Bruce Griffey (R) introduced the legislation last week. It would put three non-binding cannabis questions to voters:<\/p>\n<p style=\"padding-left: 40px\">\u201cShould the State of Tennessee legalize medical marijuana?\u201d<\/p>\n<p style=\"padding-left: 40px\">\u201cShould the State of Tennessee decriminalize possession of less than one ounce (1 oz.) of marijuana?\u201d<\/p>\n<p style=\"padding-left: 40px\">\u201cShould the State of Tennessee legalize and regulate commercial sales of recreational use marijuana?\u201d<\/p>\n<p>The questions are meant to gauge public opinion on the issue, and if voters approved <a href=\"https:\/\/wapp.capitol.tn.gov\/apps\/BillInfo\/Default.aspx?BillNumber=HB1634&amp;ga=112\" target=\"_blank\" rel=\"noopener\">them<\/a>, it wouldn\u2019t directly translate into any policy changes. But Griffey says his hope is that the results will end up sputting legislative action.<\/p>\n<p>\u201cLook, if the citizens vote in favor of it, it\u2019s going to be hard for the legislature to not look at it,\u201d the lawmaker told The Tennessee Star. \u201cThere\u2019s people that are on both sides of this issue in Tennessee\u2014and honestly I feel like we\u2019re up there as caretakers of the people. We\u2019re not supposed to be dictators, we\u2019re supposed to be responsive to what the people want us to do.\u201d<\/p>\n<p>\u201cI\u2019d like for there to be a real, robust public debate [on this matter],\u201d he <a href=\"https:\/\/tennesseestar.com\/2021\/07\/08\/bill-proposes-voter-poll-on-legalization-decriminalization-of-medical-or-recreational-marijuana-in-tennessee\/\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cThis is something that the citizens ought to decide, and not just their elected representatives.\u201d<\/p>\n<p>As it stands, Tennessee has one of the most restrictive medical cannabis programs in the country, allowing only limited CBD use for certain conditions.<\/p>\n<p>Gov. Bill Lee (R) did sign legislation in May <a href=\"https:\/\/www.marijuanamoment.net\/tennessee-governor-signs-bill-to-expand-states-limited-medical-marijuana-program\/\" target=\"_blank\" rel=\"noopener\">that modestly expands the program<\/a> to add more qualifying conditions for CBD oil containing up to 0.9 percent THC, but it\u2019s not the comprehensive reform advocates have pushed. People would have to keep proof of their condition and a recommendation from a physician in order to possess the oil.<\/p>\n<p>But in order to obtain the medicine, Tennesseans will have to go out of state or obtain it illegally, as there is currently no means to lawfully purchase cannabis within the state. In effect, the bill simply provides legal protections for certain patients under strict circumstances.<\/p>\n<p>The governor opposed a <a href=\"https:\/\/www.marijuanamoment.net\/tennessee-senators-approve-medical-marijuana-bill-in-committee\/\" target=\"_blank\" rel=\"noopener\">broader medical cannabis legalization<\/a> bill that died in committee this session after first being approved by a different panel.<\/p>\n<p>A Senate committee also <a href=\"https:\/\/www.marijuanamoment.net\/tennessee-senate-committee-approves-medical-marijuana-bill\/\" target=\"_blank\" rel=\"noopener\">approved a medical marijuana legalization bill<\/a>\u00a0last year, but it did not advance further before the end of the session.<\/p>\n<p>Polling has already indicated that Tennesseans are in favor of broader reform.
