Provisions in three historically prohibitionist United Nations treaties \u2013 the <a href=\"https:\/\/www.unodc.org\/pdf\/convention_1961_en.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">1961 Single Convention<\/span><\/a> on Narcotic Drugs, the <a href=\"https:\/\/www.unodc.org\/pdf\/convention_1971_en.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">1971 Convention<\/span><\/a> on Psychotropic Substances, and the <a href=\"https:\/\/www.unodc.org\/pdf\/convention_1988_en.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">1988 Convention<\/span><\/a> Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances \u2013 substantially limit Party latitude in legalizing and regulating schedule-listed substances, including cannabis.<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\">More than 50 countries in the world are reforming<\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\">More than 50 countries in the world are reforming their cannabis policy in one way or another, mainly regulating the use of medicinal cannabis but also trying to get in control on the recreational consumption, like Canada and Uruguay. But how can these countries deal with the harsh attitude and opposition of states like Russia, China and the Philippines, hardliners, demanding a full stop on the recent reform developments in fellow states and still strive for a drug free world. Incarcerating millions of people around the world.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><img loading=\"lazy\" class=\"wp-image-2494 size-large aligncenter\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2019\/03\/Screenshot-2019-03-15-17.11.13-1024x576.png\" alt=\"\" width=\"1024\" height=\"576\" \/><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The <a href=\"https:\/\/www.unsystem.org\/\"><span class=\"s2\">UN system<\/span><\/a> coordination Task Team on the Implementation of the UN System Common Position<span class=\"Apple-converted-space\">\u00a0 <\/span>on drug-related matters, recently released a <a href=\"https:\/\/www.unodc.org\/documents\/commissions\/CND\/2019\/Contributions\/UN_Entities\/What_we_have_learned_over_the_last_ten_years_-_14_March_2019_-_w_signature.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">report<\/span><\/a> on; \u2018lessons learned over the last ten years\u2019. It says: <\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s1\">\u2013 The criminalization of drug use for other purposes than medical and scientific ones can have a negative<span class=\"Apple-converted-space\">\u00a0 <\/span>effect<span class=\"Apple-converted-space\">\u00a0 <\/span>on<span class=\"Apple-converted-space\">\u00a0 <\/span>the<span class=\"Apple-converted-space\">\u00a0 <\/span>enjoyment<span class=\"Apple-converted-space\">\u00a0 <\/span>of<span class=\"Apple-converted-space\">\u00a0 <\/span>the<span class=\"Apple-converted-space\">\u00a0 <\/span>right<span class=\"Apple-converted-space\">\u00a0 <\/span>to<span class=\"Apple-converted-space\">\u00a0 <\/span>health.<\/span><\/li>\n<li class=\"li1\"><span class=\"s1\">\u2013 In recent years there have been some alarming tendencies towards a deeper militarization of the responses by States to counter drug-related crimes. In some instances, this is associated with the progressive militarization of civilian police forces. Excessive use of force is more likely to<span class=\"Apple-converted-space\">\u00a0 <\/span>occur<span class=\"Apple-converted-space\">\u00a0 <\/span>when<span class=\"Apple-converted-space\">\u00a0 <\/span>military<span class=\"Apple-converted-space\">\u00a0 <\/span>or<span class=\"Apple-converted-space\">\u00a0 <\/span>special<span class=\"Apple-converted-space\">\u00a0 <\/span>security<span class=\"Apple-converted-space\">\u00a0 <\/span>forces<span class=\"Apple-converted-space\">\u00a0 <\/span>are<span class=\"Apple-converted-space\">\u00a0 <\/span>involved<span class=\"Apple-converted-space\">\u00a0 <\/span>in<span class=\"Apple-converted-space\">\u00a0 <\/span>drug<span class=\"Apple-converted-space\">\u00a0 <\/span>operations.<span class=\"Apple-converted-space\">\u00a0 <\/span>Such approaches have disproportionately affected vulnerable groups and have repeatedly resulted in serious human rights violations.<\/span><\/li>\n<li class=\"li1\"><span class=\"s1\">\u2013 Alternatives to imprisonment are often more effective at achieving important public safety objectives, such as greater security for the population, than imprisonment.<\/span><\/li>\n<li class=\"li1\"><span class=\"s1\">\u2013 Drug<span class=\"Apple-converted-space\">\u00a0 <\/span>trafficking<span class=\"Apple-converted-space\">\u00a0 <\/span>is<span class=\"Apple-converted-space\">\u00a0 <\/span>extremely<span class=\"Apple-converted-space\">\u00a0 <\/span>lucrative,<span class=\"Apple-converted-space\">\u00a0 <\/span>making corruption<span class=\"Apple-converted-space\">\u00a0 <\/span>of<span class=\"Apple-converted-space\">\u00a0 <\/span>high-level<span class=\"Apple-converted-space\">\u00a0 <\/span>and<span class=\"Apple-converted-space\">\u00a0 <\/span>local<span class=\"Apple-converted-space\">\u00a0 <\/span>level<span class=\"Apple-converted-space\">\u00a0 <\/span>officials a<span class=\"Apple-converted-space\">\u00a0 <\/span>prime<span class=\"Apple-converted-space\">\u00a0 <\/span>vector<span class=\"Apple-converted-space\">\u00a0 <\/span>for<span class=\"Apple-converted-space\">\u00a0 <\/span>exercising<span class=\"Apple-converted-space\">\u00a0 <\/span>political influence.<\/span><\/li>\n<li class=\"li1\"><span class=\"s1\">\u2013 The non-medical use of prescription drugs is becoming a major threat around the world.<\/span><\/li>\n<li class=\"li1\"><span class=\"s1\">\u2013 The drug<span class=\"Apple-converted-space\">\u00a0 <\/span>control<span class=\"Apple-converted-space\">\u00a0 <\/span>conventions<span class=\"Apple-converted-space\">\u00a0 <\/span>therefore<span class=\"Apple-converted-space\">\u00a0 <\/span>allow<span class=\"Apple-converted-space\">\u00a0 <\/span>countries sufficient<span class=\"Apple-converted-space\">\u00a0 <\/span>flexibility<span class=\"Apple-converted-space\">\u00a0 <\/span>to<span class=\"Apple-converted-space\">\u00a0 <\/span>design<span class=\"Apple-converted-space\">\u00a0 <\/span>and implement national drug policies according to their priorities and needs, consistent with the principle of common and shared responsibility.<\/span><\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s1\">Governments the world over have utterly failed to make any progress in achieving a drug-free world. In blindly striving for a drug-free world, drug policies have had devastating consequences<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It will take years and years before all 193 UN members will come to a sort of an agreement to change the outdated drug treaties. But why should we wait. Why not allowing countries to continue their reform policy without breaking the UN conventions. Still respecting the basic fundamental rights, health and welfare of<span class=\"Apple-converted-space\">\u00a0 <\/span>humankind, which form the cornerstone of the international drug control system.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.tni.org\/en\/article\/the-elegant-way-to-end-global-cannabis-prohibition-inter-se-modification\"><img loading=\"lazy\" class=\"size-large wp-image-2495 aligncenter\" src=\"https:\/\/cannabiscultivatornews.com\/home\/wp-content\/uploads\/2019\/03\/Screenshot-2019-03-15-17.08.51-1024x576.png\" alt=\"\" width=\"1024\" height=\"576\" \/><\/a><br \/>\nAmongst reform options not requiring consensus, inter se modification appears to be the most \u2018elegant\u2019 approach and one that provides a useful safety valve for collective action to adjust a treaty regime arguably frozen in time.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">You want to know how?
