Dave Joyce (R-OH) and Don Young (R-AK), both cochairs of the Congressional Cannabis Caucus, sent the letter to the president on Monday. It states that the modest reform is \u201ca matter of public health.\u201d<\/p>\n<p>As it stands, marijuana is classified as a Schedule I drug in the same category as \u201cmore harmful substances\u201d like heroin, the letter says. That category is supposed to be reserved only for drugs with no medical value and a high potential for abuse.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">With overdoses involving opioids causing a record 69,710 deaths in 2020, the U.S. can no longer afford to sideline less addictive pain management alternatives.<\/p>\n<p>That&#8217;s why I wrote to <a href=\"https:\/\/twitter.com\/POTUS?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@POTUS<\/a> alongside <a href=\"https:\/\/twitter.com\/repdonyoung?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@repdonyoung<\/a>, urging him to reschedule cannabis as a matter of public health <img src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/07\/2b07.png\" alt=\"&#x2B07;\" class=\"wp-smiley\" style=\"height: 1em;max-height: 1em\" \/> <a href=\"https:\/\/t.co\/ZrWyvH0SfW\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/ZrWyvH0SfW<\/a><\/p>\n<p>\u2014 Dave Joyce (@RepDaveJoyce) <a href=\"https:\/\/twitter.com\/RepDaveJoyce\/status\/1417556455247450114?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">July 20, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>\u201cAs a Schedule I substance, cannabis is not accepted for medical use on the federal level, which has caused significant research restrictions and continues to thwart the treatment of a wide range of patients, including those suffering from cancer as well as veterans with post-traumatic stress disorder (PTSD) and people living with Multiple Sclerosis and seizure disorders,\u201d it continues.<\/p>\n<p>It should be noted that changing marijuana\u2019s classification under federal law without an act of Congress is far more complicated than a single stroke of a presidential pen.<\/p>\n<p>To effectively reclassify the drug through the executive branch, the secretary of the Department of Health and Human Services (HHS) or an outside party would have to file a petition, which would then be reviewed by the attorney general, who has traditionally delegated that responsibility to the Drug Enforcement Administration (DEA). The attorney general can also initiate the process on their own, requesting a scientific review directly to HHS. Under HHS, the Food and Drug Administration (FDA) would then assess the scientific, medical and public health implications before submitting that review to the Justice Department, which would follow through on a formal move to reschedule.<\/p>\n<p>The letter from the Republican lawmakers goes on to say that \u201cinitial research has shown cannabis to be a significantly less addictive yet effective pain-management alternative\u201d to opioids.<\/p>\n<p>\u201cAs our nation continues to grapple with the opioid epidemic and the record-breaking death toll it caused amid the COVID-19 pandemic, we cannot afford to sideline safer alternatives in the name of arcane regulations,\u201d the lawmakers wrote. \u201cEach day cannabis remains overly scheduled, patients and researchers across the United States continue to lose access to life-saving therapies and data.\u201d<\/p>\n<p>Joyce and Young are recently filed a <a href=\"https:\/\/www.marijuanamoment.net\/congressional-bill-to-federally-legalize-marijuana-filed-by-republican-lawmakers\/\" target=\"_blank\" rel=\"noopener\">bill to federally deschedule marijuana<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">NEW: I sent a letter to <a href=\"https:\/\/twitter.com\/POTUS?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@POTUS<\/a> w\/my Cannabis Caucus Co-Chair <a href=\"https:\/\/twitter.com\/RepDaveJoyce?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">@RepDaveJoyce<\/a>, urging the President to reschedule cannabis under the Controlled Substances Act. <\/p>\n<p>Each day it remains overly scheduled, patients lose access to non-opioid treatments &amp; therapies. <a href=\"https:\/\/t.co\/uoQRTS6OSk\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/t.co\/uoQRTS6OSk<\/a> <a href=\"https:\/\/t.co\/bFwyBtX2bJ\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/bFwyBtX2bJ<\/a><\/p>\n<p>\u2014 Rep. It does not contain social justice provisions to repair the past harms of the war on drugs, however.<\/p>\n<p>In any case, the lawmakers are putting the president on notice after he pledged repeatedly on the campaign trail to simply reschedule cannabis. Lives are on the line.\u201d<\/p>\n<p>Most advocates believe that only a complete removal of marijuana from the CSA\u2014rather than a mere reclassification to a category other than Schedule I\u2014will solve the problems created by federal prohibition.<\/p>\n<p>During his presidential campaign last year, Biden ran on a pledge to enact other modest reforms such as decriminalizing cannabis possession, expunging prior records and respecting the rights of states to set their own laws. Since taking office, however, his administration has not made progress on any of those promises and has instead <a href=\"https:\/\/www.marijuanamoment.net\/marijuana-related-firings-in-biden-white-house-represent-antiquated-response-congressman-says\/\" target=\"_blank\" rel=\"noopener\">fired its own White House staffers over marijuana<\/a>\u00a0and sought to extend a budget provision that has\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/biden-budget-keeps-medical-marijuana-protections-but-would-block-d-c-from-legalizing-recreational-sales\/\" target=\"_blank\" rel=\"noopener\">blocked Washington, D.C. from legalizing cannabis sales<\/a>.<\/p>\n<p>He took some by surprise by suggesting that\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/biden-suggests-anti-marijuana-rules-banning-athletes-like-shacarri-richardson-could-change\/\" target=\"_blank\" rel=\"noopener\">international sports rules on marijuana may need to be reevaluated<\/a>\u00a0after a star U.S. runner was suspended following a positive cannabis test. But that\u2019s a far cry from endorsing comprehensive reform.<\/p>\n<p>Psaki, for her part, initially\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/white-house-declines-to-defend-runner-suspended-from-olympics-over-marijuana-test-while-lawmakers-step-up\/\" target=\"_blank\" rel=\"noopener\">declined to condemn Olympics officials\u2019 sanction<\/a> on Richardson when asked about the issue at an earlier briefing with reporters.
