It\u2019s part of a broader package of reform measures the agencies are recommending.<\/p>\n<p>Under the marijuana measure, adults 18 and older could grow up to four plants. However, under the non-commercial model that is being proposed, possessing more than three grams in public would still be a civil offense, carrying a fine of \u20ac25-500 ($29-581). Cannabis has been widely decriminalized in certain countries in the continent, but it has remained criminalized by statute.<\/p>\n<p>Government sources in Luxembourg told The Guardian that plans are in the works to develop a program where the state regulates the production and distribution of marijuana. Tamson said they are working to resolve \u201cinternational constraints\u201d before taking that step, however, referring to United Nations treaty obligations that multiple U.S. states and other countries like Canada and Uruguay have openly flouted.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The measures include:<\/p>\n<p><img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/10\/1f7e2.png\" alt=\"&#x1F7E2;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/> Regulation of cannabis use and cultivation: adults will be able to legally cultivate up to four cannabis plants for their own use, provided the cultivation is happening at their place of residence.<\/p>\n<p>\u2014 European Greens (@europeangreens) <a href=\"https:\/\/twitter.com\/europeangreens\/status\/1451564506132455426?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">October 22, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>For now, the country is focusing on legalization within a home setting. Parliament is expected to vote on the proposal in early 2022, and the ruling parties are friendly to the reform.<\/p>\n<p>This has been a long time coming, as a coalition of major parties of Luxembourg <a href=\"https:\/\/gouvernement.lu\/en\/publications\/accord-coalition\/2018-2023.html\" target=\"_blank\" rel=\"noopener\">agreed<\/a> in 2018 to enact legislation allowing \u201cthe exemption from punishment or even legalization\u201d of cannabis.<\/p>\n<p>Meanwhile in the U.S., congressional lawmakers are working to advance legalization legislation. A key House committee recently <a href=\"https:\/\/www.marijuanamoment.net\/watch-live-key-house-committee-to-vote-on-federal-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">approved a bill to end marijuana prohibition<\/a>, and Senate leadership is finalizing a separate reform proposal.<\/p>\n<p>In Mexico, a top Senator said this week that lawmakers could <a href=\"https:\/\/www.marijuanamoment.net\/top-mexican-senator-says-marijuana-legalization-bill-may-be-taken-up-within-weeks\/\" target=\"_blank\" rel=\"noopener\">advance legislation to regulate marijuana<\/a> in the coming weeks.
