But whereas the coffeeshops in the Netherlands can sell cannabis openly (if they stick to the rules, which is difficult with an illegal supply chain), Cannabis Social Clubs were for a couple days <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/catalonia-marijuana-legalise-cannabis-consumption-distribution-spain-region-petition-a7816981.html\"><span style=\"font-weight: 400\">actually legal<\/span><\/a>\u00a0in 2017<span style=\"font-weight: 400\">. <\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">Few people know this, as it was overshadowed by the Catalan referendum for independence a couple days later. This ultimately lead to the overturning of the recently adopted Catalan law, as all <\/span><a href=\"https:\/\/www.diariodenavarra.es\/noticias\/navarra\/2017\/12\/26\/el-declara-inconstitucionales-varios-preceptos-ley-foral-policias-2015-568730-300.html\"><span style=\"font-weight: 400\">Catalan laws were annulled<\/span><\/a><span style=\"font-weight: 400\"> by the Federal government of Spain. The Cannabis Social Clubs movement went to court, but in the end, lost their case in the Constitutional Court one year later. <\/span><a href=\"https:\/\/www.publico.es\/sociedad\/tribunal-constitucional-anula-ley-catalana-clubes-consumo-cannabis.html\"><span style=\"font-weight: 400\">In its judgment<\/span><\/a><span style=\"font-weight: 400\">, the court states that cannabis is a classified narcotic substance, although it may be used for therapeutic purposes, so it is a matter with an impact on the criminal sphere and, therefore, reserved to the State.<\/span><\/p>\n<p>In addition, 2015 saw the introduction of Spain\u2019s \u2018Gag Law\u2019, featured in our report below. What followed were <a href=\"https:\/\/merryjane.com\/culture\/spains-cannabis-social-clubs-feature-june-2018\">189,947 fines for possession<\/a> of cannabis in Spain according to\u00a0<a href=\"https:\/\/nosomosdelito.net\/\" rel=\"nofollow\">No Somos Delito<\/a>\u00a0(We\u2019re Not Criminals).<\/p>\n<p \/>\n<h2>Cannabis Social Clubs as part of the regulation discussion<\/h2>\n<p><span style=\"font-weight: 400\"><span class=\"dropcaps one-class\" id=\"cr-dropcaps-637\">A<\/span>s regulation and legalization are spreading around the globe, Cannabis Social Clubs can be a solution for various countries and models of regulation. It was the mid-nineties when in the Spanish regions of Catalonia and the Basque Country, cannabis activists designed the Cannabis Social Club model. Further popularized and developed by <\/span><a href=\"https:\/\/www.encod.org\/\"><span style=\"font-weight: 400\">ENCOD<\/span><\/a><span style=\"font-weight: 400\"> (European Coalition for Just and Effective Drug Policies) and it\u2019s late coordinator Joep Oomen, the model is <\/span><a href=\"https:\/\/thestonedsociety.com\/featured\/cannabis-social-clubs\/\"><span style=\"font-weight: 400\">based on 7 principles<\/span><\/a><span style=\"font-weight: 400\"> which distinguish them from other initiatives. They are as follows: supply follows demand (not vice versa), non-profit, transparency, public health, open the dialogue with authorities and supporting (inter-) national activism.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Cannabis Social Clubs now exist and operate in several countries, but only in Uruguay are they included as a legal alternative to homegrowing and the pharmacies supplying cannabis. There are said to be at least <\/span><a href=\"https:\/\/www.groene.nl\/artikel\/bob-marley-en-de-telers\"><span style=\"font-weight: 400\">91 registered Cannabis Social Clubs<\/span><\/a><span style=\"font-weight: 400\"> operating in the small South American country.<\/span><\/p>\n<h2>Cannabis Social Clubs in the Netherlands<\/h2>\n<p><span style=\"font-weight: 400\"><span class=\"dropcaps one-class\" id=\"cr-dropcaps-99\">M<\/span>eanwhile in <a href=\"http:\/\/www.cannabisnewsnetwork.com\/category\/videos\/the-netherlands\/\">the Netherlands<\/a>, the only Cannabis Social Club (<\/span><a href=\"https:\/\/www.treeoflifeamsterdam.club\/\"><span style=\"font-weight: 400\">Tree of Life<\/span><\/a><span style=\"font-weight: 400\">) operating following the guidelines stated above, is <\/span><a href=\"https:\/\/www.voc-nederland.org\/2018\/10\/cannabis-social-club-amsterdam-juridische-stappen-na-afwijzen-opiumontheffing\/\"><span style=\"font-weight: 400\">preparing legal action against the Bureau of Medicinal Cannabis<\/span><\/a><span style=\"font-weight: 400\"> (BMC). <\/span><\/p>\n<p><span style=\"font-weight: 400\">BMC rejected their application for an exception, which would have allowed scientific research into the needs and preferences of cannabis consumers. <\/span><\/p>\n<p \/>\n<p><span style=\"font-weight: 400\">Apart from Tree of Life, also several so-called Medical Social Clubs have sprouted, most notably the chain of <a href=\"http:\/\/www.suvernuver.org\/\">Suver Nuver<\/a>\u00a0clubs. Already operating for several years by supplying their members with cannabis oil through parcel shipping, they have only recently been asked for a conversation at the police headquarters in the north of the Netherlands. Suver Nuver has since continued their operation.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Netherlands is working on experiments with regulated cannabis growing, but Cannabis Social Clubs are not part of the discussion.<\/span><\/p>\n<p \/>\n<h2>Cannabis Social Clubs in Belgium<\/h2>\n<p><span style=\"font-weight: 400\"><span class=\"dropcaps one-class\" id=\"cr-dropcaps-786\">F<\/span>ollowing the <a href=\"http:\/\/www.cannabisnewsnetwork.com\/renowned-drug-activist-joep-oomen-dies-at-54\/\">unexpected death of Joep Oomen<\/a>, the worst was feared for the Cannabis Social Clubs in <a href=\"http:\/\/www.cannabisnewsnetwork.com\/category\/videos\/belgium\/\">Belgium<\/a>. Oomen founded the first Cannabis Social Club (<\/span><a href=\"https:\/\/trektuwplant.be\/\"><span style=\"font-weight: 400\">Trekt Uw Plant<\/span><\/a><span style=\"font-weight: 400\">) in Antwerp back in 2006 which has since been acquitted twice in court. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Following a recent acquittal of a club in Namur, Trekt Uw Plant is facing another court case, but there\u2019s <\/span><a href=\"http:\/\/bigbudsmag.com\/does-the-acquittal-of-belgium-cannabis-social-clubs-hint-at-legalization\/\"><span style=\"font-weight: 400\">hope for another acquittal ruling<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<h2>Cannabis Social Clubs in the UK<\/h2>\n<p><span style=\"font-weight: 400\"><span class=\"dropcaps one-class\" id=\"cr-dropcaps-918\">A<\/span>cross the pond, the <\/span><a href=\"https:\/\/ukcsc.co.uk\/\"><span style=\"font-weight: 400\">UK Cannabis Social Clubs<\/span><\/a><span style=\"font-weight: 400\"> movement is booking progress, albeit usually not following all the guidelines (note: you could say the same for Spain). <\/span><\/p>\n<p><span style=\"font-weight: 400\">Where they do book progress is by engaging in the conversation with the media, as the <a href=\"http:\/\/www.teessidecannabisclub.co.uk\/\">Teeside Cannabis Social Club<\/a> recently showed, <\/span><a href=\"https:\/\/www.bbc.com\/news\/av\/uk-england-tees-45088129\/middlesbrough-cannabis-club-has-support-of-police\"><span style=\"font-weight: 400\">receiving support of local law enforcement<\/span><\/a><span style=\"font-weight: 400\">. <\/span><\/p>\n<p \/>\n<h2>Part of the future?<\/h2>\n<p><span style=\"font-weight: 400\"><span class=\"dropcaps one-class\" id=\"cr-dropcaps-45\">T<\/span>he question that arises is whether Cannabis Social Clubs will be included in future regulation laws, just like Uruguay did.
