{"id":49660,"date":"2021-08-27T04:53:36","date_gmt":"2021-08-27T12:53:36","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/08\/27\/usda-launches-national-survey-of-20000-hemp-farmers-to-inform-policy-and-industry-stakeholders\/"},"modified":"2021-08-27T13:45:41","modified_gmt":"2021-08-27T21:45:41","slug":"usda-launches-national-survey-of-20000-hemp-farmers-to-inform-policy-and-industry-stakeholders","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/08\/27\/usda-launches-national-survey-of-20000-hemp-farmers-to-inform-policy-and-industry-stakeholders\/","title":{"rendered":"USDA Launches National Survey Of 20,000 Hemp Farmers To Inform Policy And Industry Stakeholders"},"content":{"rendered":"<\/p>\n<p>The U.S. Department of Agriculture (USDA) is moving forward with a large-scale survey to gain insight into the hemp market that\u2019s emerged since the crop was federally legalized under the 2018 Farm Bill.<\/p>\n<p>After <a href=\"https:\/\/www.marijuanamoment.net\/usda-seeks-white-house-permission-for-national-hemp-survey\/\" target=\"_blank\" rel=\"noopener\">requesting permission from the White House<\/a> earlier this year to conduct the survey of about 20,000 hemp farmers, the agency\u2019s National Agricultural Statistics Service announced on Thursday that the forms are being finalized to be filled out via mail or online.<\/p>\n<p>USDA is asking questions about plans for outdoor hemp production, acreage for operations, primary and secondary uses for the crop and what kinds of prices producers are able to bring in. The questionnaire lists preparations such as smokeable hemp, extracts like CBD, grain for human consumption, fiber and seeds as areas the department is interested in learning about.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Frequently Asked Questions for <a href=\"https:\/\/twitter.com\/usda_nass?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@usda_nass<\/a>\u2019s 2021 Hemp Acreage and Production Survey are now available. The survey will collect information on the total planted and harvested area, yield, production, and value of <a href=\"https:\/\/twitter.com\/hashtag\/hemp?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#hemp<\/a> in the United States. Learn more: <a href=\"https:\/\/t.co\/ulHsYPgmYP\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/ulHsYPgmYP<\/a> <a href=\"https:\/\/t.co\/CtfTATkaSV\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/CtfTATkaSV<\/a><\/p>\n<p>\u2014 National Agricultural Statistics Service (@usda_nass) <a href=\"https:\/\/twitter.com\/usda_nass\/status\/1430992185684594696?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">August 26, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>The <a href=\"https:\/\/omb.report\/icr\/202105-0535-004\/doc\/112628600\" target=\"_blank\" rel=\"noopener\">survey<\/a> also goes over whether farmers are hand-trimming the hemp they produce, if they plan to extract cannabinoids or terpenes from the crop, what kind of yields they\u2019ve harvested and how they obtain the seeds and clones they use.<\/p>\n<p>\u201cThe purpose of the proposed initial survey is to develop national and State estimates of the hemp planted and produced in 2020,\u201d a USDA explanatory document says. \u201cThe survey will be conducted annually. The questionnaires used for this survey will collect data for hemp produced in the open as well as under cover (greenhouses, low or high tunnels, hoop houses, etc.).\u201d<\/p>\n<p>\u201cHemp produced in the open will have data collected for five categories of hemp (flower, grain, fiber, seed, and other). Hemp produced under cover will have data collected for four categories of hemp (flower, clones or transplants, seed, or other),\u201d it <a href=\"https:\/\/omb.report\/icr\/202105-0535-004\/doc\/112973500\" target=\"_blank\" rel=\"noopener\">continues<\/a>. \u201cSimilar questions will be asked for these different categories relating to amount harvested and prices received for each of the crops. In addition, there will be some demographic questions about the operator.\u201d<\/p>\n<p>A video posted by USDA says the survey results will help \u201cset the benchmark for hemp acreage and production to assist regulatory agencies, producers, state governments, processors, and other key industry entities.\u201d<\/p>\n<p>Another <a href=\"https:\/\/omb.report\/icr\/202105-0535-004\/doc\/112973700\" target=\"_blank\" rel=\"noopener\">document<\/a> <a href=\"https:\/\/omb.report\/icr\/202105-0535-004\" target=\"_blank\" rel=\"noopener\">seems<\/a> to outline the types of reports that USDA plans to issue once the data is collected. It will describe the amount of hemp flower, fiber, grain and seed was produced in 2021, as well as the value of those products and the acreage needed to cultivate them.<\/p>\n<p>Starting around October 1, the agency will be mailing out a series of notices and reminders to industry operators to encourage them to participate in the survey. \u201cAccurate information is essential to make informed decisions about this up-and-coming industry,\u201d one mailer says.<\/p>\n<p>USDA initially published a notice about its <a href=\"https:\/\/www.marijuanamoment.net\/usda-seeks-information-from-20000-hemp-farmers-on-production-practices\/\" target=\"_blank\" rel=\"noopener\">intent to secure White House permission<\/a> to conduct the survey in February.<\/p>\n<p>Hemp businesses, including farms, will be involved in the survey. USDA estimated that the collective time that will be taken to complete the surveys will be 7,531 hours.<\/p>\n<p>Last year, USDA announced plans to distribute a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/usda-wants-to-survey-18000-hemp-businesses-about-how-they-grow-and-sell-the-crop\/\" target=\"_blank\" rel=\"noopener\">separate national survey to gain insights from thousands of hemp businesses<\/a>\u00a0that could inform its approach to regulating the industry.<\/p>\n<p>That survey is being completed in partnership with National Association of State Departments of Agriculture and the University of Kentucky. The department said it wanted to learn about \u201ccurrent production costs, production practices, and marketing practices\u201d for hemp.<\/p>\n<p>There\u2019s still much to learn about the burgeoning market, even as USDA\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/usda-approves-hemp-regulatory-plans-from-rhode-island-and-another-indian-tribe\/\" target=\"_blank\" rel=\"noopener\">continues to approve state regulatory plans<\/a> for the crop. Most recently, the agency <a href=\"https:\/\/www.marijuanamoment.net\/colorado-hemp-plan-wins-approval-from-federal-government-and-willie-nelson\/\" target=\"_blank\" rel=\"noopener\">approved a hemp plan submitted by Colorado<\/a>, where officials have consistently insisted that the state intends to be a leader in the space.<\/p>\n<p>While USDA\u2019s final rule for hemp took effect on March 22, the agency is evidently still interested in gathering information to further inform its regulatory approach going forward.
