Melissa Agard and Reps. David Bowen and Mark Spreitzer\u2014held the event outside a dispensary in South Beloit, Illinois, which sits on the border with Wisconsin. They were joined by Beloit City Council President Clinton Anderson (D).<\/p>\n<p>\u201cAll you have to do is look right that way and you\u2019ll see the state of Wisconsin,\u201d Agard said from the Sunnsyide cannabis shop\u2019s parking lot, gesturing north and describing her state as \u201can island of prohibition.\u201d She pointed out that a number of the vehicles in the parking lot had Wisconsin plates and shared that some of the store\u2019s employees were in fact Wisconsin residents.<\/p>\n<p \/>\n<p>Wisconsin is one of a shrinking number of states that have not yet legalized marijuana for either medical or adult use.<\/p>\n<p>\u201cIt\u2019s past time to get this done for our communities,\u201d Agard said, noting that only a few years ago colleagues advised her to avoid the issue as a lawmaker. \u201cAs we stand here today, it\u2019s safe to say the landscape has changed.\u201d<\/p>\n<p>The bill would legalize, tax and regulate sales of cannabis to adults 21 and older in Wisconsin, bringing the state in line with neighboring Illinois and Michigan, where cannabis is already legal. Adult residents could possess no more than two ounces of marijuana and grow up to six plants for personal use, while visitors from out of state could possess no more than one-quarter ounce.<\/p>\n<p>The plan also creates a path for medical marijuana patients to access cannabis products without having to pay tax. To qualify, individuals 18 and older would need to be diagnosed by a physician as having or undergoing a debilitating medical condition or treatment.<\/p>\n<p>Agard noted the measure would also provide a path to expungement for people with past cannabis convictions and allow people to petition a judge for resentencing. \u201cThere are dollars available for people of color and women to be able to access capital to enter the industry, and there is a social justice fund, as well,\u201d she said.<\/p>\n<div class=\"fb-post\" data-href=\"https:\/\/www.facebook.com\/316748215110471\/posts\/4159682544150333\/?d=n\" data-width=\"552\" \/>\n<p>\u201cThis is a positive, forward thinking plan that will bring money into the state of Wisconsin,\u201d the senator argued, adding that the policy change is projected \u201con the conservative side\u201d to bring the state $165 million in annual tax revenue. \u201cIt\u2019s time to support this industry and regulate it in an aggressive, pragmatic manner,\u201d she added.<\/p>\n<p>Agard said that she\u2019ll work in coming weeks to build support for the reform among her colleagues regardless of their party and will be actively looking to add co-sponsors to the bill. \u201cI\u2019m hoping every single one of those folks will look at this bill earnestly and in detail,\u201d she said.<\/p>\n<p>Sixty percent of the tax revenue would go to reinvest in communities that have been impacted by the drug war, Agard said. And during the past 10 years, he said, drug sentences for Black men have been 10 percent longer than sentences for their white counterparts.<\/p>\n<p>In Wisconsin, racial disparities in arrests are even more striking than the four-to-one national rate. Tony Evers (D), who in April said he was \u201ctired\u201d of hearing about sales figures from his neighbor\u2019s adult-use market and joked that Illinois Gov. J.B. Pritzker (D) <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-tired-of-marijuana-revenue-going-to-illinois-next-door\/\" target=\"_blank\" rel=\"noopener\">\u201cthanks me for having Wisconsinites cross the border to buy marijuana.\u201d<\/a><\/p>\n<p>Evers, for his part, tried to legalize recreational and medical marijuana <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-unveils-marijuana-legalization-details-in-budget-proposal\/\" target=\"_blank\" rel=\"noopener\">through his proposed state budget earlier this year<\/a>, but a GOP-led legislative committee <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governors-marijuana-legalization-proposal-stripped-from-budget-by-gop-led-committee\/\" target=\"_blank\" rel=\"noopener\">stripped the cannabis language from the legislation<\/a> in May. Democrats <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-republicans-block-medical-marijuana-from-being-re-added-to-budget\/\" target=\"_blank\" rel=\"noopener\">tried to add the provisions back<\/a> through an amendment the next month, but Republicans blocked the move. Rep. Evan Goyke (D) urged colleagues on the other side of the aisle at the time to \u201cstop running from this debate.\u201d<\/p>\n<p>Agard\u2019s new bill isn\u2019t her first time filing legalization legislation.<\/p>\n<p>\u201cThe fact that I have introduced this bill for the past eight years with no public hearing is appalling,\u201d she said in a press release on Tuesday. \u201cIt is reckless that the Republicans refuse to allow Wisconsinites to speak on this issue.\u201d<\/p>\n<p>GOP lawmakers, for their part, have <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-gop-lawmakers-file-bill-to-decriminalize-marijuana-while-governor-pushes-full-legalization\/\" target=\"_blank\" rel=\"noopener\">filed bills to more modestly decriminalize marijuana possession<\/a>\u00a0in the state, but none of those proposals advanced during this year\u2019s session.<\/p>\n<p>Evers held a virtual town hall event in April where <a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-governor-tired-of-marijuana-revenue-going-to-illinois-next-door\/\" target=\"_blank\" rel=\"noopener\">he discussed his cannabis proposal<\/a>, emphasizing that polling demonstrates that Wisconsin residents back the policy change.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I was honored to join <a href=\"https:\/\/twitter.com\/senator_melissa?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@senator_melissa<\/a>, <a href=\"https:\/\/twitter.com\/DavidFBowen?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@DavidFBowen<\/a>, Beloit City Council President Clinton Anderson,  Rock County Board Supervisor <a href=\"https:\/\/twitter.com\/YuriRashkin?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@YuriRashkin<\/a>, and other partners as we call for legalizing marijuana in Wisconsin.<\/p>\n<p>\u2014 Rep. When people are passing referenda to say, \u2018We believe that we should have recreational marijuana and\/or medicinal marijuana,\u2019 that\u2019s what we should do as legislators and as leaders in the executive branch.\u201d<\/p>\n<p>Locally, Wisconsin voters in three jurisdictions last year\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-approve-multiple-marijuana-ballot-questions\/\" target=\"_blank\" rel=\"noopener\">approved non-binding advisory questions in favor of marijuana legalization<\/a>. Those moves came after Wisconsinites overwhelmingly embraced cannabis reform\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/wisconsin-voters-widely-embrace-marijuana-legalization-in-the-midterms\/\" target=\"_blank\" rel=\"noopener\">by supporting more than a dozen similar measures across the state<\/a>\u00a0during the 2018 election.<\/p>\n<p>Late last year, city officials in the state\u2019s capital, Madison, voted to remove most local penalties for cannabis possession and consumption,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/lawmakers-in-wisconsin-capital-vote-to-allow-marijuana-use-in-public\/\" target=\"_blank\" rel=\"noopener\">effectively allowing use by adults 18 and older<\/a>.<\/p>\n<p>Meanwhile in Illinois, regulated sales of cannabis to adults <a href=\"https:\/\/www.marijuanamoment.net\/illinois-sets-yet-another-record-for-monthly-marijuana-sales-with-retailers-citing-a-lollapalooza-boost\/\" target=\"_blank\" rel=\"noopener\">broke yet another monthly sales record last month<\/a>\u2014the fourth time in five consecutive months. Gross receipts in the state totaled $127.8 million in July, and since March monthly sales have consistently exceeded $100 million.<\/p>\n<p>Illinois officials have emphasized that the tax dollars from all of these sales are being put to good use.
