We can break the cannabis oligopoly here in DC if we just legalize with the little guy in mind.\u201d<\/p>\n<p>Cottage industry licensees would also be allowed to use their homes as storefronts and do businesses as long as they don\u2019t have more than four adult consumers in a given day. The amendment lays out penalties for violating that provision.<\/p>\n<p>\u201cThis amendment represents the will of the D.C. cannabis community. It\u2019s thoughtful with respect to the local diversity, comprehensive, and carefully worded,\u201d Schiller said. \u201cThe message was clear that many D.C. residents want to be a part of the coming commercial cannabis marketplace, but they fear they will be unfairly excluded from ownership and partnership in a cannabis enterprise. Mayor Muriel Bowser (D) said in April that <a href=\"https:\/\/www.marijuanamoment.net\/d-c-is-ready-to-legalize-marijuana-sales-as-soon-as-congress-gets-out-of-the-way-mayor-says\/\" target=\"_blank\" rel=\"noopener\">local officials are prepared to move forward<\/a>\u00a0with\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/washington-d-c-could-allow-marijuana-sales-under-mayors-new-bill-and-democratic-control-of-congress\/\" target=\"_blank\" rel=\"noopener\">implementing a legal system of recreational marijuana sales<\/a>\u00a0in the nation\u2019s capital just as soon as they can get over the final \u201churdle\u201d of congressional interference.<\/p>\n<p>Bowser introduced a cannabis commerce bill in February, though her measure is not being considered at Friday\u2019s hearing alongside the <a href=\"https:\/\/www.marijuanamoment.net\/top-washington-d-c-lawmaker-files-competing-legal-marijuana-bill-days-after-mayor-unveils-her-plan\/\" target=\"_blank\" rel=\"noopener\">cannabis legalization proposal\u00a0put forward by Mendelson<\/a>.<\/p>\n<p>Activists successfully pushed for a separate bill from the chairman in recent weeks, with <a href=\"https:\/\/www.marijuanamoment.net\/dc-lawmakers-remove-marijuana-bill-provision-that-threatened-crackdown-on-unregulated-market\/\" target=\"_blank\" rel=\"noopener\">the sponsor removing a provision of the legislation<\/a> that could have led to a broad crackdown on the city\u2019s unregulated market for recreational cannabis.<\/p>\n<p>As previously drafted, the measure would have punished businesses that \u201cgift\u201d marijuana in a manner that effectively circumvents the local prohibition on retail cannabis sales.<\/p>\n<p>Advocates argued that criminalizing those who are filling the regulatory gap would have ultimately perpetuated the same systemic inequities that voters and lawmakers have worked to resolve by ending prohibition.<\/p>\n<p>Separately, another group of activists recently\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/activists-push-d-c-lawmakers-to-decriminalize-drugs-and-promote-harm-reduction-with-new-campaign\/\" target=\"_blank\" rel=\"noopener\">announced an effort to pressure local lawmakers enact<\/a>\u00a0broad drug decriminalization, with a focus on promoting harm reduction programs, in the nation\u2019s capital.
