John Bell Edwards (D) said in a statement. \u201cIn addition to carefully reviewing the bill, I also believe deeply that the state of Louisiana should no longer incarcerate people for minor legal infractions, especially those that are legal in many states, that can ruin lives and destroy families, as well as cost taxpayers greatly.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Gov. Edwards released the following statement today, upon signing House Bill 652 by Representative Cedric Glover, which reduces the penalties for possession of small amounts of marijuana. <a href=\"https:\/\/twitter.com\/hashtag\/lagov?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#lagov<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/lalege?src=hash&amp;ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">#lalege<\/a> <a href=\"https:\/\/t.co\/HqjoBa0WZv\" target=\"_blank\" rel=\"nofollow noopener\">pic.twitter.com\/HqjoBa0WZv<\/a><\/p>\n<p>\u2014 John Bel Edwards (@LouisianaGov) <a href=\"https:\/\/twitter.com\/LouisianaGov\/status\/1404839686388977671?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"nofollow noopener\">June 15, 2021<\/a><\/p>\n<\/blockquote>\n<p \/>\n<p>That said, he challenged the \u201cnarrative\u201d that the legislation actually decriminalizes low-level cannabis possession, emphasizing that possessing up to 14 grams of marijuana does carry a $100 fine under the <a href=\"https:\/\/www.legis.la.gov\/legis\/BillInfo.aspx?i=240648\" target=\"_blank\" rel=\"noopener\">bill<\/a>.<\/p>\n<p>But replacing the threat of incarceration with a modest fine does fit the definition of decriminalization used by reform advocates.<\/p>\n<p>\u201cThis measure passed Louisiana\u2019s Legislature with bipartisan support following a robust discussion of the toll of over incarceration on our people and our state,\u201d Edwards <a href=\"https:\/\/gov.louisiana.gov\/index.cfm\/newsroom\/detail\/3194\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cTaking this action is another step forward for Louisiana\u2019s criminal justice reform efforts.\u201d<\/p>\n<p>Louisiana lawmakers also sent Edwards a separate bill this month to let patients in the state\u2019s medical cannabis program <a href=\"https:\/\/www.marijuanamoment.net\/louisiana-bill-to-legalize-smokable-medical-marijuana-heads-to-governors-desk\/\" target=\"_blank\" rel=\"noopener\">legally smoke whole-plant marijuana flower<\/a>.
