{"id":47526,"date":"2021-05-05T07:18:38","date_gmt":"2021-05-05T15:18:38","guid":{"rendered":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/05\/05\/limited-tennessee-medical-marijuana-compromise-bill-heads-to-governors-desk\/"},"modified":"2021-05-05T13:45:56","modified_gmt":"2021-05-05T21:45:56","slug":"limited-tennessee-medical-marijuana-compromise-bill-heads-to-governors-desk","status":"publish","type":"post","link":"https:\/\/cannabiscultivatornews.com\/home\/index.php\/2021\/05\/05\/limited-tennessee-medical-marijuana-compromise-bill-heads-to-governors-desk\/","title":{"rendered":"Limited Tennessee Medical Marijuana Compromise Bill Heads To Governor\u2019s Desk"},"content":{"rendered":"<p><img loading=\"lazy\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2021\/05\/MM_Bill_Tracker_V5_blank-17.jpg\" width=\"1500\" height=\"1500\"> <\/p>\n<p>The Tennessee legislature on Wednesday sent the governor a bill to expand the state\u2019s limited CBD program and create a commission to study broader medical marijuana legalization.<\/p>\n<p>The legislation represents a compromise between reform supporters and opponents, though advocates remain disappointed that more comprehensive medical cannabis legalization measures <a href=\"https:\/\/www.marijuanamoment.net\/limited-tennessee-medical-marijuana-bill-heads-to-senate-floor\/\" target=\"_blank\" rel=\"noopener\">were rejected in committees earlier in the session<\/a>.<\/p>\n<p>Under the proposal, a nine-member commission would be tasked with analyzing federal and state cannabis laws and helping to prepare legislation to legalize medical marijuana. The measure states that implementing a medical cannabis market would be incumbent on Congress rescheduling the plant.<\/p>\n<p>The Senate approved the bill by a vote of 19-12 on Tuesday. Then the House cleared it in a 74-17 vote on Wednesday.<\/p>\n<p>Prior to final passage, the House defeated a proposed amendment to remove the Senate\u2019s language on waiting for a federal policy change before establishing a medical marijuana program.<\/p>\n<p><strong>Watch the Senate discuss the medical cannabis bill, starting around 02:40:00 into the video below:<\/strong><\/p>\n<p \/>\n<p>The bill would further allow patients with qualifying conditions to possess CBD oil that contains no more than 0.9 percent THC, which is three times greater than the federal definition of hemp.<\/p>\n<p>The current program\u2019s list of qualifying conditions would be expanded beyond intractable epilepsy to add Alzheimer\u2019s disease, ALS, cancer, inflammatory bowel syndrome, multiple sclerosis, HIV\/AIDS and sickle cell disease. People would have to keep proof of their condition and a recommendation from a physician in order to possess the oil.<\/p>\n<p>But in order to obtain the medicine, Tennesseans would have to go out of state or obtain it illegally, as there is currently no means to lawfully purchase cannabis within the state. In effect, the bill simply provides legal protections for certain patients under strict circumstances.<\/p>\n<p>Senate Speaker Pro Tem Ferrell Haile (R), sponsor of the bill, said in closing that \u201cI think this is what\u2019s before us\u2014this is our opportunity now.\u201d<\/p>\n<p>While Gov. Virginia\u00a0<a href=\"https:\/\/www.marijuanamoment.net\/virginia-lawmakers-approve-governors-marijuana-amendment-to-speed-up-legalization\/\" target=\"_blank\" rel=\"noopener\">legalized for adult use this month<\/a>. A Senate-passed bill to legalize medical cannabis in Alabama <a href=\"https:\/\/www.marijuanamoment.net\/alabama-medical-marijuana-bill-gets-filibustered-on-house-floor\/\" target=\"_blank\" rel=\"noopener\">was discussed on the House floor on Tuesday<\/a> and is expected to be taken up again on Thursday. Multiple reform bills have been introduced in North Carolina in recent weeks.<\/p>\n<p>In Tennessee, a Senate committee <a href=\"https:\/\/www.marijuanamoment.net\/tennessee-senate-committee-approves-medical-marijuana-bill\/\" target=\"_blank\" rel=\"noopener\">approved a medical marijuana legalization bill<\/a>\u00a0last year, but it did not advance further before the end of the session.<\/p>\n<p>The state\u2019s voters are broadly in favor of the policy change.
