.<\/p>\n<p>With respect to expungements for prior marijuana convictions, reform measures meant to help provide people with relief were approved in Colorado, Delaware, New Mexico and Virginia, NORML reported.<\/p>\n<p>As an example, the governor of Colorado signed a bill in May to <a href=\"https:\/\/www.marijuanamoment.net\/colorado-governor-signs-bill-to-double-marijuana-possession-limit-and-calls-for-pardons-review\/\" target=\"_blank\" rel=\"noopener\">double the marijuana possession limit for adults<\/a> in the state\u2014and he also directed state law enforcement to identify people with prior convictions for the new limit who he may be able to pardon.<\/p>\n<p>Separately, Alabama\u2019s governor signed legislation that same month to <a href=\"https:\/\/www.marijuanamoment.net\/alabama-governor-signs-medical-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">legalize medical cannabis in the state<\/a>.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is already <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,200 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/11\/MM_Bill_Tracker_V5_blank-80.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<p>At least 15 states took steps to expand existing medical marijuana programs. They range from California, where hospitals will now be <a href=\"https:\/\/www.marijuanamoment.net\/california-governor-signs-bill-to-allow-medical-marijuana-use-in-hospitals-for-severely-ill-patients\/\" target=\"_blank\" rel=\"noopener\">required to permit medical cannabis use<\/a> by certain patients, to Texas, where <a href=\"https:\/\/www.marijuanamoment.net\/texas-governor-signs-medical-marijuana-expansion-bill\/\" target=\"_blank\" rel=\"noopener\">patients can now qualify for low-THC marijuana products<\/a> if they suffer from post-traumatic stress disorder or cancer.<\/p>\n<p>As state markets have continued to evolve, some lawmakers have turned their attention to enhancing social equity in the industry. And to that end, five state legislatures advanced reform this year.<\/p>\n<p>For example, Illinois passed a bill to <a href=\"https:\/\/www.marijuanamoment.net\/illinois-marijuana-equity-licensing-bill-heads-to-governors-desk\/\" target=\"_blank\" rel=\"noopener\">create additional marijuana licensing lotteries<\/a> to expand business opportunities. And in Michigan, the governor signed a bill this month that makes it so people with cannabis-related felony or misdemeanor convictions on their record are <a href=\"https:\/\/www.marijuanamoment.net\/michigan-governor-signs-bill-ending-medical-marijuana-license-ban-for-people-with-past-convictions\/\" target=\"_blank\" rel=\"noopener\">no longer disqualified from obtaining a medical cannabis business license<\/a>.<\/p>\n<p>NORML also <a href=\"https:\/\/norml.org\/blog\/2021\/11\/29\/norml-issues-report-highlighting-2021-state-legislative-victories\/\" target=\"_blank\" rel=\"noopener\">documented<\/a> other reform bills related to the business industry, driving\/DUI policies, juvenile justice and more. One miscellaneous measure that was enacted in California, for example, makes it so non-intoxicating cannabinoids, including CBD, can be <a href=\"https:\/\/www.marijuanamoment.net\/california-governor-signs-bill-legalizing-smokable-hemp-and-sale-of-cbd-infused-foods-and-drinks\/\" target=\"_blank\" rel=\"noopener\">sold as dietary supplements and as ingredients<\/a> in food and beverages.<\/p>\n<p>\u201cAs we approach the 2022 legislative session and the elections next November, it is important for lawmakers of all political persuasions to recognize that advocating for marijuana policy reforms is a political opportunity, not a political liability,\u201d NORML\u2019s Armentano <a href=\"https:\/\/norml.org\/blog\/2021\/11\/29\/norml-issues-report-highlighting-2021-state-legislative-victories\/\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cThese policies are popular among voters, regardless of political party.\u201d<\/p>\n<p>Activists and lawmakers have made clear that the cannabis reform momentum will continue through the new year.<\/p>\n<p>On Monday, for instance, a Kentucky lawmaker announced that she is pre-filing bills to <a href=\"https:\/\/www.marijuanamoment.net\/kentucky-lawmaker-pre-files-marijuana-legalization-bills-for-2022-session\/\" target=\"_blank\" rel=\"noopener\">legalize possession, limited sales and home cultivation<\/a> of marijuana in the state for the 2022 session.<\/p>\n<p>In the South Dakota legislature, a cannabis reform bill has been <a href=\"https:\/\/www.marijuanamoment.net\/south-dakota-supreme-court-invalidates-2020-marijuana-legalization-initiative-as-activists-pursue-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">formally recommended by a leadership panel<\/a> for the upcoming session. And activists will also continue <a href=\"https:\/\/www.marijuanamoment.net\/south-dakota-marijuana-activists-delay-legalization-signature-delivery-after-missing-initial-deadline\/\" target=\"_blank\" rel=\"noopener\">collecting signatures for a 2022 ballot initiative<\/a>\u2014though they hope to work with lawmakers to advance reform legislatively ahead of next year\u2019s election.<\/p>\n<p>The Indiana Democratic party is mounting a push for marijuana legalization and <a href=\"https:\/\/www.marijuanamoment.net\/indiana-democratic-party-backs-marijuana-legalization-and-pledges-2022-reform-push\/\" target=\"_blank\" rel=\"noopener\">calling on state lawmakers to enact the reform<\/a> in 2022.<\/p>\n<p>Arkansas activists are also hoping to place <a href=\"https:\/\/www.marijuanamoment.net\/arkansas-activists-file-new-marijuana-legalization-initiative-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">marijuana legalization on the state\u2019s 2022 ballot<\/a>.<\/p>\n<p>Last month, Oklahoma activists <a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-activists-file-marijuana-legalization-and-medical-cannabis-reform-initiatives-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">filed a pair of 2022 ballot initiatives<\/a> to legalize adult-use marijuana and remodel the state\u2019s existing medical cannabis program.<\/p>\n<p>In Nebraska, advocates unveiled the language of <a href=\"https:\/\/www.marijuanamoment.net\/nebraska-advocates-launch-signature-drive-for-2022-medical-marijuana-ballot-measures\/\" target=\"_blank\" rel=\"noopener\">a pair of initiatives to legalize medical marijuana<\/a> in the state last month.<\/p>\n<p>This summer, New Hampshire lawmakers discussed a <a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-lawmakers-take-first-step-to-put-marijuana-legalization-on-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">new strategy to legalize marijuana in the state<\/a> that involves putting a proposed constitutional amendment on the ballot for voters to decide on in 2022.<\/p>\n<p>Wyoming activists, meanwhile, are working to collect signatures for 2022 ballot initiatives to <a href=\"https:\/\/www.marijuanamoment.net\/wyoming-activists-jumpstart-signature-gathering-for-2022-marijuana-ballot-initiatives\/\" target=\"_blank\" rel=\"noopener\">legalize medical marijuana and decriminalize cannabis possession<\/a>.<\/p>\n<p>A Maryland House working group has been tasked with <a href=\"https:\/\/www.marijuanamoment.net\/maryland-lawmakers-take-first-step-toward-putting-marijuana-legalization-on-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">studying marijuana and preparing a legalization referendum<\/a> that the speaker wants to put on next year\u2019s ballot.<\/p>\n<p>Just months ago, Ohio activists were cleared to begin collecting signatures for a 2022 ballot initiative to legalize marijuana in the state.
