Separately, a House panel weighed a measure that would legalize marijuana for adults in the state.<\/p>\n<p>The first piece of legislation, which would launch a pilot program for safe-consumption sites, passed the full House of Representatives in a floor vote. The chamber later signed off on an amended Senate companion bill <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-senate-approves-bill-allowing-safe-consumption-sites-for-illegal-drugs\/\" target=\"_blank\" rel=\"noopener\">approved by that body in March<\/a>. The two measures now go back to the Senate floor for consideration, according to a <a href=\"http:\/\/www.rilin.state.ri.us\/pressrelease\/_layouts\/RIL.PressRelease.ListStructure\/Forms\/DisplayForm.aspx?List=c8baae31-3c10-431c-8dcd-9dbbe21ce3e9&amp;ID=371892\" target=\"_blank\" rel=\"noopener\">press release<\/a>.<\/p>\n<p>During a panel hearing after the floor session, the House Committee on Finance also heard testimony on one of three proposals introduced this session that would legalize cannabis for adult use. Legislative leaders and the governor\u2019s office have indicated they\u2019d like to reconcile the differences between those measures and potentially return to vote on a compromise bill later this year.<\/p>\n<p>Rep. Scott Slater (D), who <a href=\"https:\/\/www.marijuanamoment.net\/new-rhode-island-marijuana-legalization-bill-filed-with-weeks-before-end-of-session\/\" target=\"_blank\" rel=\"noopener\">introduced the House marijuana legalization bill last month<\/a>, said he purposefully filed the measure late in the session, which is expected to wrap up its business this week. It allowed him to incorporate feedback on a separate Senate legalization bill as well as one introduced by Gov. Dan McKee (D), he said.<\/p>\n<p>\u201cI tried to take everyone\u2019s input and compromise the best piece of legislation that I could see for legal adult-use, recreational cannabis,\u201d Slater said at the hearing.<\/p>\n<p>The main goal of his bill is to create a system that\u2019s \u201cmodest and allows for expansion and changes over time,\u201d Slater said, explaining that a slow start to the launch of the commercial market would help avoid oversaturation of the market.<\/p>\n<p>The Senate <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-senate-approves-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">already passed a separate cannabis legalization measure<\/a>, on a 29\u20139 vote last week. \u201cIt is important that we act expeditiously to enact a regulatory framework,\u201d Senate Health and Human Services Chairman Joshua Miller (D) said at the time, noting policy changes in states like neighboring Connecticut, where the state\u2019s governor recently <a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-marijuana-legalization-into-law\/\" target=\"_blank\" rel=\"noopener\">signed a legalization bill into law<\/a>.<\/p>\n<p>House leadership has indicated, however, that the chamber isn\u2019t ready to pass a legalization bill just yet.<\/p>\n<p>\u201cAbsolutely we can and we should [wait], because all of the proposals are very divergent,\u201d House Speaker Joseph Shekarchi (D) <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-house-speaker-says-marijuana-legalization-cant-be-rushed-after-senate-vote\/\" target=\"_blank\" rel=\"noopener\">said in an interview last week<\/a>, referring to the House measure, the Senate bill, <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-senate-leaders-unveil-marijuana-legalization-bill-as-governor-prepares-competing-plan\/\" target=\"_blank\" rel=\"noopener\">introduced in March<\/a>, and\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-governor-puts-marijuana-legalization-plan-in-budget-days-after-lawmakers-file-competing-plan\/\" target=\"_blank\" rel=\"noopener\">the governor\u2019s proposal<\/a>.<\/p>\n<p>Shekarchi indicated, as he has in the past, that finding agreement among lawmakers might take until fall.<\/p>\n<p>\u201cI don\u2019t know if there\u2019s a combination of the two\u201d bills that could be agreed on, he said. \u201cWe\u2019ll have to wait and see where everybody can come together.\u201d<\/p>\n<p>Slater\u00a0said before Tuesday\u2019s hearing that even if lawmakers don\u2019t strike a deal on legalization until later this year, he\u2019s glad to see his proposal being heard in the House.<\/p>\n<p>\u201cI am happy about it,\u201d he told Marijuana Moment. \u201cI think it puts the bill in play for fall session.\u201d He said the key remaining differences between his bill and the Senate measure include who would regulate the new industry, the number of allowed licensees and proposed criminal penalties for violations of a new cannabis law.<\/p>\n<p>Under the bill, <a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText21\/HouseText21\/H6370.pdf\" target=\"_blank\" rel=\"noopener\">H 6370<\/a>, adults 21 and older could purchase and possess up to one ounce of marijuana in public. They could also grow up to six cannabis plants at home, with a maximum of 12 plants allowed in residences where more than one adult lives.<\/p>\n<p>Unlike the governor\u2019s measure and the one filed by Senate leaders, the House proposal calls for automatic expungements for people with prior cannabis convictions.<\/p>\n<p>The Department of Business Regulation, which would oversee the marijuana program, could initially license 15 recreational retailers, five of which would be reserved for social equity applicants. Another license would be issued to a worker-owned cooperative.<\/p>\n<p>The state\u2019s three current medical cannabis dispensaries, as well as six additional operators set to be awarded in a planned lottery this summer, would get the remaining adult-use licenses.<\/p>\n<p>No new cultivators would be licensed under the plan for a period of three years.<\/p>\n<p>The Senate measure, meanwhile, would establish a new Cannabis Control Commission to regulate the market and issue business licenses. Existing cultivators would also be protected: Under an amendment approved by the Senate Judiciary Committee earlier this month, there \u201cshall be no new cannabis cultivators\u2019 licenses issued prior to July 1, 2023.<\/p>\n<p>Each municipality could have at least three cannabis retailers operating in their jurisdiction under the Senate plan, and additional retailers could be approved for every additional 20,000 residents above a baseline of 30,000.<\/p>\n<p>The Senate bill has also been amended from its original form to require labor peace agreements for marijuana businesses\u2014a provision that could bolster support among progressives. Some who testified during the public comment portion of Tuesday\u2019s hearing called for a similar provision in the House bill.<\/p>\n<p>Jared Moffett, campaigns manager for the legalization advocacy group Marijuana Policy Project, urged lawmakers to move swiftly to pass cannabis legislation this year.<\/p>\n<p>\u201cFirst I just want to sincerely thank Vice Chair Slater for his years of service and work on this issue. Despite the fact that there are difficulties and challenges of crafting a pretty complex piece of legislation like this, he\u2019s continued to push forward, and I\u2019m grateful for his commitment to seeing this through,\u201d Moffett said.<\/p>\n<p>With more and more Northeast states legalizing cannabis, he said, \u201cRhode Island is on the verge of being an island of marijuana prohibition in New England, and that\u2019s not where the state needs to be. That\u2019s why it\u2019s crucial that lawmakers prioritize legislation and getting an adult-use market up and running. So there\u2019s still time to act but not much.\u201d<\/p>\n<p>House leadership and the governor\u2019s office have recently indicated that the differences between the bills are likely to be taken up when lawmakers return to the State House later this summer or sometime in the fall. It cleared the chamber on a 62\u20139 vote despite sharp protest from some Democrats. The Senate-passed companion bill, <a href=\"http:\/\/webserver.rilin.state.ri.us\/BillText\/BillText21\/SenateText21\/S0016.pdf\" target=\"_blank\" rel=\"noopener\">S 0016<\/a>, cleared the House without debate later on Tuesday evening.<\/p>\n<p>Rep. Arthur Corvese (D) called the program a \u201cmoral oxymoron\u201d that \u201cflies in the face of common sense\u201d during floor debate on Tuesday.<\/p>\n<p>\u201cWe should help them,\u201d he said of people with substance use disorders. \u201cThere\u2019s ways of helping them. And I\u2019m not sure one of the ways of helping them is having the state sanction a program like this.\u201d<\/p>\n<p>\u201cThis bill will keep people alive,\u201d replied the bill\u2019s sponsor, Rep. John G. Edwards (D), who said that the proposal was the top recommendation from a recent task force convened by the governor to study how to reduce drug deaths.<\/p>\n<p>\u201cThat\u2019s the end result,\u201d Edwards said. \u201cPeople who otherwise will die alone somewhere in our state will remain alive.\u201d<\/p>\n<p>He stressed that not only would the bill allow people to use drugs in a safe setting, it would also allow people to test their drugs for contents and purity, which Edwards said would prevent deaths from substances that consumers don\u2019t know contain fentanyl.<\/p>\n<p>\u201cFentanyl is in everything,\u201d he said. \u201cFentanyl is what\u2019s driving this.\u201d<\/p>\n<p>Other Democratic supporters said data from similar experiments indicate the proposal would reduce public consumption of drugs and connect consumers with treatment and recovery services.<\/p>\n<p>The bill also won some Republican backing. House Minority Leader Blake Fillipi said he supports the pilot program, slamming the federal government\u2019s war on drugs and arguing that the severity of the state\u2019s drug-death crisis requires lawmakers to consider all options.<\/p>\n<p>Meanwhile, the Senate Judiciary Committee held a hearing in March on separate legislation that would <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-lawmakers-hear-bill-to-decriminalize-all-drugs-as-marijuana-legalization-measures-move-forward\/\" target=\"_blank\" rel=\"noopener\">end criminal penalties for possessing small amounts of drugs<\/a>\u00a0and replace them with a $100 fine, but it has not received a vote.<\/p>\n<p>As for cannabis legalization, McKee, who assumed office after former Gov. Gina Raimondo (D) <a href=\"https:\/\/www.marijuanamoment.net\/bidens-commerce-secretary-pick-wants-marijuana-sold-in-government-run-stores\/\" target=\"_blank\" rel=\"noopener\">joined the Biden administration<\/a>\u00a0as commerce secretary, put the policy change in his proposed budget earlier this year. He said after taking office that <a href=\"https:\/\/www.marijuanamoment.net\/rhode-islands-likely-next-governor-backs-private-legal-marijuana-model-over-state-run-market\/\" target=\"_blank\" rel=\"noopener\">\u201cit\u2019s time that [legalization]\u201d happens<\/a> in the state.<\/p>\n<p>While his predecessor had proposed a first-of-its-kind model that would <a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-governors-budget-includes-legal-marijuana-sales-in-state-run-stores\/\" target=\"_blank\" rel=\"noopener\">have Rhode Island itself run the cannabis industry<\/a>, McKee <a href=\"https:\/\/www.marijuanamoment.net\/rhode-islands-likely-next-governor-backs-private-legal-marijuana-model-over-state-run-market\/\" target=\"_blank\" rel=\"noopener\">favors a private, \u201centrepreneurial strategy.\u201d<\/a><\/p>\n<p>That said, he\u2019s also recently downplayed the importance of the policy change this legislative session. He\u00a0<a href=\"https:\/\/www.wpri.com\/news\/politics-government\/ri-senate-approves-recreational-marijuana-bill\/\" target=\"_blank\" rel=\"noopener\">told<\/a> reporters last week that while he backs legalization, it is \u201cnot like one of my highest priorities,\u201d adding that \u201cwe\u2019re not in a race with Connecticut or Massachusetts on this issue.\u201d<\/p>\n<p>This year\u2019s debate is the result of discussions begun last legislative session. The Senate Finance Committee\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/rhode-island-lawmakers-say-marijuana-legalization-has-momentum-for-2021-during-senate-hearing\/?fbclid=IwAR13tecPCiwj15rfc6c6nGK-PzrvT0jHV7uEczqo50QfA8_0KgcWa5E6gfU\" target=\"_blank\" rel=\"noopener\">began preliminary consideration of legalization<\/a>\u00a0late last year in preparation for the current term, with lawmakers generally accepting the reform as an inevitability. \u201cI certainly do think we\u2019ll act on the issue, whether it\u2019s more private or more state,\u201d Sen.
