Now, activists in roughly a dozen states are moving to put cannabis legalization proposals directly before voters in 2022.<\/p>\n<p>Across the country, advocates are in the early stages of drafting proposals, collecting signatures and engaging in public outreach to build support for medical and recreational cannabis legalization measures that they hope to see voted on next year. In at least one state, activists are working to qualify a measure to legalize psychedelic mushrooms for next November\u2019s ballot. And in others, lawmakers may take it upon themselves to put cannabis referendums up for the general election without the need for citizen petitions.<\/p>\n<p>\u201cCannabis reform advocates have been winning ballot initiative campaigns in every single election cycle since 2012, and next year will be no different,\u201d Matthew Schweich, deputy director for the Marijuana Policy Project, told Marijuana Moment. \u201cAcross the country, in red and blue states alike, Americans are sick and tired of criminalizing cannabis, a policy that has utterly failed by any reasonable metric. We don\u2019t yet know exactly which states will have cannabis reform initiatives on the ballot next year, but they will emerge and I am confident that they will prevail on Election Day.\u201d<\/p>\n<p>Here\u2019s a breakdown of where cannabis legalization and other drug policy reforms could be decided by voters in 2022, as well as a look at a handful of local efforts to enact marijuana policy changes via municipal ballot initiatives this year.<\/p>\n<h2>Arkansas<\/h2>\n<p>Arkansas activists are collecting signatures to <a href=\"https:\/\/www.marijuanamoment.net\/arkansas-marijuana-activists-push-for-legalization-ballot-initiative-in-2022\/\" target=\"_blank\" rel=\"noopener\">place adult-use marijuana legalization on the state\u2019s 2022 ballot<\/a>.<\/p>\n<p>The group, Arkansas True Grass, is proposing a system of regulated sales for adults 21 and older, allowing them to purchase up to four ounces of cannabis and grow up to 12 plants for personal use.\u00a0There would be no limit on possession if it\u2019s out of the public\u2019s view.<\/p>\n<p>True Grass and a separate groups of activists attempted to place marijuana legalization initiatives on the 2020 ballot, but both campaigns were derailed by the coronavirus pandemic and failed to collect enough signatures by the deadline.<\/p>\n<h2>California<\/h2>\n<p>California psychedelics activists recently filed a petition for the 2022 ballot to make the state <a href=\"https:\/\/www.marijuanamoment.net\/california-activists-file-psilocybin-legalization-ballot-measure-as-legislature-advances-broader-psychedelics-bill\/\" target=\"_blank\" rel=\"noopener\">the first in the nation to legalize psilocybin mushrooms<\/a> for any use.<\/p>\n<p>The measure\u2014titled the California Psilocybin Initiative\u2014would legalize the \u201cpersonal, medical, therapeutic, religious, spiritual, and dietary use of Psilocybin Mushrooms\u201d for adults 21 and older.<\/p>\n<p>Further, the initiative would allow for the cultivation, retail sale, social sharing and on-site consumption of the psychedelic.<\/p>\n<p>Decriminalize California attempted to <a href=\"https:\/\/www.marijuanamoment.net\/california-psilocybin-mushroom-legalization-campaign-ends-after-signature-deadline-passes\/\" target=\"_blank\" rel=\"noopener\">get a similar measure on the November 2020 ballot<\/a>, but they faced signature gathering complications due to the coronavirus pandemic and ultimately abandoned that effort.<\/p>\n<h2>Idaho<\/h2>\n<p>Advocates in Idaho are working to advance separate measures to legalize possession of recreational marijuana and to create a system of legal medical cannabis sales.<\/p>\n<p>State officials recently <a href=\"https:\/\/www.marijuanamoment.net\/idaho-officials-clear-marijuana-activists-to-collect-signatures-for-revised-legalization-ballot-measure\/\" target=\"_blank\" rel=\"noopener\">cleared activists to begin collecting signatures<\/a> for a revised initiative to legalize possession of marijuana that they hope to place before voters on the 2022 ballot.<\/p>\n<p>The legalization initiative would be fairly limited in scope compared to those that have passed in other states. It would make it so possession of up to three ounces of marijuana would be lawful on private property for adults 21 and older.<\/p>\n<p>Home cultivation would be prohibited, however, and there would be no legal and licensed system of cannabis retailers. The idea is for consumers to be able to buy cannabis in neighboring states that have legal retail operations and then bring the product back to Idaho to be consumed privately at home.<\/p>\n<p>Meanwhile, a separate\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/idaho-medical-marijuana-activists-approved-for-signature-gathering-amid-legislative-complications\/\" target=\"_blank\" rel=\"noopener\">campaign to legalize medical cannabis in the state<\/a>\u00a0is also underway, with advocates actively collecting signatures to qualify that measure for next year\u2019s ballot.<\/p>\n<p>Under the proposal, qualifying patients would be able to purchase and possess up to four ounces of marijuana. Those with a \u201chardship designation\u201d could also cultivate up to six plants.<\/p>\n<p>The initiative lists twelve conditions that would make a patient eligible for medical cannabis, but it also extends to any terminal disease or severe chronic illness. The state health department would be able to add additional conditions as it sees fit.<\/p>\n<p>A 2020 effort to <a href=\"https:\/\/www.marijuanamoment.net\/top-idaho-official-dismisses-medical-marijuana-campaign-request-for-signature-gathering-relief\/\" target=\"_blank\" rel=\"noopener\">put medical marijuana legalization before Idaho voters<\/a> was impeded by the coronavirus pandemic.<\/p>\n<h2>Maryland<\/h2>\n<p>Maryland\u2019s House speaker recently pledged that lawmakers will pass legislation to <a href=\"https:\/\/www.marijuanamoment.net\/top-maryland-lawmaker-pledges-to-put-marijuana-legalization-on-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">put the question of marijuana legalization before voters<\/a> as a referendum on the 2022 ballot. She\u2019s formed a cannabis working group to assess the best way to structure the reform.<\/p>\n<p>\u201cThe House will pass legislation early next year to put this question before the voters but we need to start looking at changes needed to State law now,\u201d Speaker Adrienne Jones (D) said in a press release.<\/p>\n<p>Legalization legislation did begin to move through the legislature this session, but no votes were ultimately held.<\/p>\n<p>The Senate Finance Committee held a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-legalization-bill-sponsored-by-senate-leaders-gets-hearing-as-lawmakers-work-to-merge-with-house-plan\/\" target=\"_blank\" rel=\"noopener\">hearing in March on a legalization bill sponsored by top lawmakers<\/a>, including the body\u2019s president, majority leader and key committee chairs. That followed a House Judiciary Committee\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/maryland-lawmakers-hold-first-committee-hearing-on-marijuana-legalization\/\" target=\"_blank\" rel=\"noopener\">hearing on a separate cannabis proposal<\/a>\u00a0in February.<\/p>\n<p>Lawmakers had worked to reconcile the differences between the House and Senate proposals in the hopes of getting something to the desk of Gov. Larry Hogan (R), who has not endorsed legalization but has\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/voters-in-two-states-nominate-marijuana-legalization-supporters-for-governor\/\" target=\"_blank\" rel=\"noopener\">signaled he may be open to considering the idea<\/a>.<\/p>\n<h2>Mississippi<\/h2>\n<p>No initiatives have been filed for the 2022 ballot so far, but advocates say it\u2019s possible a campaign could launch if the legislature fails to enact medical cannabis legalization <a href=\"https:\/\/www.marijuanamoment.net\/mississippi-lawmakers-very-close-to-deal-on-medical-marijuana-bill-negotiators-say\/\" target=\"_blank\" rel=\"noopener\">during a special session this year<\/a> or ends up passing a bill that has less robust patient protections than they want.<\/p>\n<p>A medical marijuana measure was overwhelmingly approved by voters during the 2020 election, but <a href=\"https:\/\/www.marijuanamoment.net\/mississippi-supreme-court-overturns-medical-marijuana-legalization-ballot-that-voters-approved\/\" target=\"_blank\" rel=\"noopener\">the state Supreme Court shot it down<\/a> following a legal challenge to the entire ballot system.<\/p>\n<h2>Missouri<\/h2>\n<p>A group of Missouri marijuana activists <a href=\"https:\/\/www.marijuanamoment.net\/missouri-marijuana-activists-file-legalization-initiatives-for-2022-as-other-groups-prepare-separate-measures\/\" target=\"_blank\" rel=\"noopener\">recently a number of separate initiatives<\/a> to put marijuana reform on the state\u2019s 2022 ballot, a move that comes as other advocacy groups are preparing separate efforts to collect signatures for cannabis ballot petitions of their own. Meanwhile, still other activists are focusing on getting the legislature to pass a resolution to place the question of legalization before voters next year.<\/p>\n<p>One group, Fair Access Missouri, is exploring multiple citizen initiatives with the hopes of getting at least one on the ballot next year. Several proposals they\u2019ve filed would create a system of legalized cannabis sales for adults 21 and older, while another would simply amend the state\u2019s existing medical marijuana program.<\/p>\n<p>The purpose of the measures is to \u201cpermit the safe and legal use of cannabis by adults over the age of 21 and to responsibly regulate the cultivation, processing, manufacturing, and distribution of cannabis,\u201d the text states. \u201cThe people of Missouri have a right to enjoy the benefits of their labor free from unreasonable regulation.\u201d<\/p>\n<p>This group isn\u2019t alone in working to put legalization on the 2022 ballot. New Approach Missouri, which successfully got a\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-voters-approve-medical-marijuana-measure\/\" target=\"_blank\" rel=\"noopener\">medical cannabis initiative passed by voters in 2018<\/a>, is also\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/missouri-activists-plan-marijuana-legalization-initiative-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">planning to file a broader reform initiative<\/a> soon through its campaign committee Legal Missouri 2022. Details of the proposal have yet to be released, however.<\/p>\n<h2>Nebraska<\/h2>\n<p>Nebraska marijuana activists are <a href=\"https:\/\/www.marijuanamoment.net\/nebraska-marijuana-activists-plan-mass-scale-medical-cannabis-campaign-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">gearing up for a \u201cmass scale\u201d campaign<\/a> to put medical cannabis legalization on the state\u2019s 2022 ballot after the legislature\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nebraska-medical-marijuana-legalization-bill-stalls-in-legislature-amid-filibuster\/\" target=\"_blank\" rel=\"noopener\">failed to pass a bill to enact the reform<\/a>\u00a0this session.<\/p>\n<p>And since the state Supreme Court\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nebraska-supreme-court-hears-case-challenging-medical-marijuana-ballot-initiative\/\" target=\"_blank\" rel=\"noopener\">invalidated a measure that qualified for the 2020 ballot<\/a> based on a statutory challenge, voters can <a href=\"https:\/\/www.marijuanamoment.net\/nebraska-medical-marijuana-advocates-reveal-updated-2022-ballot-strategy-featuring-two-separate-initiatives\/\" target=\"_blank\" rel=\"noopener\">expect to see two complementary initiatives<\/a> that are currently being vetted by lawyers to ensure that opponents can\u2019t leverage the legal system to block the policy change again.<\/p>\n<p>To avoid a single subject challenge, the plan is to put separate statutory initiatives before voters that would direct the legislature to pass a bill establishing legal protections for patients and doctors around cannabis and also to require lawmakers to pass legislation allowing private companies to produce and sell medical marijuana products.<\/p>\n<p>Sens. Anna Wishart (D) and Adam Morfeld (D) have been involved in the medical cannabis campaign, and the pair announced in December that they would also work to put the question of\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nebraska-senators-will-work-to-put-recreational-marijuana-on-the-ballot-in-2022\/\" target=\"_blank\" rel=\"noopener\">legalizing marijuana for adult use before voters in 2022<\/a>\u2014though it\u2019s not clear if they still intend to pursue the broader reform.<\/p>\n<p>Nebraska\u2019s attorney general argued in an opinion in 2019 that efforts to legalize medical marijuana in the state <a href=\"https:\/\/www.marijuanamoment.net\/nebraska-attorney-general-argues-legalizing-medical-marijuana-is-unconstitutional\/?fbclid=IwAR1NFSGnNT48msGDrMvZnsVb2LFY9xRdyTxG8Nl0UzuGn9IcFrC_gh38ssg\" target=\"_blank\" rel=\"noopener noreferrer\">would be preempted by federal law<\/a>\u00a0and \u201cwould be, therefore, unconstitutional.\u201d<\/p>\n<h2>North Dakota<\/h2>\n<p>After a House-passed bill to\u00a0legalize marijuana in North Dakota was\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-senate-rejects-house-passed-marijuana-legalization-bill-ceding-issue-to-activists-for-ballot-measure\/\" target=\"_blank\" rel=\"noopener\">rejected by the Senate in March<\/a>, some senators hatched a plan to <a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-senators-move-to-put-marijuana-on-2022-ballot-after-killing-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">advance the issue by referring it to voters on the 2022 ballot<\/a>. While their resolution advanced through a key committee, the full Senate blocked it.<\/p>\n<p>However, activists with the group\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-activists-submit-2022-marijuana-legalization-ballot-initiative\/\" target=\"_blank\" rel=\"noopener\">North Dakota Cannabis Caucus are collecting signatures<\/a> to qualify a constitutional amendment to legalize cannabis for the 2022 ballot.<\/p>\n<p>A separate group, Legalize ND, is also planning to push for a legalization ballot measure, though details of that initiative are yet to be seen. Legalize ND placed a <a href=\"https:\/\/www.marijuanamoment.net\/north-dakota-voters-reject-marijuana-legalization-measure\/\" target=\"_blank\" rel=\"noopener\">legalization measure on the 2018 ballot that was defeated<\/a>\u00a0by voters. They tried to qualify another initiative last year but signature gathering complications caused by the coronavirus pandemic got in the way.<\/p>\n<h2>Ohio<\/h2>\n<p>Ohio marijuana activists recently unveiled <a href=\"https:\/\/www.marijuanamoment.net\/ohio-marijuana-activists-launch-ballot-campaign-to-push-lawmakers-to-enact-legalization\/\" target=\"_blank\" rel=\"noopener\">a new plan to legalize cannabis<\/a> in the state via the ballot as lawmakers <a href=\"https:\/\/www.marijuanamoment.net\/ohio-lawmakers-officially-file-marijuana-legalization-bill-in-historic-first-for-the-state\/\" target=\"_blank\" rel=\"noopener\">pursue separate reform legislation<\/a>.<\/p>\n<p>Voters rejected a 2015 legalization initiative, and advocates suspended a campaign to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/ohio-activists-formally-file-measure-to-put-marijuana-legalization-before-voters-this-year\/\" target=\"_blank\" rel=\"noopener\">place another measure on the 2020 ballot<\/a> due to the coronavirus pandemic. But more recently, the Coalition to Regulate Marijuana Like Alcohol (CTRMLA) launched a new effort to implore legislators to enact the policy change.<\/p>\n<p>The proposed law that CTRMLA is pushing would legalize possession of up to 2.5 ounces of cannabis for adults 21 and older, and they could also have up to 15 grams of marijuana concentrates. Individuals could grow up to six plants for personal use, with a maximum 12 plants per household.<\/p>\n<h2>Oklahoma<\/h2>\n<p>Oklahoma advocates <a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-activists-prepare-2022-ballot-measures-to-legalize-marijuana-and-overhaul-states-medical-cannabis-system\/\" target=\"_blank\" rel=\"noopener\">are pushing two separate initiatives<\/a> to legalize marijuana for adult use and overhaul the state\u2019s existing medical cannabis program.<\/p>\n<p>While the goal is to place both measures on the 2022 ballot, the proponents say that the intent is to have them work in parallel, complimenting and even overlapping with each other.<\/p>\n<p>The medical marijuana initiative would create a new state agency to regulate all types of legal cannabis, including hemp and high-THC marijuana, and it would establish funding for programs including research, environmental remediation and mental health services.<\/p>\n<p>The\u00a0adult-use proposal, meanwhile, would allow any adult 21 and older to purchase marijuana products from existing dispensaries. Individuals could also grow up to 12 cannabis plants at home and keep or give away the marijuana it produces.<\/p>\n<p>Oklahoma activists had previously attempted to qualify a legalization measure for the 2020 ballot.\u00a0They\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/oklahoma-activists-file-revised-2020-marijuana-legalization-measure-to-protect-medical-program\/\" target=\"_blank\" rel=\"noopener noreferrer\">filed a petition to legalize cannabis for adult use<\/a>\u00a0in December 2019, but signature gathering fell short due in part to procedural delays and the coronavirus pandemic.<\/p>\n<h2>South Dakota<\/h2>\n<p>South Dakota activists recently <a href=\"https:\/\/www.marijuanamoment.net\/south-dakota-marijuana-activists-unveil-four-legalization-initiatives-for-2022-ballot-pending-supreme-court-decision\/\" target=\"_blank\" rel=\"noopener\">filed four separate legalization measures<\/a> with the state Legislative Research Council\u2014the first step toward putting the issue before voters next year if the state Supreme Court upholds a lower court ruling that overturned the <a href=\"https:\/\/www.marijuanamoment.net\/south-dakota-approves-medical-marijuana-ballot-measure-as-recreational-legalization-results-come-in\/\" target=\"_blank\" rel=\"noopener\">legal cannabis measure that voters approved<\/a> last November.<\/p>\n<p>The four initiatives share some basic provisions, but they each take a unique approach to the policy change. There\u2019s also a fifth measure that the group is backing which would eliminate a single-subject rule for the ballot process\u2014a policy that led to a state judge\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/judge-voids-south-dakotas-marijuana-legalization-initiative-finding-voter-approved-measure-was-unconstitutional\/\" target=\"_blank\" rel=\"noopener\">deeming a 2020 recreational measure unconstitutional<\/a>.<\/p>\n<h2>Wyoming<\/h2>\n<p>Activists are seeking to put separate measures to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wyoming-activists-file-2022-marijuana-decriminalization-and-medical-cannabis-ballot-measures\/\" target=\"_blank\" rel=\"noopener\">legalize medical cannabis and decriminalize adult-use marijuana<\/a> before voters next year\u2014and the secretary of state\u2019s office recently approved the latest version of their proposed ballot language, freeing up advocates to gather a requisite 100 signatures per initiative in order to proceed to the next step.<\/p>\n<p>The Libertarian Party and state Rep. Marshall Burt (L) partnered with advocates to unveil the initial drafts of the proposals in June. The campaign, which is also being supported by Wyoming NORML, came after state lawmakers advanced but failed to pass a bill to legalize marijuana this session.<\/p>\n<p>The final text of the medical cannabis proposal states that patients could purchase and possess up to four ounces of flower and 20 grams of \u201cmedical marijuana-derived products\u201d in a 30-day period.<strong><br \/>\n<\/strong><\/p>\n<p>People with any of more than a dozen qualifying conditions\u2014including cancer, glaucoma, HIV, multiple sclerosis, Parkinson\u2019s disease and dementia\u2014would also be able to cultivate up to eight mature plants for personal use.<\/p>\n<p>Meanwhile, activists\u2019 separate decriminalization measure would impose small fines on people possessing up to four ounces of marijuana, without the threat of jail time. A first and second offense would be considered a misdemeanor punishable by a $50 fine, while a third and any subsequent offense would penalized by a $75 fine. Cultivating marijuana would be punishable by a maximum $200 fine.<\/p>\n<div class=\"fb-post fb_iframe_widget\" data-href=\"https:\/\/www.facebook.com\/christine.stenquist\/posts\/4150873418283230\" data-width=\"552\">\n<p>A bill to legalize and regulate cannabis for adult use in Wyoming\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wyoming-lawmakers-approve-marijuana-legalization-bill-sponsored-by-top-gop-leaders\/\" target=\"_blank\" rel=\"noopener\">advanced out of a House committee<\/a>\u00a0in March, but it did not move further in the legislature by the end of the session.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is already <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">tracking more than 1,200 cannabis, psychedelics and drug policy bills<\/a> in state legislatures and Congress this year. <a href=\"https:\/\/www.patreon.com\/marijuanamoment\" target=\"_blank\" rel=\"noopener\">Patreon supporters<\/a> pledging at least $25\/month get access to our interactive maps, charts and hearing calendar so they don\u2019t miss any developments.<\/strong><br \/>\n<a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" class=\"alignnone wp-image-9128 size-medium\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/08\/MM_Bill_Tracker_V5_blank-32.jpg\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><br \/>\n<strong>Learn more about our <a href=\"https:\/\/www.marijuanamoment.net\/bills\/\" target=\"_blank\" rel=\"noopener\">marijuana bill tracker<\/a> and become a <a href=\"https:\/\/www.patreon.com\/marijuanamoment\/\" target=\"_blank\" rel=\"noopener\">supporter on Patreon<\/a> to get access.<br \/>\n\u2014<\/strong><\/strong><\/p>\n<h2>Local Reform Measures<\/h2>\n<p>While advocates are hard at work pushing the marijuana and psychedelics reform initiatives at the state level for 2022, activists are also pursuing policy changes locally in cities across the country for this year.<\/p>\n<\/div>\n<p><strong>Ohio<\/strong><\/p>\n<p>In Ohio,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/four-more-ohio-cities-approve-marijuana-decriminalization-measures\/\" target=\"_blank\" rel=\"noopener\">22 jurisdictions have adopted local statues<\/a> that reduce the penalty for low-level cannabis possession from a misdemeanor punishable by jail time and a fine to the \u201clowest penalty allowed by state law.\u201d And activists are\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/local-marijuana-decriminalization-efforts-launch-in-ohio-south-carolina-and-west-virginia\/\" target=\"_blank\" rel=\"noopener\">pursuing similar policy changes in dozens of cities this year<\/a>.<\/p>\n<p>Don Keeney, executive director of NORML Appalachia, recently told Marijuana Moment that local officials have so far certified decriminalization initiatives in five cities they were targeting this year: Laurelville, McArthur, Murray City, New Lexington and New Straitsville\u2014and more could be on the way.<\/p>\n<p><strong>South Carolina<\/strong><\/p>\n<p>The Ohio-based Sensible Movement Coalition (SMC) that\u2019s actively working to <a href=\"https:\/\/www.marijuanamoment.net\/local-marijuana-decriminalization-efforts-launch-in-ohio-south-carolina-and-west-virginia\/\" target=\"_blank\" rel=\"noopener\">put decriminalization measures before voters<\/a> in that state is also branching out to bring reform to South Carolina.<\/p>\n<p>Activists are targeting Charleston, Folly Beach, Myrtle Beach and St. James Island to enact the policy change.<\/p>\n<p><strong>Texas<\/strong><\/p>\n<p>A newly established Texas progressive group recently unveiled a campaign to <a href=\"https:\/\/www.marijuanamoment.net\/texas-marijuana-activists-unveil-decriminalization-ballot-initiative-in-austin\/\" target=\"_blank\" rel=\"noopener\">put an initiative to decriminalize marijuana possession<\/a>\u00a0and ban no-knock warrants on this November\u2019s ballot in Austin.<\/p>\n<p>Ground Game Texas, a nonprofit led by former Democratic congressional candidates, isn\u2019t exclusively focused on cannabis reform\u2014but\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-texas-group-plans-to-put-marijuana-initiatives-on-local-ballots-after-legislative-disappointments\/\" target=\"_blank\" rel=\"noopener\">it\u2019s made the issue a priority<\/a>\u00a0and is addressing it in the first of what\u2019s expected to be many local ballot measures across the state.<\/p>\n<p>The \u201cAustin Freedom Act\u201d seeks to end arrests\u00a0<em>and<\/em>\u00a0citations for misdemeanor marijuana possession within the city. Also, it says police cannot issue citations for residue or paraphernalia in lieu of a possession charge.<\/p>\n<p>The measure would further prohibit the use of city funds to request or test cannabis to determine whether it meets the state\u2019s definition of a lawful product.
