It will also provide broader drug harm reduction services and restrict advertising of tobacco and alcohol, along with cannabis.<\/p>\n<p>As it stands, personal possession of marijuana is decriminalized in Germany, and there is a medical cannabis program in place. It was 2017 when members of the Christian Democratic Union and its ally the Christian Social Union entered into talks with Free Democrats and Greens <a href=\"https:\/\/www.marijuanamoment.net\/merkel-may-agree-legalize-marijuana-germany-coalition-deal\/\" target=\"_blank\" rel=\"noopener\">about advancing legalization<\/a>.<\/p>\n<p>Police unions in Germany have come out <a href=\"https:\/\/www.politico.eu\/article\/germany-cannabis-legal-coalition-deal-government-police\/\" target=\"_blank\" rel=\"noopener\">against<\/a> plans to legalize marijuana.<\/p>\n<p>In neighboring Luxembourg, the ministers of justice and homeland security <a href=\"https:\/\/www.marijuanamoment.net\/luxembourg-set-to-become-first-european-country-to-legalize-marijuana-following-government-recommendation\/\" target=\"_blank\" rel=\"noopener\">last month unveiled a legalization proposal<\/a>, which will still require a vote in the Parliament but is expected to pass. For now, the country is focusing on legalization within a home setting. Parliament is expected to vote on the proposal in early 2022, and the ruling parties are friendly to the reform.<\/p>\n<p>If either Germany or Luxembourg moves ahead and enacts the reform, they would be the first in Europe to do so. Canada and Uruguay have already legalized recreational cannabis.<\/p>\n<p>In North America, meanwhile, the U.S. House Judiciary Committee <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-key-house-committee-to-vote-on-federal-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">approved a bill in September to legalize marijuana<\/a> and promote social equity. Senate leadership is also <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-long-anticipated-federal-marijuana-legalization-bill-unveiled-by-schumer-wyden-and-booker\/\" target=\"_blank\" rel=\"noopener\">finalizing a comprehensive reform proposal<\/a>. Several Republican members of Congress introduced a bill on Monday <a href=\"https:\/\/www.marijuanamoment.net\/republican-lawmakers-file-bill-to-tax-and-regulate-marijuana-as-alternative-to-democratic-proposals\/\" target=\"_blank\" rel=\"noopener\">to federally legalize and tax marijuana<\/a>.<\/p>\n<p>In Mexico, the legislature expected to <a href=\"https:\/\/www.marijuanamoment.net\/top-mexican-senator-blames-u-s-for-marijuana-criminalization-ahead-of-legalization-vote-expected-next-month\/\" target=\"_blank\" rel=\"noopener\">vote on a bill to regulate cannabis within weeks<\/a>, a top senator recently said.
