Chris Sununu (R) <a href=\"https:\/\/www.governor.nh.gov\/news-and-media\/governor-chris-sununu-signs-30-bills-law-20210810\" target=\"_blank\" rel=\"noopener\">approved<\/a> on Tuesday. Advocates celebrated the move, though they\u2019ve pointed out that there are some restrictions for both residents with opioid use disorder and visiting patients.<\/p>\n<p>In order to qualify for medical cannabis for an opioid disorder, a patient must have a recommendation from a board certified addiction medicine or addiction psychiatry provider who\u2019s \u201cactively treating the patient\u201d for that condition. They must also present with opioid withdrawal symptoms or cravings.<\/p>\n<p>For out-of-state patients, they must have qualified for medical marijuana in their jurisdiction and show proof of a valid recommendation. We are grateful to legislators and Gov. Sununu for making the therapeutic cannabis program more accessible to patients.\u201d<\/p>\n<p>While this action is viewed as a welcome step for the state\u2019s medical cannabis program, advocates are still disappointed that the GOP-controlled legislature has stalled on adult-use marijuana legalization.<\/p>\n<p>Three-in-four residents support the broad reform, <a href=\"https:\/\/www.marijuanamoment.net\/strong-bipartisan-majority-supports-marijuana-legalization-in-new-hampshire-poll-finds\/\" target=\"_blank\" rel=\"noopener\">according to recent polling<\/a>, but lawmakers have failed to enact a policy change. A bipartisan bill to legalize recreational cannabis and set up a regulated licensing program for marijuana businesses did not advance out of committee <a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-marijuana-legalization-effort-runs-up-against-new-republican-legislature\/\" target=\"_blank\" rel=\"noopener\">after being introduced in January<\/a>, for example.<\/p>\n<p>The House did\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-house-approves-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">pass a legalization bill last year<\/a>, but it died in a Senate committee. In 2017, the <a href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-marijuana-decriminalization-takes-effect\/\" target=\"_blank\" rel=\"noopener\">Granite State decriminalized marijuana possession<\/a>, which was signed into law by Sununu.<\/p>\n<p>Separately, a New Hampshire Senate committee in March heard testimony on a House-passed bill to allow medical marijuana patients to\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/new-hampshires-medical-marijuana-dispensaries-now-support-letting-patients-grow-their-own\/\" target=\"_blank\" rel=\"noopener\">grow a limited number of plants for personal use<\/a>.
