Crime (@UNODC) <a href=\"https:\/\/twitter.com\/UNODC\/status\/1407974952263983105?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 24, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>In a sense, it reflects a shift away from the panel\u2019s standard policy position that cannabis should simply be prohibited, with UNODC essentially recognizing the growing popularity of reforms and offering advice as more legal markets come online.<\/p>\n<p>The <a href=\"https:\/\/www.unodc.org\/unodc\/en\/data-and-analysis\/wdr2021.html\" target=\"_blank\" rel=\"noopener\">report<\/a> states that a \u201ccomprehensive ban on advertising, promoting and sponsoring cannabis would ensure that public health interests prevail over business interests.\u201d<\/p>\n<div id=\"attachment_46675\" style=\"width: 577px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-46675\" loading=\"lazy\" class=\" wp-image-46675\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/06\/Screen-Shot-2021-06-24-at-7.41.39-AM-1024x645-1.png\" alt=\"\" width=\"567\" height=\"358\" \/><\/p>\n<p id=\"caption-attachment-46675\" class=\"wp-caption-text\">Via UNODC.<\/p>\n<\/div>\n<p>\u201cSuch a ban would need to apply across all jurisdictions,\u201d it says, adding that more \u201cinvestment is needed for research into the harm that the non-medical use of cannabis poses to health and to better define the range of health conditions for which cannabis products may be an effective treatment.\u201d<\/p>\n<p>UN does not have the authority to enforce such a ban; rather, it serves as a simple policy recommendation that member nations can choose to adopt or ignore.<\/p>\n<p>The report says an advertising ban could be \u201csimilar to the provisions\u201d that are in place for tobacco under the WHO Framework Convention on Tobacco Control.<\/p>\n<p>Steve Rolles, senior policy analyst for the Transform Drug Policy Foundation, told Marijuana Moment that this amounts to \u201ca tacit acknowledgement that the game is up\u2014they aren\u2019t going to turn back the tide\u201d on legalization.<\/p>\n<p>\u201cThe fact they are weighing in at all on the regulation debate, and haven\u2019t before, feels significant,\u201d he said. \u201cIt feels like a distinctive shift and break with the past.\u201d<\/p>\n<p>Beyond making the advertising ban recommendation, UNODC also described various legal cannabis regulatory frameworks that have taken shape in states across the U.S., as well as in Uruguay and Canada.<\/p>\n<p>Notably, the report says that nearly half of Canadians are now obtaining cannabis from legal retailers, which is \u201ca significantly higher proportion than in 2019 when just under a quarter of past-year cannabis users reported legal storefronts as their usual source for obtaining cannabis.\u201d<\/p>\n<p>\u201cThe retail cannabis market in Canada is likely to continue to evolve as jurisdictions adapt their regulatory approaches, as supply chains develop and as cannabis product offerings are diversified,\u201d the body said. \u201cOverall, the implementation of laws permitting the non-medical use of cannabis in Canada is still in its nascent stages, and it may take several years of monitoring to clarify how the cannabis market has evolved and to identify its dynamics and the impact of legalization on public health and safety, among other outcome measures.\u201d<\/p>\n<p>The U.K.-based Rolles, who\u2014unlike many U.S.-based legalization advocates\u2014personally supports an outright ban on cannabis advertising, said that this \u201cis as far as I\u2019m aware the first time they\u2019ve engaged with the regulation debate \u2013 i.e. advised on best practice\u2014rather than simply describe or condemn.\u201d<\/p>\n<p>\u201cI\u2019ve had a long running issue with UNODC and [the World Health Organization] not providing best practice guidance for cannabis regulation the way they do for alcohol and tobacco, even though 300 million-plus people live in legal cannabis jurisdictions now,\u201d he said. \u201cIt\u2019s so much harder to retrofit sensible regulation into an entrenched corporate market, than to design it sensibly from the start.\u201d<\/p>\n<p>Separately, UN\u2019s Commission on Narcotic Drugs <a href=\"https:\/\/www.marijuanamoment.net\/united-nations-removes-marijuana-from-most-strict-global-drug-category-with-u-s-support\/\" target=\"_blank\" rel=\"noopener\">approved a World Health Organization (WHO) recommendation<\/a> last year to remove marijuana from the most restrictive global scheduling category.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"luJWEP0to6\">\n<p><a href=\"https:\/\/www.marijuanamoment.net\/house-committee-approves-marijuana-protections-for-banking-and-d-c\/\" target=\"_blank\" rel=\"nofollow noopener\">House Committee Approves Marijuana Protections For Banking And D.C.<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p><em>Photo courtesy of Mike Latimer.<\/em><\/p>\n<p>The post <a rel=\"nofollow noopener\" href=\"https:\/\/www.marijuanamoment.net\/united-nations-urges-global-ban-on-marijuana-advertising-in-novel-regulatory-recommendation\/\" target=\"_blank\">United Nations Urges Global Ban On Marijuana Advertising In Novel Regulatory Recommendation<\/a> appeared first on <a rel=\"nofollow noopener\" href=\"https:\/\/www.marijuanamoment.net\" target=\"_blank\">Marijuana Moment<\/a>.<\/p>\n<p>&#013;<br \/>\n&#013;<br \/>\nRead More: <a href=\"https:\/\/www.marijuanamoment.net\/united-nations-urges-global-ban-on-marijuana-advertising-in-novel-regulatory-recommendation\/\" target=\"_blank\" rel=\"nofollow noopener\">United Nations Urges Global Ban On Marijuana Advertising In Novel Regulatory Recommendation<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United Nations (UN) drug division is urging a global ban on marijuana advertising\u2014but some advocates see that as a sign the prohibitionist body is coming to terms with the fact that widespread legalization is inevitable.
