{"id":48581,"date":"2021-06-30T08:30:09","date_gmt":"2021-06-30T16:30:09","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/06\/30\/texas-marijuana-activists-unveil-decriminalization-ballot-initiative-in-austin\/"},"modified":"2021-06-30T13:45:31","modified_gmt":"2021-06-30T21:45:31","slug":"texas-marijuana-activists-unveil-decriminalization-ballot-initiative-in-austin","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/06\/30\/texas-marijuana-activists-unveil-decriminalization-ballot-initiative-in-austin\/","title":{"rendered":"Texas Marijuana Activists Unveil Decriminalization Ballot Initiative In Austin"},"content":{"rendered":"<\/p>\n<p>A newly established Texas progressive group unveiled a campaign on Wednesday to put an initiative to decriminalize marijuana possession and ban no-knock warrants on the ballot in Austin.<\/p>\n<p>Ground Game Texas, a nonprofit led by former Democratic congressional candidates, isn\u2019t exclusively focused on cannabis reform\u2014but <a href=\"https:\/\/www.marijuanamoment.net\/new-texas-group-plans-to-put-marijuana-initiatives-on-local-ballots-after-legislative-disappointments\/\" target=\"_blank\" rel=\"noopener\">it\u2019s made the issue a priority<\/a> and is addressing it in the first of what\u2019s expected to be many local ballot measures across the state.<\/p>\n<p>Austin, as well as Dallas, have already independently enacted law enforcement policy changes aimed at reducing arrests for marijuana-related offenses by issuing citations and summons. The activists\u2019 new plan would take the reform a step further, however.<\/p>\n<p>The \u201cAustin Freedom Act\u201d seeks to end arrests <em>and<\/em> citations for misdemeanor marijuana possession within the city. Also, it says police cannot issue citations for residue or paraphernalia in lieu of a possession charge.<\/p>\n<div class=\"fb-video\" data-allowfullscreen=\"true\" data-href=\"https:\/\/www.facebook.com\/groundgametx\/videos\/575616600512043\/\" \/>\n<p>The measure would further prohibit the use of city funds to request or test cannabis to determine whether it meets the state\u2019s definition of a lawful product. Hemp is legal in the state, creating complications for law enforcement, as they are now tasked with determining if seized cannabis products are in compliance with state statute.<\/p>\n<p>\u201cMarijuana reform is a winning issue and local efforts will drive voter engagement. State lawmakers\u2014Democrats and Republicans\u2014failed us during the legislative session,\u201d Heather Fazio, director of Texans for Responsible Marijuana Policy, told Marijuana Moment. \u201cMaybe this level of political pressure will get their attention and bring them on board with meaningful reform statewide.\u201d<\/p>\n<p>In order to qualify for the November 2021 ballot, advocates will need to collect at least 20,000 valid signatures by July 20. They are aiming for at least 25,000 raw submissions to ensure success.<\/p>\n<p>A representative said during a press conference on Wednesday\u2014which was held in front of a statue of local cannabis icon and musician Willie Nelson\u2014that they already have about 3,000 signatures in hand.<\/p>\n<p>Under the initiative, the execution of no-knock warrants would also be prohibited in the city\u2014a <a href=\"https:\/\/www.marijuanamoment.net\/congressman-calls-for-ending-marijuana-criminalization-at-hearing-on-policing-reform-bill\/\" target=\"_blank\" rel=\"noopener\">policy that generated significant national attention<\/a> after it led to Kentucky officers entering Breonna Taylor\u2019s apartment and fatally shooting her in a botched drug raid.<\/p>\n<p>\u201cIn past years, Austin police issued thousands of citations and made hundreds of arrests for marijuana possession. These disproportionately targeted Black and Hispanic community members,\u201d the group\u2019s website <a href=\"https:\/\/www.groundgametexas.org\/en\/austin\/\" target=\"_blank\" rel=\"noopener\">says<\/a>. \u201cTo promote justice and avoid waste of tax dollars, we want to redirect resources towards real public safety solutions.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">New campaign in Austin, y\u2019all!<\/p>\n<p>We are petitioning to decriminalize marijuana and ban \u201cno knock\u201d warrants in Austin.<\/p>\n<p>It\u2019s time for direct democracy\u2014taking popular issues straight to the people! <a href=\"https:\/\/t.co\/MQeeu0WWV8\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/MQeeu0WWV8<\/a><\/p>\n<p>\u2014 GroundGameTX (@GroundGameTX) <a href=\"https:\/\/twitter.com\/GroundGameTX\/status\/1410261182498361354?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 30, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>They are also <a href=\"https:\/\/www.mobilize.us\/ggtx\/event\/398338\/\" target=\"_blank\" rel=\"noopener\">welcoming<\/a> volunteers to help aid in signature gathering.<\/p>\n<p>By engaging voters on issues like marijuana reform that are popular among young people and Democrats, Ground Game Texas could also theoretically influence turnout in upcoming elections, potentially shifting the GOP-skewed balance of power in the conservative state legislature.<\/p>\n<p>There is no statewide, citizen-led initiative process that would enable advocates to put an issue like decriminalization or legalization on the Texas ballot. But at the local level, there are limited cases where activists can leverage home rule laws that allow for policy changes.<\/p>\n<p>A strong majority of Texans back even broader reform, according to recent polling. Sixty percent of voters in the state\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/nine-in-ten-texas-voters-support-legalizing-marijuana-in-some-form-poll-finds\/\" target=\"_blank\" rel=\"noopener\">support making cannabis legal \u201cfor any use,\u201d<\/a> signaling that local initiatives for more modest proposals like decriminalization will likely prevail where they qualify for local ballots.<\/p>\n<p>Ground Game Texas is getting started shortly after this year\u2019s legislative session ended, which saw numerous drug policy proposals advance, with bills to <a href=\"https:\/\/www.marijuanamoment.net\/texas-governor-signs-medical-marijuana-expansion-bill\/\" target=\"_blank\" rel=\"noopener\">expand the state\u2019s medical cannabis program<\/a> and require a study into <a href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" target=\"_blank\" rel=\"noopener\">the therapeutic potential of certain psychedelics<\/a> for military veterans having been enacted.<\/p>\n<p>Advocates remain disappointed, however, that lawmakers were <a href=\"https:\/\/www.marijuanamoment.net\/texas-senate-approves-psychedelics-and-marijuana-concentrates-bills\/\" target=\"_blank\" rel=\"noopener\">unable to pass more expansive cannabis bills<\/a>\u2014including a decriminalization proposal that cleared the House but saw no action in the Senate.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/texas-lawmakers-approve-marijuana-decriminalization-bill\/\" target=\"_blank\" rel=\"noopener\">House approved a cannabis decriminalization bill<\/a>\u00a0in 2019,\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-decriminalization-bill-isnt-dead-in-texas-key-senate-chairman-clarifies\/\" target=\"_blank\" rel=\"noopener\">but it did not advance<\/a>\u00a0in the Senate that session.<\/p>\n<p>Several prominent progressive Texas political figures\u2014including former U.S. Housing and Urban Development Secretary Juli\u00e1n Castro, former state Rep. Wendy Davis and former U.S. Rep. Beto O\u2019Rourke\u2014have endorsed Ground Game Texas and said in a statement that it \u201cis going to meet Texans where they are at to listen to them about the issues that matter most.\u201d<\/p>\n<p>Texas isn\u2019t the only state in which organizers are trying to put marijuana on local ballots. Ohio activists recently\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/marijuana-decriminalization-qualifies-for-local-ohio-ballot-with-activists-working-to-secure-more-measures\/\" target=\"_blank\" rel=\"noopener\">qualified a measure to decriminalize cannabis<\/a> to appear on a local 2021 ballot\u2014the first of dozens of reform proposals that could go before voters this year as signature gathering efforts continue across the state. The group is also working to put marijuana initiatives on <a href=\"https:\/\/www.marijuanamoment.net\/local-marijuana-decriminalization-efforts-launch-in-ohio-south-carolina-and-west-virginia\/\" target=\"_blank\" rel=\"noopener\">local ballots in South Carolina and West Virginia<\/a>.<\/p>\n<p>Meanwhile, advocates across the county are also already working on number of state-level cannabis initiatives for 2022.<\/p>\n<p>Missouri activists, for example, revealed this month that they plan to put a <a href=\"https:\/\/www.marijuanamoment.net\/missouri-activists-plan-marijuana-legalization-initiative-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">recreational marijuana legalization measure<\/a> before voters next year.<\/p>\n<p>Nebraska marijuana activists have announced plans for a \u201cmass scale\u201d campaign to <a href=\"https:\/\/www.marijuanamoment.net\/nebraska-marijuana-activists-plan-mass-scale-medical-cannabis-campaign-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">put medical cannabis legalization on the state\u2019s 2022 ballot<\/a>.<\/p>\n<p>Two <a href=\"https:\/\/www.marijuanamoment.net\/wyoming-activists-file-2022-marijuana-decriminalization-and-medical-cannabis-ballot-measures\/\" target=\"_blank\" rel=\"noopener\">measures were submitted in Wyoming<\/a> this month to place <a href=\"https:\/\/www.marijuanamoment.net\/wyoming-voters-could-see-two-marijuana-ballot-measures-in-2022-under-libertarian-led-push\/\" target=\"_blank\" rel=\"noopener\">medical cannabis legalization and adult-use decriminalization<\/a> measures before voters in 2022.<\/p>\n<p>Also this month, Idaho activists <a href=\"https:\/\/www.marijuanamoment.net\/idaho-marijuana-activists-launch-limited-legalization-campaign-for-2022-ballot\/\" target=\"_blank\" rel=\"noopener\">filed a measure to legalize marijuana possession<\/a> for adults that they hope to place before voters on the 2022 ballot.
