This is in part because President Andres Manuel Lopez<br \/>\nObrador is in support and in part because Canada and Uruguay and much of the<br \/>\nUnited States allow adults to legally consume the world\u2019s most popular illicit<br \/>\ndrug, but also because the country has no choice.<\/p>\n<p>Legalization at some unknown later date has been inevitable since last fall, when country\u2019s Supreme Court ruled that a nationwide <a href=\"\/mexicos-supreme-court-rules-cannabis-use-must-be-legalized\/\">\u201cabsolute ban\u201d on recreational cannabis<\/a> violated a \u201cfundamental right to the free development of the personality,\u201d and that an appropriate change in federal law \u2014 legalization \u2014 is necessary.<\/p>\n<p>But lawmaking takes time, even when lawmaking is imposed by the courts. <a rel=\"noreferrer noopener\" href=\"https:\/\/www.marijuanamoment.net\/mexican-senator-files-marijuana-legalization-bill-ahead-of-supreme-court-deadline\/\" target=\"_blank\">As Marijuana Moment reported, on Tuesday<\/a>, almost a year after the court\u2019s landmark ruling, <a href=\"http:\/\/www.senado.gob.mx\/64\/senador\/1115\" target=\"_blank\" rel=\"noreferrer noopener\">Sen. Julio Ramon Menchaca Salazar<\/a> introduced a legalization bill in the Mexican Congress.<\/p>\n<p>If passed, Salazar\u2019s bill would reform two sections of the country\u2019s<br \/>\nGeneral Health Law and allow for both recreational as well as medical use of<br \/>\ncannabis. There would also be allowances for a Mexican CBD industry \u2014 if<br \/>\npassed, Salazar\u2019s proposal would allow for the \u201ctextile use of the plant,\u201d<br \/>\naccording to the senator.<\/p>\n<p>Under Salazar\u2019s proposal, official state sanction from the Ministry<br \/>\nof Health would be required to cultivate, process, transport and possess<br \/>\ncannabis.<\/p>\n<p>The reasons why will all sound familiar: Prohibition has empowered<br \/>\norganized crime (though narcos have largely abandoned cannabis as a cash crop<br \/>\nin favor of harder drugs, Mexico\u2019s drug cartels and their cartoonishly heinous<br \/>\nacts need no introduction) and has failed to bolster the health or welfare of<br \/>\nthe state and its citizens.<\/p>\n<p>Ironically, though popular worldwide and in other countries, legalization is not very popular in Mexico, at all. As a 2018 survey from the country\u2019s Center for Social Studies and Public Opinion found, only half of Mexican citizens approve marijuana legalization and 70% disapprove of recreational use, though 90% support medical cannabis, <a href=\"https:\/\/www.washingtonpost.com\/world\/the_americas\/mexican-cannabis-users-eagerly-await-legal-marijuana\/2019\/09\/02\/168c0c48-cd37-11e9-a620-0a91656d7db6_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">as the Washington Post reported.<\/a><\/p>\n<p>What happens next? More talking, and then maybe some lawmaking. Next<br \/>\nweek, the Congress of the Union will hear from a series of experts exactly how<br \/>\nto best regulate and tax cannabis. In the meantime, the proposal will be heard<br \/>\nin several committees.<\/p>\n<p>Cannabis reform has come slowly in Mexico despite several clear<br \/>\ninstructions from the courts to speed things along and legalize.<\/p>\n<p>The first came in 2017, when the Supreme Court also ruled that<br \/>\nbanning medical marijuana was unconstitutional \u2014 though in the interim period,<br \/>\nthere has been little progress. The courts took notice: In August, the court ordered<br \/>\nhealth authorities to publish \u201cwithin 180 days\u201d guidelines for how medical<br \/>\ncannabis might be obtained, grown, and sold.<\/p>\n<p>Legendary among old-school heads who bore modern-day terp-hunters<br \/>\nwith tales of heady highs gleaned from Acapulco Gold, Mexican cannabis may be<br \/>\nideal to compete on the growing global market. Unlike Canada, now the world\u2019s<br \/>\nlargest exporter of cannabis flower and oil, Mexico has an ideal climate and<br \/>\ncheap labor costs, as the The<br \/>\nWashington Post noticed.<\/p>\n<p>And entrepreneurs are getting ready.
