Tom Rice (R-SC) and cosponsored by Rep. Jackie Walorski (R-IN), is the latest in a series of attempts over recent sessions to block low-income individuals from using Temporary Assistance for Needy Families (TANF) funds for cannabis.<\/p>\n<p>A spokesperson for Rice told Marijuana Moment that the congressman \u201cbelieves it would be a misuse of taxpayer dollars to allow folks receiving welfare to use the funds for marijuana purchases.\u201d<\/p>\n<p>\u201cThose taxpayer funds should instead be used by families who require assistance meeting actual needs,\u201d the spokesperson said. \u201cThe cash benefits are already restricted at casinos, liquor stores and strip clubs. This bill simply closes a loophole that will prevent people from exploiting the system as legal marijuana purchases continue to expand across the country.\u201d<\/p>\n<p>According to a <a href=\"https:\/\/www.gop.gov\/bill\/h-r-4137-preserving-welfare-for-needs-not-weed-act\/\" target=\"_blank\" rel=\"noopener\">memo<\/a> on an earlier version of the measure, it would prohibit people \u201cfrom using welfare benefit cards for purchases at stores that sell marijuana, as well as forbids the withdrawal of welfare cash at ATMs in such stores.\u201d<\/p>\n<p>But activists say the bill unfairly targets the most vulnerable people and perpetuates marijuana stigmas.<\/p>\n<p>The title of the bill itself\u2014the \u201cWelfare for Needs not Weed Act\u201d\u2014has on its own drawn the ire of legalization advocates who argue it unnecessarily plays into negative cannabis stereotypes. They also argue that it\u2019s inappropriate to tell medical cannabis patients they can\u2019t use funds for their medicine.<\/p>\n<p>\u201cMillions of Americans living with chronic, debilitating conditions rely on cannabis to manage their symptoms and significantly increase their quality of life. For millions of patients, cannabis IS a need,\u201d Queen Adesuyi, policy manager for the Drug Policy Alliance\u2019s Office of National Affairs, told Marijuana Moment. \u201cInstead of introducing a bill to ensure that under-resourced individuals, including veterans, have access to cannabis\u2019 medical benefits, Representative Tom Rice chooses to exemplify how far reaching the drug war apparatus goes in surveilling and policing under-resourced people.\u201d<\/p>\n<p>\u201cThis bill is a disgraceful culmination of stigma against under-resourced people, and misguided stigma against cannabis, a medicinal plant,\u201d she said. \u201cRepresentative Rice is out of touch with where the rest of the nation is on the importance of ending the war on cannabis, and the needs of millions of Americans who benefit from access to cannabis.\u201d<\/p>\n<p>Justin Strekal, political director of NORML, also slammed the proposal and its sponsor.<\/p>\n<p>\u201cThe absurdity of this effort highlights that Tom Rice is not a statesman but rather a petulant child attempting to take a serious issue and make a mockery of it,\u201d he said. \u201cAnyone who joins him on this bill only highlights that they are not willing to engage is serious policymaking decisions and should be voted out of office.\u201d<\/p>\n<p>Text of the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/4536\" target=\"_blank\" rel=\"noopener\">legislation<\/a> is short, simply adding \u201cany establishment that offers marihuana\u2026 for sale\u201d to the list of places where TANF benefits couldn\u2019t be used.<\/p>\n<p><strong>\u2014<br \/>\n<strong>Marijuana Moment is already <a Committee On Ways and Means <a href=\"https:\/\/www.marijuanamoment.net\/house-committee-takes-aim-at-public-welfare-in-marijuana-dispensaries\/\" target=\"_blank\" rel=\"noopener\">approved a prior version of the legislation as part of a broader jobs bill<\/a>, but was not enacted into law.<\/p>\n<p>Beyond perpetuating stigmas, there\u2019s some earlier evidence indicating that the proposal wouldn\u2019t be efficacious.<\/p>\n<p>Records obtained by National Review in 2014 <a href=\"https:\/\/www.nationalreview.com\/2014\/02\/welfare-money-goes-pot-colorado-jillian-kay-melchior\/\" target=\"_blank\" rel=\"noopener\">showed<\/a> that TANF recipients in Colorado used EBT cards to take out cash at cannabis dispensaries just 64 times, amounting to a total of \u201c$5,475 in public benefits.\u201d Nonetheless, Republican lawmakers there moved quickly to impose a statewide ban on the withdrawal of TANF benefits at dispensaries.<\/p>\n<p><strong>Read the text of the Welfare for
